Permit No. NCG030151 Weldon, NC Halifax County Dear Mr. Saylor: The information and site tour provided by Mike France during my Division of Water Quality (DWQ) stormwater inspection on June 11, 2007 were appreciated. This was the first inspection of the Kennametal facility byDWQ2*since the permit was issued. The facility grounds showed good housekeeping and care for stormwater quality. The facility was in compliance. The inspection checklist is attached for your review. Additional comments are: The original Stormwater Pollution Prevention Plan (SP3) manual was drafted in 1994. Evidence of updates were scattered through other documents, primarily in the spill plan, employee training records, and qualitative monitoring. Please compile all of the elements required in Section II into the notebook. A page inserted near the front of the manual showing revision dates would be helpful during future reviews. The most recent update was in January 2006, including: 1. The Spill Prevention and Response Plan. This is again under review in conjunction with a revision underway of the Federal SPCC plan for the facility. 2. Employee training. PIease note what topics specific to stormwater are covered in future sessions. 3. Qualitative monitoring is being done quarterly, going beyond the semi-annual monitoring required by the permit. 4. Quantitative monitoring done in 2003 met the Cutoff Concentrations, exempting from further annual sampling until the fifth year of the permit (to be done by Aug. 31, 2007). An application for renewal was submitted in February 2007. The new permit is expected to be available about the time the present one expires (August, 2007). 'Phis permit expires on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by late summer of 2002. Once the permit is reissued, your facility would he eligible for continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are inlirrming you in advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal Application Form. The application must he completed and returned by March 4, 2002 in order to assure continued coverage under the general permit. Failure to request renewal within this time period may result in a civil assessment of al least $250.00. Larger penalties may he assessed depending on the delinquency of the request. Discharge of stormwater from your facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and could result in assessments of civil penalties of up to $10,000 per day. Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial facilities in any of the 1 1 categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facilty industrial materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion.
