1 Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture electronic crystals, or
manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject
to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for
electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31).
Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring may be waived. The
solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General Permit. For those facilities electing to employ the
TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), l
certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater
runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the solvent management
plan included in the Stormwater Pollution Prevention Plan."

1 Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture electronic crystals, or
manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject
to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for
electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31).
Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring maybe waived. The
solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General Permit. For those facilities electing to employ the
TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I
certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater
runoff' has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the solvent management
plan included in the Stormwater Pollution Prevention Plan."

Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture electronic crystals, or
manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject
to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor manufacture use the definition as found in 40 CFR 469.12, for
electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31).
Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring may be waived. The
solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General Permit. For those facilities electing to employ the
TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics wro),1
certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater
runoff has occurred since filing the last discharge monitoring report. 1 further certify that this facility is implementing the all the provisions of the solvent management
plan included in the Stormwater Pollution Prevention Plan."

Inspection Summary:
Lyn Hardison had taken a call and delivered the facility's file to me.
Chris Barnes [phone] had recently taken over the responsibility of this NPDES SW permit and had questions about
permit renewal and sampling requirements. We discuss the website where the most up to date Information is located. The
new cover page of the permit was updated on 11/16/17 extending the previous permit thru 10/31118. From the on line permit
text Mr. Barnes found the sampling period dates and requirements. I instructed him to add our discussion to the SPPP plan
and we briefly discussed training and other requirements of the plan. I gave my direct number and guided him to contact me
freely with questions.
Sara Toppin of DWR forwarded me a message that Chris Berries called with questions on about 12119/17. 1 have called and
left my direct number to assist with all questions.

NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
for establishments primarily engaged in the following activities:
Metal Fabrication
In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management Commission and
the Federal Water Pollution Control Act, as amended, this permit is hereby issued to all owners or operators,
hereinafter permittees, which are covered by this permit as evidenced by receipt of a Certificate of Coverage
by the Environmental Management Commission to allow the discharge of stormwater to the surface
waters of North Carolina or to a separate storm sewer system conveying discharges to surface waters in
accordance with the terms and conditions set forth herein.
Coverage under this General Permit is applicable to:
♦ All owners or operators of stormwater point source discharges associated with activities classified as
establishments primarily engaged in activities classified as establishments primarily engaged in:
■ Rolling, Drawing, and Extruding of Nonferrous Metals, standard industrial classification (SIC 335)
• Heat Treating of Metal (SIC 3398)
■ Fabricating of Metal Products (SIC 34)
■ Manufacturing of industrial and Commercial Machinery (SIC 35)
• Manufacturing of Electronic Equipment (SIC 36)
■ Manufacturing of Transportation Equipment (SIC 37)
■ Manufacturing of Measuring and Analyzing Instruments (SIC 38))
♦ Stormwater point source discharges from like industrial activities deemed by DEMLR to be similar to
these operations in the process, or the discharges, or the exposure of raw materials, intermediate
products, by-products, products, or waste products.
Except upon DEMLR determination of similarity as provided immediately above, the following
activities and associated discharges are excluded from coverage under this General Permit:
♦ Establishments primarily engaged in the ship and boat building and repairing (SIC 373), which is
covered by general stormwater permit NCG190000.
Semi-annual monitoring shall continue, unless more frequent monitoring is required in accordance
with Tiers in Part 11, Section R
