PROJECT SUNEVIARY: The applicant proposes to construct two simple docking facilities for two lots which will be provided with a common access pier. William E. Wells, Jr. Page 2 9. PROJECT DESCRIPTION The project is located within the Cove Subdivision section of Carolina Beach, New Hanover County. Lots 1 and 2 are owned by the applicant and these lots have riparian access to the waters of the Carolina Beach Yacht Basin which is a large body of water connecting the center of Carolina Beach to the waters of the AIWW and Myrtle Grove Sound. These lots are at the southern end of the subdivision and meet in a peak along the shoreline. Extensive dredging took place in sections of the Basin in the past in order that materials could be placed on the ocean front portion of the Town. This has resulted in relatively deep areas within the Basin in close proximity to the shore or the marsh border along the shoreline. These waters are classified as SB and are closed to shellfishing. This is not a designated primary nursery area. The width of the water body in the project location is approximately 665 feet. The applicant has determined that water depths of approximately -17'mean low water exist in the project area. The marsh boarder in the project area is approximately 180 feet in width. Various mixed wetland species exist in this border with no obvious dominant species. The applicant proposes to construct a simple pier to start at the common property line. This pier will branch at the waterward end to terminate into two platforms each with a gazebo and floating dock. The shared portion of the pier will be approximately 168 feet long by 6 feet wide. Each branch is shown as approximately 42 feet long and terminates in a 12' by 12' platform. The floating docks extend from the platform and are each approximately 8' by 26'. A single slip is indicated for each dock. The slips are provided with two mooring pilings. 10. ANTICIPATED EMPACTS It has been the requirement of this program to process major permits for projects of the nature. Each residential lot is eligible for four slips. Although, not now requested, eight slips would exceed the number allowed by the General permit process (4). Also the total square footage of the platforms and floating docks exceeds the 500 sf allowance for private piers. The applicant has expressed an interest in minimizing the shading of marsh by the single access pier. He also faces the problem of the deep water located close to the shoreline. The slope along the outer marsh edge is such that a floating dock would not be serviceable closer into shore. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant.
