PROJECT SUMMARY: The applicant proposes to extend the wharf at the NC State Ports facility in Wilmington by extending a berth 75' wide for 200', and connecting it to a mooring dolphin by catwalks. Also proposed is a breakwater extension under the wharf. N. C. State Ports Authority Page 2 9. Project Description 12/03/96 The project is located adjacent to the Cape Fear River at the north end of the N. C. State Ports Facility. The tot size of this tract is 334 acres. The facility was constructed between 1950 and 1972 to serve as a transport shippir terminal. Business at the facility consists of approximately 40% containment transport, approximately 30% - 40' wood pulp shipping, and the remainder in military supplies, steel sheeting, and miscellaneous supplies. The site is stabilized by approximately 3030 linear footage of bulkhead adjacent to the Cape Fear River. Virtually the entire tract is impervious, and the berths extend into the river. The waters of the Cape Fear River are classified SC by the Division of Water Quality, and are designated Primary Nursery by the Division of Marine Fisheries. There is no shellfish resource. The New Hanover County Land Use Plan classifies the area as Conservation/Developed. According to the applicant, the tidal amplitude in this area is approximately 1.34'. Because of the need to accommodate larger vessels, the State Ports Facility is proposing to extend the wharf system at the north end. The proposal consists of lengthening the existing wharf by 200', and 75' wide. The southeast corner of this berth would extend over high ground, and be elevated over a small amount of Spartina alterniflora. The berth would connect into the existing berth to the south, and extend no further waterward. At the north end of the proposed berth, a catwalk, approximately 59' x 3' will extend to a proposed 16' x 16' mooring dolphin. Another catwalk, approximatley 47' x 3' will extend from this dolphin to connect to an existing mooring dolphin. These catwalks serve as access to the dolphins for maintenance purposes. Soundings indicate -45' mean low water within the dredged channel at the project terminus. There is an existing concrete breakwater in the place of the proposed wharf. The applicants have proposed to maintain this structure, and extend it another 37'. This structure averages 86' beyond the mean high water contour, and at the farthest point is 172' from same. The finished breakwater will be under the new berth, extending the length of the berth at approximately the mid-point. The breakwater extension is proposed to be constructed the same as the existing one (ie. a solid, sheetpile structure). The top of the breakwater protrudes inches above mean high water, extending approximately 25' to 30' above substrate level. The applicants have proposed to construct a retaining wall into the high ground from the existing breakwater for a length of approximately 56'. This structure amounts to no more than a wing wall support of the breakwater, and is located entirely on high ground. It will be supported by a concrete deadman, requiring temporary disturbance of this presently paved area. 10. Anticipated Impacts The berth, mooring pile, and catwalks as proposed will incorporate an additional 15,589 square feet of Public Trust Area beyond that already consumed by the facility. The berth will shade approximately 150 square feet of coastal wetlands. There will be no change in the use of the facility, although the project is intended to facilitate mooring by larger vessels. The retaining wall and deadman installation will cause the disturbance of approximately 1970 square feet of high ground. The breakwater will not impair navigation as it will be under the proposed wharf. There are water quality concerns with a solid structure such as this; however, all but 37' of this structure is existing. Turbidity can be expected to increase within the project area during construction. Submitted by: T. Lengthen existing Berth 1 at the Wilmington Terminal - includes the extension of crane and railroad services, mooring and fender devices, as well as utility services. The dock extension will be an essentially freestanding open wharf structure. 3.d. The reasons for lengthening the berth include the future need to concurrently accommodate two larger oceangoing vessels, including bulk carriers, at this portion of the facility. The extension of the berth is not anticipated to significantly affect the type of materials handled at the facility, but will allow additional flexibility in placement of vessels along the wharf, and also allow larger vessels to be accommodated. Methods of construction include the demolition and removal of materials as they relate to the work for this project. Earthwork will include upland structure foundation excavation, excavation for utilities, structural fill, backfill for utilities, and compaction of materials for dock structures. (Moffatt & Nichol has stated that no fill or excavation is anticipated below MHW or NWL, and that no fill material will be placed in the water or marsh.) Methods of construction that will facilitate use include but are not limited to crane rail, rail anchorages and stops, railroad trackwork and accessories, cleats, timber piles and walkways, reinforced concrete, prestressed concrete piles, miscellaneous metal fabrications, and utility items. 4.1. A delineation has not been conducted at this time. Area of marsh is approximately .009 acre. EA/FONSI for the proposed berth extension states that no wetlands will be impacted within the scope of this project. 4.n. Surface/stormwater runoff from dock extension will be collected in trench drains which will flow into an existing network of piping and be discharged through the existing drainage outfall system. This is currently considered as a permitted activity under the existing federal NPDES permit (NCS000174). 5.
