Outfall #001 was inspected and sampling subsequent to a qualifying rain event when there was flow from the discharge pipe (Pipe 02). Mr. James Siler pulled the sample for TSS, pH, Metals (Copper, Lead and Zinc), and Oil & Grease. On -site observation was also documented. The flow was a clear in color with minimum floating or suspended solids. Review of the analytical data indicates all parameters were below our benchmark limits as identified in our NPDES permit with the exception of zinc which was at the benchmark limit of 0.007 mg/l. Once rainfall starts, mobilize to the outfall observation point. Wait for discharge to begin. There will be a lag between the initial rainfall and discharge commencing. The lag is a function of the drainage area characteristics and rainfall intensity. For example, flat sites with no pavement respond slowly to rainfall. Pavement and slope increases the runoff rate. Protect the observer from flash floods and lightening. Let the discharge flow for about ten (10) to fifteen (15) minutes. Collect some discharge flow water (about 0.5 liter) into a clear glass container. Make the observations (see BMP Checklist #6) and record the findings. Ensure adequate lighting. Insert completed BMP Checklist #6 into Appendix F. If observations indicate pollution problem, implement appropriate BMP. Outfall #001 was checked on 8/7/2015 during a rain event when there was flow from the discharge pipe (Pipe 02). Mr. James Siler pulled the sample for TSS, pH, Metals (Copper, Lead and Zinc), and Oil & Grease. On -site observation was also taken. The flow was a medium brown in color without any floating or suspended solids. Review of the analytical data indicates all parameters were below our benchmark limits as identified in our NPDES permit with the exception of Zinc at 0.152 mg/L and Copper at 0.021 mg/L. We have previously instituted a Tier I plan and will review our Best Management Practices as well as historical soil samples collected to identify background Zinc and Copper concentrations in the soil. The next scheduled Semi -Annual Storm Water Sampling event is scheduled for the first quarter 2016. Should concentrations of Zinc and Copper continue to be present above NPDES benchmark limits, Magneti Marelli shall institute Tier Il provisions. Outfall #001 was checked on November 17, 2014 subsequent to a significant rainfall when there was flow from the discharge pipe (Pipe 02). Mr. James Siler pulled the sample and onsite observation was also taken. The flow was a medium brown in color without any floating or suspended solids. In addition, a copy of the Qualitative Storm Water Discharge Outfall Monitoring Report is attached for your records. A review of the November sampling event, indicate that both Copper and Zinc were above the recommended guidelines as specified in our NPDES Permit. Currently, the State of North Carolina, Division of Hazardous Waste has approved Magneti Marelli's RCRA Investigation Work Plan to conduct additional soil and groundwater delineation of the Former Stoddard Tank, overflow piping sump area, Storm Sewer Manhole and SPCC Discharge Stream. Soil and groundwater samples will be analyzed for volatile and semi -volatile organic compounds as well as RCRA metals. Additionally, an up -gradient soil sample will be collected and analyzed to determine if there are any off -site contaminates potentially impacting MM Sanford site. Magneti Marelli will conduct an additional round of samples in January 2015 for analysis for Zinc and Copper. The soil and groundwater RCRA Investigation is scheduled for the second week of January 2015. We anticipate a better understanding of soil and groundwater conditions upon completion of the investigation and receipt of laboratory analysis. I will keep you informed of the investigation and subsequent results. In the short-term interim we will review our Best Management Practices to ensure protection of storm water. Outfall #001 was checked on 11/04/11 during a thunderstorm when there was flow from the discharge pipe (Pipe 02). I pulled the sample and onsite observation was also taken. The flow was a light brown in color without any floating or suspended solids. A separate test on process water (referred to as vibrator spray) was included in this report, but is completely unrelated to the stormwater runoff test results.
