This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended). The following information is included with your permit package: • A new Certificate of Coverage (COC) • A copy of General Permit NCG120000 • A copy of the Technical Bulletin for the General Permit • Two copies of the Discharge Monitoring Report (DMR) Form • Two copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the permit to update your current SPPP to reflect all new permit requirements. The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections 8, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections 8, C. A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections 8, C. The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections 8, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Thanks. This landfill has applied for coverage under NCG12... I've attached a topo map and the NOI. They discharge to water supply critical area waters (Lower Little and Catawba rivers) and act as a C/D landfill, transfer station, and perform metal recycling and vehicle maintenance so there's a bit of pollution potential here. Any comments from MRO on this or should I go ahead with issuance? Please advise within 30 days. Five stormwater outfalls were observed during the site visit. Please be advised that a stormwater outfall is defined as any place that stormwater discharges to a ditch, swale, conveyance, surface water feature or leaves the property. It is not limited to 'piped' discharges. It was discovered the recycle area at the landfill is very small and is not the primary business at the site. The site's primary business is disposing of construction and demolition debris. It is recommended that the facility's primary stormwater permit be NCG120000. Several items were discussed during the site visit including but not limited to the following: 1. Qualitative monitoring is to be performed & documented per Section C of the applicable permit 2. On site vehicle maintenance monitoring only applies if >55 gallons of new motor oil is used, as averaged over a calendar year. 3. An approved sediment and erosion control plan must be issued and implemented at the facility. 4. A landfill permit from the Division of Waste Management is required. 5. All bulk storaged liquids require secondary containment. Secondary containment stormwater release valves are to be locked at all times and discharged only after stormwater as been inspected for and cleaned from any contamination. 6. The maintenance shop on site has a drain that leads to a tank with an unknown discharge point. This is to be investigated and resolved so that no contaminants enter a septic tank drain field system. 7. All sedimentation ponds are to be cleaned for accessibility to the outfall. No woody vegetation should be on any diked area of the structures. 8. Stormwater outfalls require analytical sampling under this permit. A list of labs that may assist the facility will be emailed. 9. Any area with a petroleum spill should be remediated immediately 10. The yard waste area needs attention. 11. The facility is considering resloping several different areas at the site to eliminate outfalls and help control stormwater where it is not currently being controlled. Please be advised that discussions at the site and list above do not supersede the applicable permit. The permit should be the read in its entirety to ensure facility compliance.
