Does the Mooresville Regional Office have any concerns about issuing this facility a COC for this general permit, and are there any potential impacts to wetlands? Duncan, City Manager City of Conover Post Office Box 549 Conover, North Carolina 28613 Subject: Stormwater Permit Investigation of WWTP City of Conover NE WWTP NPDES Permit No. NCO024252 Catawba County, NC Dear Mr. Duncan, Dee Freeman Secretary Mr. John Lesley and Ms. Donna Hood of this office conducted an inspection during a rain event on March 27, 2009 at the City of Conover NE WWTP. The inspection was conducted in response to correspondence received from Mr. Terry Lail, Environmental Coordinator, informing the Division that no application for a stormwater permit would be made on the basis of an engineering study dated May 13, 2003 by AMEC Earth and Environmental, Inc. Mr. Evan Rubins accompanied Mr. Lesley and Ms. Hood on the inspection, The findings of the inspection are as follows: I. The Conover NE WWTP has a design flow of > 1.0 MGD. 2. Stormwater was collecting on the paved surface outside the gate and had formed a point source discharge to the tributary of Lyle Creek. 3. The stormwater "sedimentation basin is designed with an outlet to Lyle Creek. 4. The Engineering Study states tliii7k3 ere are "no point source discharges of stormwater runoff into a receiving stream".lrTYusjis not correct. 5. The Engineering Study 'states that; `stormwater runoff is conveyed to five sedimentation basins which allow the stormwate!tolpercolate that.','-stormwater the soil and groundwater table" The inspection found that only one "sedimentation' -'-;basin was r'ceiving stormwater. This basin is constructed with a discharge pipe to Iw Lyle Creek. Agaiifthe engineering- report is not correct.
