The pilot facility does not have adequate containment in place; however, the main storage tank (5,500 gallons) only contains about 30 inches of liquid 25% NaOH. Any spill that may occur would be likely to stay on the gravel area due to the limited amount of NaOH in the storage tank. Be advised that containment must be constructed adequate to hold the contents of the main storage tank and any auxillary totes that may be used. From conversations with Kings Mountain staff over the years, it has been assumed that whoever named the WWTP when it was built mistakingly thought Potts Creek was Pilot Creek - and the name just stuck. It is confusing, and to be quite honest, RIMS probably should be amended to take out the reference to the "Pilot Branch of Potts Creek" since such a segment doesn't: actually exist (at least on any map we have it doesn't exist). Whatever the case, feel free to issue the COC. Their map and mine do not identify any Pilot Branch, but BIMS mentions it. This is not significant, but it is a little confusing.* If you need any more info, give me a call. If you could send me a recommendation to issue the permit by 6/12/2008, I'd appreciate it, so I can issue their COC.
