Eagle Road WWTP
659 Eagle Road
Cramerton
Gaston County
to receiving waters designated as the South Fork Catawba River, a class WS-V creek, in the Catawba
River Basin in accordance with the effluent limitations, monitoring requirements, and other conditions
set forth in Parts I,11, III, IV, V and VI of General Permit No. NCG 110000 as attached.
This certificate of coverage shall become effective October 14, 2011.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

WHEREAS, G.S.160A-274 authorizes a governmental unit to exchange with, lease to, lease from, sell to or
purchase from any other governmental unit any interest in real or personal property; and
WHEREAS, the City of Gastonia ("City") and the Town of Cramerton ("Town'I each operate water
distribution and wastewater collection and treatment systems; and
WHEREAS, the City and Town wish to provide for the continued provision of high quality, reliable,
economical, safe and sanitary water and sewer service within the present and future corporate limits of both the
City and Town and have determined that a consolidation of the water distribution and wastewater collection and
treatment systems of the City and Town is the best means to accomplish that goal; and
NOW, THEREFORE, BE 1T RESOLVED BY THE BOARD OF COMMISSIONERS OF THE TOWN OF
CRAMERTON as follows:
1. The City shall enter into an agreement with Town providing for the transfer of the Town's water
distribution and wastewater collection and treatment systems and related assets to the City.
2. That the agreement between the City and Town shall be substantially in the form of the agreement
which is attached hereto as Exhibit A and incorporated by reference ("Agreement") subject to minor
changes as may be approved -by the Town Attorney and the Town Manager.
3. City shall enter into that LeaselOption to Purchase ("Lease/Option") with Town providing for the lease
of a portion of the building described in said Lease/Option with the option to purchase the entire
premises. A copy of the Lease/Option is attached hereto as Exhibit B and incorporated herein by
-reference.
4. That the Mayor is authorized to execute the Agreement and the Lease/Option on behalf of the Town.
5. The Town Manager is authorized to submit the Agreement to the Local Government Commission for
approval as provided by statute.
6. In accord with G.S. 160A461, the Town Clerk shall spread the Agreement and this Resolution upon the
minutes of the Town.

of Cramerton to the State of North Carolina executed February 12, 2008, in the original
principal amount of Five Million Three Hundred Twenty five Thousand Five Hundred
Eighteen Dollars ($5,325,518,00) representing the loan made to Cramerton by the State
of North Carolina, the proceeds of which were used for the Eagle Road Wastewater
Treatment Plant upgrade project, and b) that promissory note from the Town of
Cramerton to the State of North Carolina, executed January 14, 2011, in the original
principal sum of Four Hundred Seventy-nine Thousand Eight Hundred Fifty-one Dollars
(S479,851.00) representing the loan made to Cramerton by the State of North Carolina
the proceeds of which were used for the water meter replacement project (collectively the
"Assumed Debt") and the Mayor, City Manager, Finance Director and City Clerk are
authorized to take all actions necessary or beneficial in connection therewith.
4. That as to Assumed Debt, that the City has and will maintain in effect a schedule of rates
and fees and other available funds which will provide adequate funds for the proper
operation, maintenance and administration of the combined utility systems as
contemplated by the Agreement and the repayment of all principal and interest on the
Assumed Debt.
5. City shall enter into that Lease/Option to Purchase ("Lease/Option") with Town
providing for the lease of a portion of the building described in said Lease/Option with
the option to purchase the entire premises. A copy of the Lease/Option is attached hereto
as Exhibit B and incorporated herein by reference.
6. That the Mayor is authorized to execute the Agreement and the Lease/Option on behalf of
the City.
7. The City Manager is authorized to submit the Agreement to the Local Government
Commission for approval as provided by statute.

Comment: The City of Gastonia has begun implementation of the new stormwater
pollution prevention plan at the site. The Town of Cramerton has retained ownership of
the 'Street Maintenance' buildings on the side of the property, At the time of the
inspection, the Town of Cramerton was washing Cramerton owned vehicles and
allowing the associated washwater to discharge to the City of Gastonia stormwater
system. This issue should be addressed by the City of Gastonia with the Town of
Cramerton. In addition to cleaning up the area where used oil is stored, the AST with no
secondary containment should also be addressed.

Our records indicate that you have been issued the subject Certificate of Coverage (COC)
under General Permit (GP) No. NCG110000 from the North Carolina Division. of Water Quality to
discharge stormwater associated with industrial activities performed at your facility. The purpose of
this letter is to advise you of the importance of the GP and the liabilities in the event of failure to
comply with the terms and conditions of the GP. If you have not already done so, it is suggested that
you thoroughly read the GP. Of particular importance are Part 11 and Part III, Sections A & B.
Part I1 is titled "MONITORING, CONTROLS, AND LIMITATIONS FOR PERMITTED
DISCHARGERS". Part 11, Section A discusses the need to develop a Stormwater Pollution
Prevention Plan (SPPP), which includes, but is not limited to the following components: a site plan, a
stormwater management plan, a spill prevention and response plan, preventative maintenance and
good housekeeping program, and employee training. Specific guidance as to the information to be
included in each plan is also listed in this Section. Section B sets forth the qualitative monitoring that
should be performed at all outfalls that discharge stormwater runoff. Section C establishes analytical
monitoring requirements for facilities that have vehicle maintenance areas and use more than 55
gallons of new motor oil per month.
Part III of the GP consists of general conditions and definitions consistent with all GPs, which
are applicable to your SW discharge. These conditions also include special reporting requirements in
the event of noncompliance, bypassing of treatment works (if applicable), and other conditions that
pertain to your stormwater discharge. In Part III, Section B (2), please note that GPs are not
transferable. If you, as the permittee, cease to need this COC (for example: your facility has closed),
then you should request that the COC be rescinded. It should also be noted that the GP requires that
any monitoring data be retained by the permittee for a period of three (3) years and made available to
a Division representative upon request. If you haven't already done so, please note that any analytical
and/or qualitative monitoring as required by this GP should begin upon commencement of your SW
discharge as a result of a representative storm event.

Failure to comply with the terms and conditions of any NPDES Permit may subject the
permittee to enforcement action pursuant to Section 143-215.6 of the North Carolina General Statutes
in the form of civil penalties of up to $25,000 per violation. Criminal penalties may also be
recommended for violations determined to be intentional or willful. If you find that you are unable to
comply with the terms and conditions of the GP, you should contact this Office immediately.
Lastly, when representatives from this Office contact you in order to conduct an inspection of
your facility, you should be prepared to demonstrate compliance with all terms and conditions
included in the GP. If an inspection is scheduled at your facility, the inspection will focus on
evaluating the following items (if applicable): Stormwater Pollution Prevention Plan, stormwater
outfall locations, a review of any qualitative and/or analytical monitoring data required by the GP,
and any other activities that may be required by the GP that are unique to your discharge. This
information should be readily available if requested by a Division representative.

If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the

The Town of Cramerton developed a Stormwater Pollution Prevention Plan, herein after
referred to as the Plan. This Plan was prepared as a part of the requirements set forth in
the General Stormwater Permit No. NCGI10000 issued by the State of North Carolina
Department of Environment and Natural Resources Division of Water Quality on May 1,
2003.
1. SITE PLAN
(a.) A general location map of the wastewater treatment plant existing facilities is
provided in Gaston County GIS mapping Figure I which shows the location
of the wastewater treatment plant in relationship to transportation routes and
the receiving water to which the Stormwater outfall discharges, the South Fork
of the Catawba River. The latitude and longitude of the discharge points are
N350 14' 10", W 81' 03' 42" and N35° 14' 08", W 81' 03' 46" respectively.
(b.) The Town of Cramerton stores chemicals at the wastewater treatment plant
that are necessary for the operation and maintenance of the facility.

Small amounts of -other chemicals are stored on site such as reagents in the
laboratory, cleaning supplies, etc. that will not be included in this report.
The sodium hypochiorite, sodium hydroxide, sodium bisulfate, alum sulfate
and acid are brought to the plant site by a commercial truck and offloaded to
the Chemical Feed Building. Only quantities necessary for immediate use are
stored on site. There is no long term storage of these or other chemicals on
site.
All chemicals, Sodium Hypochlorite, Sodium hydroxide, sodium bisulfite,
alum sulfate and acid are stored in tanks within the chemical feed building.
There are no outside process areas involving chemicals and all feed equipment
is contained within the chemical feed building. The chemicals are pumped to

their respective discharge points within the plant area to support the biological
process. Chemical used are contained within dedicated structures. No dust or
particulates are generated at this facility.
Waste sludge is stored in an above ground concrete sludge holding tank. A
licensed sludge disposal company pumps the sludge from the holding tank
into trucks for land application off site.
(c) Figure 2 shows the existing stormwater system to scale as well as the existing
wastewater treatment plant facilities. The storm water system consists of 8
catch basins; 12- and 18 inch diameter stormwater pipe, and two discharges to
the South Fork of the Catawba River. The latitude and longitude of the
discharge point DPI is N35° 14' 10" and W81° 03' 42" respectively and
discharge point DP2 is N35° 14' 08" and W81 ° 03' 46" respectively.
All other stormwater within the wastewater treatment plant is captured in the
catch basins and conveyed offsite through the onsite stormwater system to the
two discharge points.
(d.) There have been no spills or leaks at the wastewater treatment plant during the
5 previous years.

(e) ' Certification that the stormwater outfall has been evaluated for the presence of
non-stormwater discharges. Non-stormwater discharges have not been found
at the outfall.
2. STGRMWATER MANAGEMENT PLAN
(a.) Feasibility Study
An onsite evaluation was conducted of the chemicals utilized at the
wastewater treatment plan, the method of operations and storage practices
employed on site. The Town of Cramerton's operation staff is properly
managing the chemicals stored on site. There is no direct potential
contamination of stormwater by the chemicals utilized on site. No changes to
the existing operations and storage practices are recommended.
(b.) Secondary Containment Schedule
The chemicals stored at Eagle Road Wastewater Treatment Plant have
secondary containment areas. All tanks contained within the chemical
building is not subject to rain water.
(c.) Best Management Practices (BMP) Summary
No non-stormwater discharges were identified at the two existing discharge
points. All chemicals used at the wastewater treatment plant are properly
managed and stored by the operations staff. No spills or leaks have occurred
within the last five (5) years at the wastewater treatment plant. No structural
BMPs are necessary at the wastewater treatment plant at this time.

The following non-structural BMPs are recommended as good practice to
follow by the operations staff on a continuous basis.
Table 2: Non -Structural BMPs
1. Eliminate exposure of materials and equipment wherever possible by
moving materials and equipment to indoor locations.
2. Practice good housekeeping on -site. Keep materials handled and
stored at the facility in an orderly fashion.
3. Examine process and exchange hazardous materials for non -hazardous
ones wherever possible.
4. Establish routine leak and maintenance checks to minimize the chance
of spills before they occur. When spills do occur, clean them up
immediately.
5. Establish bulk storage tank protocols that minimize the risk of spills
during loading and unloading procedures.
6. Store used pallets and process waste dumpsters inside or under a roof
where water cannot flow on or around them.
3. SPILL PREVENTION AND RESPONSE PLAN
(a.) Conduct an Annual Inspection of the Plant Facilities.
(b.) Update the SPPP based on the Annual Review.
(c.) The Director of Public Utilities (DPU) shall have overall responsibility for
implementing the Spill Prevention and Response Plan.
(d.) The Wastewater Plant Superintendent shall have day-to-day responsibility for
operating procedures and controlling potential contamination of stormwater.
(e.) If an accidental chemical spill results in potential stormwater contamination the
Wastewater Plant Superintendent shall take immediate steps to protect the spill
from entering the catch basins. This shall initially consist of placing impervious
protection devices around the catch basins affected by the spill. These devices

shall be on hand at the wastewater treatment plant at all times. The Wastewater
Plant Superintendent shall then contact the DPU for instructions on spill clean
up and follow-up measures.
(f.) Contact the Division of Water Quality if the accidental spill results in any water
quality violation.
(g.) A post evaluation shall be conducted after the spill cleanup has been completed
to determine the cause of the spill and to take necessary measures to adjust
operation and maintenance procedures to eliminate as much as possible the
potential for contamination to stormwater.
4. PREVENTATIVE MAINTENANCE AND GOOD HOUSEKEEPING
PROGRAM
The Town of Cramerton's operation and maintenance staff at the wastewater
treatment plant consist of the Wastewater Plant Superintendent and three operators.
Both operators at the wastewater treatment plant are responsible for conducting an
assessment of potential pollutant sources once per month. The assessment shall
consist of a walk through of the wastewater treatment plant facility documenting any
changes in the use and storage of chemicals at the wastewater treatment plant. Any
changes shall be noted and identified to the DPU who shall perform the following
actions upon notification of any changes.
1. Visually inspect the change to verify if they are the result of approved operational
procedures.
2. Identify if the changes will become permanent.
3. Review the non-structural BMPs to take immediate action as necessary to prevent
potential contamination of stormwater.

4. If needed consult the City Engineer to modify the Stormwater Pollution
Prevention Plan as necessary to incorporate measures to prevent potential
contamination of stormwater.
5. EMPLOYEE TRAINING
The DPU shall conduct annual training on proper spill response, cleanup procedures and
preventative maintenance activities.
6. RESPONSIBLE PARTY
The DPU shall be responsible for the overall coordination, development, implementation,
and revision to the SPPP. The DPU shall utilize the Town Engineer as necessary for
review and updating components of the SPPP.
7. PLAN AMENDMENT
The Town of Cramerton shall amend the SPPP whenever there is a change in design,
construction, operation, or maintenance at the wastewater treatment plant which has a
significant effect on the potential for the discharge of pollutants to the South Fork of the
Catawba River. The SPPP shall be reviewed by the City Engineer on an annual basis.
8. FACILITY INSPECTION PROGRAM
The DPU shall conduct an inspection of all stormwater systems on the following
schedule:

The inspections will be conducted either by the DPU personally, or the DPU shall have
the City's Engineer conduct the inspection. The inspections shall be documented
recording the date and time of the inspection, individual(s) performing the inspection and
a narrative description of the facility's stormwater control systems, plant equipment and
systems. Records of these inspections shall be incorporated into the SPPP and shall be
kept on file for five (5) years.
The stormwater discharge characteristic monitoring as required in Part II of the General
Stormwater Permit identified above shall be performed in addition to the facility
inspections.
9. IMPLEMENTATION
The Town of Cramerton shall document all monitoring, measurements, inspections and
maintenance activities and training provided to employees, including the log of the
sampling data and of activities taken to implement BMPs. Such documentation shall be
kept on -site for a period of five (5) years and made available to the Division of Water
Quality upon request.

the Chemical Feed Building. Only quantities necessary for immediate use are
stored on site. There is no long term storage of these or other chemicals on
site.
All chemicals, Sodium Hypochlorite, Sodium hydroxide, sodium bisulfite,
alum sulfate and acid are stored in tanks within the chemical feed building.
There are no outside process areas involving chemicals and all feed equipment
is contained within the chemical feed building. The chemicals are pumped to

their respective discharge points within the plant area to support the biological
process. Chemical used are contained within dedicated structures. No dust or
particulates are generated at this facility.
Waste sludge is stored in an above ground concrete sludge holding tank. A
licensed sludge disposal company pumps the sludge from the holding tank
into trucks for land application off site.
(c.) Figure 2 shows the existing stormwater system to scale as well as the existing
wastewater treatment plant facilities. The storm water system consists of 8
catch basins; 12 and 18 inch diameter stormwater pipe, and two discharges to
the South Fork of the Catawba River. The latitude and longitude of the
discharge point DPI is N35° 14' 10" and W81° 03' 42" respectively and
discharge point DP2 is N35° 14' 08" and W81 ° 03' 46" respectively.
All other stormwater within the wastewater treatment plant is captured in the
catch basins and conveyed offsite through the onsite stormwater system to the
two discharge points.
(d.) There have been no spills or leaks at the wastewater treatment plant during the
5 previous years.

(e.) ' Certification that the stormwater outfall has been evaluated for the presence of
non-stormwater discharges. Non-stormwater discharges have not been found
at the outfaIl.
2. STORMWATER MANAGEMENT PLAN
(a.) Feasibility Study
An onsite evaluation was conducted of the chemicals utilized at the
wastewater treatment plan, the method of operations and storage practices
employed on site. The Town of Cramerton's operation staff is properly
managing the chemicals stored on site. There is no direct potential
contamination of stormwater by the chemicals utilized on site. No changes to
the existing operations and storage practices are recommended.
(b.) Secondary Containment Schedule
The chemicals stored at Eagle Road Wastewater Treatment Plant have
secondary containment areas. All tanks contained within the chemical
building is not subject to rain water.
(c) Best Management Practices (BMP) Summary
No non-stormwater discharges were identified at the two existing discharge
points. All chemicals used at the wastewater treatment plant are properly
managed and stored by the operations staff. No spills or leaks have occurred
within the last five (5) years at the wastewater treatment plant. No structural
BMPs are necessary at the wastewater treatment plant at this time.

The following non-structural BMPs are recommended as good practice to
follow by the operations staff on a continuous basis.

2. Practice good housekeeping on -site. Keep materials handled and
stored at the facility in an orderly fashion.
3. Examine process and exchange hazardous materials for non -hazardous

4. Establish routine leak and maintenance checks to minimize the chance
of spills before they occur. When spills do occur, clean them up
immediately.
5. Establish bulk storage tank protocols that minimize the risk of spills
during loading and unloading procedures.
6. Store used pallets and process waste dumpsters inside or under a roof
where water cannot flow on or around them.
3. SPILL PREVENTION AND RESPONSE PLAN
(a.) Conduct an Annual Inspection of the Plant Facilities.
(b.) Update the SPPP based on the Annual Review.
(c.) The Director of Public Utilities (DPU) shall have overall responsibility for
implementing the Spill Prevention and Response Plan.
(d.) The Wastewater Plant Superintendent shall have day-to-day responsibility for
operating procedures and controlling potential contamination of stormwater.
(e.) If an accidental chemical spill results in potential stormwater contamination the
Wastewater Plant Superintendent shall take immediate steps to protect the spill
from entering the catch basins. This shall initially consist of placing impervious
protection devices around the catch basins affected by the spill. These devices

shall be on hand at the wastewater treatment plant at all times. The Wastewater
Plant Superintendent shall then contact the DPU for instructions on spill clean
up and follow-up measures.
(f) Contact the Division of Water Quality if the accidental spill results in any water
quality violation.
(g.) A post evaluation shall be conducted after the spill cleanup has been completed
to determine the cause of the spill and to take necessary measures to adjust
operation and maintenance procedures to eliminate as much as possible the
potential for contamination to stormwater.
4. PREVENTATIVE MAINTENANCE AND GOOD HOUSEKEEPING
PROGRAM
The Town of Cramerton's operation and maintenance staff at the wastewater
treatment plant consist of the Wastewater Plant Superintendent and three operators.
Both operators at the wastewater treatment plant are responsible for conducting an
assessment of potential pollutant sources once per month. The assessment shall
consist of a walk through of the wastewater treatment plant facility documenting any
changes in the use and storage of chemicals at the wastewater treatment plant. Any
changes shall be noted and identified to the DPU who shall perform the following
actions upon notification of any changes.
I . Visually inspect the change to verify if they are the result of approved operational
procedures.
2. Identify if the changes will become permanent.
3. Review the non-structural BMPs to take immediate action as necessary to prevent
potential contamination of stormwater.

4. If needed consult the City Engineer to modify the Stormwater Pollution
Prevention Plan as necessary to incorporate measures to prevent potential
contamination of stormwater.
5. EMPLOYEE TRAINING
The DPU shall conduct annual training on proper spill response, cleanup procedures and
preventative maintenance activities.
6. RESPONSIBLE PARTY
The DPU shall be responsible for the overall coordination, development, implementation,
and revision to the SPPP. The DPU shall utilize the Town Engineer as necessary for
review and updating components of the SPPP.
7. PLAN AMENDMENT
The Town of Cramerton shall amend the SPPP whenever there is a change in design,
construction, operation, or maintenance at the wastewater treatment plant which has a
significant effect on the potential for the discharge of pollutants to the South Fork of the
Catawba River. The SPPP shall be reviewed by the City Engineer on an annual basis.
8. FACILITY INSPECTION PROGRAM
The DPU shall conduct an inspection of all stormwater systems on the following
schedule:

The inspections will be conducted either by the DPU personally, or the DPU shall have
the City's Engineer conduct the inspection. The inspections shall be documented
recording the date and time of the inspection, individual(s) performing the inspection and
a narrative description of the facility's stormwater control systems, plant equipment and
systems. Records of these inspections shall be incorporated into the SPPP and shall be
kept on file for five (5) years.
The stormwater discharge characteristic monitoring as required in Part II of the General
Stormwater Permit identified above shall be performed in addition to the facility
inspections.
9. IMPLEMENTATION
The Town of Cramerton shall document all monitoring, measurements, inspections and
maintenance activities and training provided to employees, including the log of the
sampling data and of activities taken to implement BMPs. Such documentation shall be
kept on -site for a period of five (5) years and made available to the Division of Water
Quality upon request.

The Town of Cramerton developed a Stormwater Pollution Prevention Plan, herein after
referred to as the Plan. This Plan was prepared as a part of the requirements set forth in
the General Stormwater Permit No. NCG 110000 issued by the State of North Carolina
Department of Environment and Natural Resources Division of Water Quality on May 1,
2003.
1. SITE PLAN
(a.) A general location map of the wastewater treatment plant existing facilities is
provided in Gaston County GIS mapping Figure 1 which shows the location
of the wastewater treatment plant in relationship to transportation routes and
the receiving water to which the stormwater outfall discharges, the South Fork
of the Catawba River. The latitude and longitude of the discharge points are
N350 14' 10", W 81' 03' 42" and N35° 14' 08", W 81' 03' 46" respectively.
(b.) The Town of Cramerton stores chemicals at the wastewater treatment plant
that are necessary for the operation and maintenance of the facility.
