Rowan County
On August 17, 2016, the Division of Energy, Mineral and Land Resources received your request
to rescind your coverage under Certificate of Coverage Number NCG 110119. In accordance
with your request, Certificate of Coverage Number NCG 110119 is rescinded effective
immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of
stormwater to waters of the State without valid coverage under an NPDES permit is against
federal and state laws and could result in fines. If something changes and your facility would
again require stormwater or wastewater discharge permit coverage, you should notify this office
immediately. We will be happy to assist you in assuring the proper permit coverage.
If the facility is in the process of being sold, you will be performing a public service if you would
inform the new or prospective owners of their potential need for NPDES permit coverage.

Dear Mr. Bennett,
Salisbury -Rowan Utilities' (SRU) request the rescinding of the subject permit. Please refer to the
attached map for the following request:
SRU has abandoned GC23 stormdrain, severed the line (which drains to GC24 outfall)
and installed a french drain inside of the fence. Staff tied in the existing culvert pipe (from the
driveway) into the French drain to accommodate any stormwater flow from the surrounding area.
With the. abandonment of GC23, and no stormwater discharged being piped from the
facility site, SRU requests the rescinding of the subject permit.

receipt of facility's permit application on 6/14/2011. The Stormwater Pollution

Comment: Chemical storage (Sodium hypochlorite and sodium bisulfate) and fuel oil
tanks are double walled. Containment is constructed at the fill ports for the chemical
tanks. Oil storage sheds have a containment wall installed. Plastic bins are also used
under fuel storage tanks for containment. Water collected in the bins is inspected for oil
sheen prior to being discharged to the WWTP. Training was conducted on 1/7/11. The
plan was updated on 4/4/11 and a Stormwater Facility Inspection was conducted on
2/18/11.

Enclosed is a copy of the Compliance Evaluation Inspection Report for the inspection conducted at the subject
facility on May 26, 2011 by John Lesley of this Office. The inspection found that a new outfall had been constructed
since the subject permit was rescinded (inactivated). Please inform the facility's Operator -in -Responsible Charge of our
findings by forwarding a copy of the enclosed report.
It is required that a new permit application with the appropriate application fee be submitted to the Division of

Comment: Salisbury -Rowan Utilities removed all stormwater outfalls and routed the
flow to the WW`rP or created a sheet flow condition by eliminating a point source. On
July 9, 2009 Salisbury -Rowan Utilities requested that Permit No. NCG110119 be
rescinded. A letter granting rescission was issued on February 12, 2010 by the Division
(the permit was made Inactive according to the Division of Water Quality data
management system). A new outfall has been constructed that will necessitate the
reactivation of the permit.

was discovered at the facility. The new outfall is piped to a newly constructed ditch and

inspection.

Comment: No alternatives to current practices were feasible.
Containment is provided for fuel storage. Diesel fuel for the generator is in a
double -walled tank. A double walled tank is also used for fueling tractors and other
equipment, no evidence of fuel leaks or spills was evident on the soil near the tank. It is
recommended that the fueling area be covered in an impervious surface with
containment (bermed or contained by a sloped floor or put under roof). Other
containment includes plastic tubs beneath fuel tanks, the water collected in the tubs is
inspected for oil sheen prior to being discharged to the WWTP.
Training was conducted on 8/11/09 using the EPA video "After the Storm".
The plan was updated on 315110, two additonal outfalls were added to the plan, TC 22
and TC 24.

On 7/9/2009, the Division of Water Quality received your request to rescind you coverage under Certificate of Coverage
Number NCG 1 101 19. In accordance with your request, Certificate of Coverage Number NCG 1101 19 is rescinded
effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of storinwater to waters of the State
without valid coverage under an NPDES permit will subject the responsible party to a civil penalty of up to $25,000 per
day. It is the intention of DWQ that enforcement proceedings will occur for persons that have voluntarily relinquished
permit coverage when, in fact; continuing permit coverage was necessary. If, in retrospect, you feel the site still requires
.permit coverage, you should notify this office immediately. Furthermore, if in the future you wish to again discharge to
the State's surface waters, you must first apply for and receive a new NPDES permit.
If the facility is in the process of being sold, you will be performing a public service if you would inform the new or
prospective owners of their potential need for NPDES permit coverage.

SRU has abandoned 6C18 and GC19 stormdrains, GC21 outfall and redirected GC22
outfall's discharge to the Grant Creek Treatment Train headworks. Therefore, no sormwater

The Salisbury Rowan Utilities Department was issued COC NCG110119 with an effective date of March 14, 2008 for the
Grants Creek Treatment train (NPDES Permit NC0023884). An on -site inspection determined the following:
1. The stormwater from outfalls GC22 and GC14 enter the WWTP influent stream at the headworks structure. 2. GC18
has been sealed.
3. GC19 - GC21 outfall leaves the site and is the only current area of exposure. The Rowan Salisbury Utilities alternative
to discharge analysis shows this outfall could be eliminated and sheet flow incorporated (there are no process units in the
vicinity, only a grassed lawn). Shoud this outfall (GC19 -GC21) be eliminated, there would be no exposure at the facility.

Per our phone conversation on January 301h, 2008, you stated that the conveyance leading to
outfall G20 at the Grant Creek Treatment Train appears to be blocked. The DENR Mooresville
Regional Office has noted that this may cause stormwater to back up and pick up contamination
from the screening and grit collection area at this facility. Stormwater discharge containing
untreated material from your wastewater treatment train would not be permitted under your NPDES
stormwater NCG11 permit. Please note that you must develop a written action plan for addressing
this concern and provide it to the Mooresville Regional Office by April 30, 2008 for their review
and approval. Your plan should include a timeline to correct this and any other stormwater
drainage problems at your facility.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources,
Coastal Area Management Act or any other federal or local governmental permit that may be

Should GC17 outfall run over, then there may be considerable potential for the
stormwater to pick up contamination from the screening/grit collection area. Most
concern would be for fecal coliform. I would recommend that the blockage be located
and removed to prevent this from happening.

the correct way) and is in the woods. It is labeled, but their letters and

we could not locate GC20 on the Grants Creek site map. Assuming it is the
outlet from GC17 (the only outlet not numbered on our copy) then the overflow
from GC17 would go near the screening/grit collection system. and the influent
pump station. Staff cannot make a decision on this outfall until GC20 can be
located on the map... no other comments.. JL

Hi Rob,
We've received 2 an NOIs from Salisbury --Rowan Utilities for coverage of
their WWTPs in Rowan County - the Town Creek Treatment Train and Grants
Creek Treatment Train - under NCG11 (Treatment Works). The site discharges
stormwater into Town Creek and Grants Creek, respectively. (However, the
wastewater is now sent from the Town Creek TT to Grants Creek TT). I tried
to attach the NOI - but it said they were too big. I will try to send it
again after this.
The only question I have with these sites is about an outfall (GC20) at the
Grants Creek Treatment train. Sonja Basinger is the engineer there (I think
she used to work at the Mooresville RO?) and she said that she tried to find
where it should be coming out using smoke but it appears to be blocked. I
asked if she could find where that side of the facility was draining to - if
the pipe was cracked or if it was draining over land and she said it didn't
appear to be cracked, seeping up through the ground or coming off in another
area/culvert.
Anyway, I asked if she could try to look again because our concern is that
if the pipe is blocked then it will back up when it drains or drain off in
some other area. I am also attaching the answers to these questions she gave
me -below.
Does the Mooresville Regional Office have any concerns about issuing this
facility a COC for this general permit, and are there any potential impacts
to wetlands? If someone out there has time to visit it, that might be
worthwhile.
If we don't receive any objections, we'll issue the COC in 30 days.

3. How about:
a. Grit? - bar screen to dumpster. Is outside. Not under cover. Does have
drain - goes to WWTP process.

a. Done a pretty good job - does not become a potential issue
b. Use Mats to cover the stormdrains if do any maintenance.
c. There are some stormwater drains near the screening areas.
5. Where are the biosolids processesing areas and storage? Is it under

a. Yes the residuals it is.
6. Is there a grit processesing area and storage? Is it under cover?

Thank you for answering my questions over the phone. I have some answers to your questions...
1. Yes - Salisbury -Rowan Town Creek and Grants Creek Treatment Trains (and municipal treatment works) are considered Industrial
Sites.
2. You will have 12 months to implement your Stormwater Pollution and Prevention Plan (SP3) after your Certificate of Coverage is
issued for your general Permit. See: http://h2o.ertr.state.nc.us/su/PDF_Files/SW—Documents/SWPPP_GD.PDF
3. For the Grants Creek facility - we are a little concerned as to where the stormwater is going once it enters the storm drain that
appears to be blocked (outfall GC20). Our thought is that it must be leaking out somewhere as there are a lot of inlets - otherwise it
would be backing up on site - seems like. Unless this occurred after your last significant storm event. If you could please take another
,look at this storm drain to find out where the Stormwater is exiting. If you cannot, can you sample at inlet GC 17? We would much
prefer that you would be able to sample at that outlet (GC20). Have you tested from all inlets and can you find the segment where the
blockage or leakage has occured?
