Norman Plant Supervisor/ ORC Third Creek WWTP Cc: Joe Hudson files THIRD CREEK STORMWATER POLLUTION PREVENTION PLAN GENERAL LOCATION (USGS) MAP Located in Appendix (A) NARRATIVE DESCRIPTIVE PRACTICES The Third Creek Waste Water Facility treats domestic and industrial waste water from the City of Statesville. This process is largely biological, however, certain systems within the process require the use of polymers, enzymes, acids, bases, and degreasers. As these chemicals are used, the empty containers are stored in the basement of the maintenance building and on an asphalt pad next to the screw pumps. As the need for an order for these products are delivered, our vendors pick up the empty containers. We also have diesel fuel for a tractor and gasoline for mowers and trimmers. All flammable chemical are stored in a covered building in a flammable cabinet. OUTFALL LOCATION AND DRAINAGE AREA Located in Appendix (B) SPILL PREVENTION AND RESPONSE All chemicals are stored in covered buildings with floor drains that return back to head of the facility, which would prevent any spill from reaching the storm water system. Fueling of mowers, tractors, and trimmers is done in a covered building. If fuel is spilled on floor, oil absorbent material is applied to the spill to contain fuel. The oil absorb is then put in a special container to be removed as hazardous waste. PREVENTATIVE MAINTENANCE AND GOOD HOUSEKEEPING All containers are kept in designated covered buildings or buildings where any drains lead back to head of facility. All fuel containers have a slide on funnel on the spout. All containers are stored away from electrical outlets, or hazards, entrance or exits, and away from walking aisles Do you have these Stormwater items available? However, due to the present location of incoming power utilities, it would not be practical to move the standby generator unit at this time. 3-5 and 9 No spills in this areas flow to any stormwater conveyances since aqll of these areas lead directly to the head of the plant( beginning of wastewater treatment). The impact of spills in these areas is further reduced by the use of availibal spill control agents (granular absorbent, absorbant socks and pads, etc.) It has been determined that no changes to the current practices in htese areas are needed. 6 and 7 8 ash silo and the fiberglass tank are both empty. With the future expansion these two will be taken out. Since any possible contaminants in the tractor shed are either stored in secondary containment or in small quanities, the use of available spill control agents( granular, sock and pad absorbants) has been determined to be adaquate. This informs them of the potential health risks associated with these materials AND how to find out more information on preventing these risks & responding to accidents. For example, "HazComm" training informs employees on how to get information from a Material Safety Data Sheet (MSDS). For small spills (typically less than 5- gal) of common materials, Haz Comm training may be sufficient as spill prevention and clean-up training. - For more serious spills, outside agencies may need to be notified (Fire Dept, 911, etc). Employees need. to be trained in notification procedures as well. - If a facility designates its own employees as the "spill response team" for all types of spill (including larger, more serious spills), then more extensive training may be required (i.e., HazWOPER) Page913: Salvage Yard List of Significant I Calendar Year Covered: List all the Significant Spills that have occurred at this Salvage yard during the specified calendar year. Kelly Johnson <kelly.p.johnson@ncmail.net> Kelly, I don't see any reason to withhold issuance of the COC due to the existence of Hazardous Waste (which has been addressed), so I would go ahead and issue the COC. Mike Kelly Johnson wrote: Michael, We have received an application from The City of Statesville's Third Creek WWTP-for coverage under NCG11. The facility drains to Third Creek, a class C water in the 03-07-06 subbasin of the Yadkin Pee Dee Riverbasin. This facility has hazardous waste, and additional information about that (including the EPA RCRA Site Identification Form) is provided in the attached, scanned application. Does the Mooresville Regional office have concerns about issuing this permit? If not, I will issue it in 30 days.
