herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental
Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral and Land Resources (DEMLR). DEMLR may require modification or
revocation and reissuance of the certificate of coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DEMLR, the Coastal Area
Management Act, or any other federal, state or local government permit that may be required.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
Hunter Auto & Wrecker Service, Inc.
is hereby authorized to discharge stormwater from a facility located at
Hunter Salvage
Charlotte
Mecklenburg County
to receiving waters designated as UT to Clarks Creek, a class C water in the Yadkin Pee -Dee
River Basin, in accordance with the effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III, and IV of General Permit No. NCG100000 as attached.
This certificate of coverage shall become effective June 15, 2018.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

Dear Mr. Hunter:
On May 17, 2018, Preston [lines and Kristen O'Reilly of Charlotte -Mecklenburg Storm
Water Services (CMSWS) conducted an inspection of the above referenced_ facility as a
requirement of the City of Charlotte's NPDES Permit, NCS000240, Part 11 Section H. Inspection
authority is granted by Charlotte City Code Chapter 18, Article 11I, Section 18-82. The following
observations were noted during the 'inspection as part of the Charlotte Storm Water Pollution
Control Ordinance review and can be found in more detail within the Site Inspection section of the
attached report:
I) Charlotte Storm Water Pollution Control Ordinance Revie
e VehicIe/Equipment Areas: A Bobcat Skid -Steer Loader was observed discharging
motor oil to ground. The facility should clean up the oil with an oil absorbent material
and repair the loader to prevent the further discharge o, f oil, to the ground.
The inspection was also conducted as part of a cooperative working agreement between
Mecklcnburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ -- DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:

• Non-stormwater discharge evaluation of outfalls: No records for non-stormwater
discharge evaluation of the outfalls were observed. TheAcililyshould evaluate each oulfall
for non-stormwater discharge on an annual basis.
• Reviewed and updated annually: The facility should review and update their SWPPP on
an annual basis.
+ Stormwater facility inspection program; No records for stormwater facility inspections
were observed. The facility should conduct and document storrnwater.facility inspections

3) Qualitative Monitorin
• No records for qualitative monitoring were obscrved during the inspection. The facility
should conduct qualitative monitoring on a semi-annual haws.
4) Analytical Monitorine
• The facility provided one analytical result for Total Toxic Organics, however, no date was
provided. The facility should conduct analytical monitoring on a semi-annual basis for the
following parameters: pH, 'Total Suspended Solids, Non -Polar (ail & Grease, Ethylene
Glycol, Total Lead, and Total Toxic Organics or institute a solvent management plan.
5) Permit and Outfalls
• 'Three outfalls were observed during the inspection, however, only two were noted in the
facility's SWPPP. 1 he facility should update their SWPPP to include the third outfall.
Thank you for your assistance acid cooperation with the site inspection. Please submit a
written response addressing items in Section 1 of this cover letter to Chad Broadway by June 5,
2018. Your response should explain what actions have been taken to address the deficiencies,
Items under Sections 2 — 5 of this cover letter are specifically related to requirements in your
State -issued NPDES Stormwater Certificate of Coverage NCG100075, and as such, you may
receive a separate letter from NCDEQ asking you to follow-up and address those particular '
items.
