Facilities that incorporate a solvent management plan into the 5tormwater Pollution Prevention Plan may request that DWQ waive monitoring of total toxic organics. The solvent
management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General Permit. For those facilities allowed such a waiver, the
discharger shall sign the following certification statement:
Solvent Management Plan Certification Statement
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I
certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing all the provisions of the solvent
management plan included in the Stormwater Pollution Prevention Plan."

and Parts has prepared the following response to the Notice of Deficiency issued by
the North Carolina Department of Environmental and Natural Resources, Division of
Water Quality following the Compliance Evaluation Inspection NOV-2013-PC-0081
of Stormwater Permit No. NCG 100030.
Stormwater Pollution Prevention Plan (SPPP)
Comment: SPPP does not include a list of significant spills occurring during
the past 3 years.
Response: No significant spills have occurred within the past 3 years and no spill
information was recorded in the SPPP. In the future, if/when no
significant spills occur, the facility will keep its SPPP current by
entering `no spill ' documentation at least annually.
Comment: Annual facility stormwater inspections are performed by a
contracted consulting firm (who also developed the SPPP);
however, the Permit requires twice per year inspections.
Response: As noted, annual stormwater inspections are conducted by JEM.
Facility personnel perform visual site inspections frequently. Future

observations will be documented in the SPPP in such a manner that
the site is being formally inspected semi-annually.
Comment: The permittee must ensure the following is documented and
maintained on -site: annual SPPP review/update and annual re-
evaluation of all stormwater outfalls for the presence of non-
stormwater discharges.
Response: During annual inspections performed by JEM, the SPPP is reviewed
and updated as necessary. This includes updating appropriate areas
of the SPPP as well as the addition of an Annual Site Inspection
Report in the Annual Compliance Evaluation section of the SPPP.
Additionally, during the inspection, each outfall is investigated and
evaluated for any potential issues or changes. If any issues or changes
are discovered, the SPPP is modified accordingly. In the future,
however, JEM will include in the Annual Site Inspection Report a
statement re -certifying that, if applicable, each outfall lacks any new
non-stormwater discharges.
Comment: The permittee must ensure the following is documented and
maintained on -site: all analytical monitoring data/DMRs for the
past five years.
Response: As noted, the facility was unable to collect samples during
representative storm events in 2012. "No Flow " monitoring reports
have been prepared and are being submitted to the Division of Water
Quality. This information will be properly documented in the SPPP.
Qualitative Monitoring
Comment: No qualitative monitoring was performed in 2012. The facility
staff were not able to perform these measurements during a
representative storm event. The facility staff must ensure that this
information/monitoring status is documented in the SPPP for each
applicable outfall and six-month monitoring period.
Response: The facility staff was unable to perform qualitative monitoring and no

Enclosed is a copy of the Compliance Evaluation Inspection Report for the inspection conducted at the subject
facility on January 30, 2013. Please inform the staff responsible for the implementation of the Permit of our
findings by forwarding a copy of the enclosed report.
This report is being issued as a Notice of Deficiency (NOD) due to the deficiencies noted in the Stormwater
Pollution Prevention Plan and Analytical Monitoring Sections of the attached report. Please note that the
requirements for monitoring stormwater are now based on a "measureable storm event" and not "a tenth of an inch"
as required in the previous permit. This modification will allow your staff more flexibility in collecting stormwater
samples as required by the Permit.
It is requested that a written response be submitted to this Office by March 7, 2013, addressing the above -noted
deficiencies in the attached report. In responding, please address your comments to the attention of Mrs. Marcia

Comment: The Stormwater Pollution Prevention Plan (SPPP) was organized and well
maintained. Annual facility stormwater inspections are perform by a contracted
consulting firm (who also developed the SPPP); however, the Permit requires twice per
year inspections. In addition, the permittee must ensure the following is documented
and maintained on -site: annual SPPP reviewlupdate, annual re-evaluation of all
stormwater outfalls for the presence of non-stormwater discharges, a three year history
of significant spills or a notation that no spills occurred, and all analytical monitoring
data/DMRs for the past five years.

Comment: No qualitative monitoring was performed in 2012. The facility staff were
not able to perform these measurements during a representative storm event. The
facility staff must ensure that this information/monitoring status is documented in the
SPPP for each applicable outfall and six-month monitoring period.

Comment: No analytical sampling events were performed in 2012. The facility staff
were not able to collect samples during representative storm events. No monitoring
reports with "No Flow" were submitted to the Division within thiry-days following each
six-month monitoring period as required by the Permit. The facility staff must ensure
that this information/monitoring status (including monitoring reports) is documented in
the SPPP for each app!icable natfall and six-month monitoring period.

Comment: The facility has designated two stormwater outfalls. The facility staff
should continue to implement the appropriate best managment practices (bank
stabilization, ground cover, detention basins, etc.) to reduce/miniize soil erosion and
potentially elevated total suspended solids levels during rainfall events.
FCC Environmental has been contracted (as -needed basis) to remove used motor oil
and antifreeze for proper disposal. Used motor oil is also reused in a heating system
and any recovered gas is reused in the on -site equipment.
