In addition, the SWP3 describes the implementation of practices that are to be used to reduce pollutants in storm water discharges associated with such industrial activity. The SWP3 is based on the North Carolina Department of Environment and Natural Resources National Pollutant Discharge Elimination System (NPDES) for Storm Water Discharges from Industrial Activity General Permit NCG080000 requirements. It is prepared, in part, using the United States Environmental Protection Agency (EPA) guidance document 833-13-09-002, Developing Your Storm Water Pollution Prevention Plan, A Guide for Industrial Operators and North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Quality document Storm Water Pollution Prevention Plans for Storm water Runoff at Industrial Activities, SWP3 1_1 Modification Date SYSCO Charlotte TERRACON Project No. 73077037 2.0 FACILITY DESCRIPTION The SYSCO Charlotte facility is located at 4500 Corporate Drive in Concord, Cabarrus County, North Carolina. The total property area is approximately 40 acres occupied by a 350,000 ft2 food distribution warehousing facility. This facility consists of dry, refrigerated, and frozen -goods warehousing areas connected by an operations center with a separate truck service/wash/and fueling center. Refer to Figure 1 (Appendix A) for the general location of the facility. The Standard Industrial Classification (SIC) code for the Facility is 5141 (Wholesale Groceries — General Line). Food products are stored on -site and shipped locally. Fuels and various oils and lubricants are used to operate and maintain vehicles and lubricate equipment. These liquid products may be received by tanker truck or in drums or tote tanks. The facility does not conduct any on -site manufacturing. Storm water is directed by curbing towards storm water collection drains and lines that are part of the overall storm water collection system on the property. Site overland flow directions and a storm water collection system diagram are shown on Figure 3. Site storm water is directed via the storm water collection system to an on -site storm water detention basin. This basin discharges from a single point to an unnamed tributary of Irish Buffalo Creek. A Notice of Intent (NOI) for Storm Water Runoff has been submitted to the North Carolina Department of Environment and Natural Resources (NCDENR) Department of Water Quality Storm Water Permitting Unit for coverage under a State of North Carolina Storm Water General Permit NCG08000. A copy of the NOI form submittal is included in Appendix H. SWP3 2-1 Modification Date SYSCO Charlotte Project No. 73107008 3.0 POLLUTION PREVENTION TEAM TERRACON SYSCO Charlotte has designated individuals for a Pollution Prevention Team. The individuals or positions designated in Table 1 are responsible for developing, implementing, maintaining, and revising the SWP3. The team will provide insight and will ensure the goals of the storm water management program are accomplished. The Team should be very familiar with Section 5.0, Storm Water Management Controls, which contains instructions to mitigate a release to storm water, in the event it occurs. Section 5.0 of this plan is also companioned to the facility's Spill Prevention, Control, and Countermeasure Plan, a controlled document also housed at the facility. Table I •. These areas are maintained by paving or landscaping, and are generally kept free from debris. Site storm water is routed through drains and curb and gutter systems to an on -site detention basin at the eastern portion of the property. Most material transfers (primarily vehicle fueling) occur under roof which reduces storm water contact; however, bulk petroleum -product delivery by truck, for instance, require temporary operations to occur outside where a spill could result in exposure to storm water runoff. Activities performed and significant materials used at the SYSCO facility that may potentially be pollutant sources to storm water are included in Table 2. 4.1 Storm Water Drainage from Significant Activities Figures 1 and 2 (Appendix A) show the topographic gradient of the site. Surface runoff on the site is directed to storm sewer inlets in paved areas. Figure 2 in Appendix A shows the majority of significant activities exposed to storm water are located at the south side of the main building gear the truck center, and directional arrows on the map indicate storm water flow direction; however, diesel fuel is periodically delivered in -bulk to re -fuel the generator at the northern portion of the site west of the main employee parking lot. The general site gradient is to the east. The storm water from areas where significant activities have been identified is piped to a storm water detention basin to the east. Water collected in this basin exits to the east, via a concrete riser with a metal trash rack in the detention pond. This pond could be used to isolate storm water prior to exiting the property. Storm water, upon passing through the riser, is discharged to an unnamed tributary of Irish Buffalo Creek. 4.2 Inventory of Exposed Materials & Significant Activities Table 2 provides a list of the materials and significant activities exposed to storm water. A narrative of each significant activity is included in this section. General operations occurring outside require the use of drip pans placed underneath hose connections when bulk materials are being transferred. Absorbent materials are used to clean up surface staining as needed. Drip and spill collection equipment is to be monitored in the event of rainfall events and managed to prevent overflow. The site is not equipped with a wastewater pretreatment operation; however, the facility does maintain an oil/water separator that discharges to the sanitary sewer system. Floor drains within the truck shop, central trench within the truck wash, and the bar screen drain within the trailer wash discharge to the oil/water separator. The generator is fueled by diesel stored in an approximate 1,000-gallon above ground "belly" tank attached to the base of the generator. The generator is a self-contained unit, and the belly tank is within a steel containment. The tank and containment are under cover from the unit's housing and not exposed to storm water; however, during routine re -fueling of the generator, diesel is delivered via truck. Refueling is not conducted under cover. Refueling activities are not conducted during rainfall events (except during emergency need). During rainfall events, delivery drivers will be asked to withhold product delivery until fairer weather. Refueling activities are conducted in a manner consistent with those described for the UST and Fueling Islands paragraphs below. Trash Compactors and Shop Dumpster The facility maintains two exterior horizontal trash compactors/dumpsters- one at the east side of the dry warehouse and one at the south side of the freezer warehouse (See Figure 2, Map ID No. 2). Materials are placed within a chute inside each warehouse that feeds into trash compactorsldumpsters. The facility also maintains a dumpster at northeast corner of the Truck Maintenance Shop. The dumpsters are stored with lids closed to minimize rain infiltration, and liquids are not disposed within the dumpsters. A waste disposal contractor empties the dumpsters as needed. The areas around the dumpsters are inspected weekly and subsequent to each disposal event for spillage. Any spilled materials are promptly cleaned and placed back into the dumpster. Oil -filled hydraulic hoses and cylinders on the compactors are inspected weekly and maintained in good working order. Institutional controls enacted by SYSCO require that compactors are not serviced during rainfall events (except during emergency). Refrigeration Oil Storage Three, 55-gallon drums of waste refrigeration oil are stored on spill palettes at the east side of the dry warehouse near the compactor (See Figure 2, Map ID No. 3). These drums are stored with bungs in -place until a removal subcontractor pumps the contents for disposal. Rainwater collected within the spill palettes is inspected for sheens prior to discharge. Minor spills during filling are promptly cleaned with oil absorbent. SWP3 Modification Date 4-2 SYSCO Charlotte TERRACON Project No. 73107008 Truck and Trailer Wash The facility maintains a power washing station for cleaning and disinfection of trailer interiors (See Figure 2, Map ID No. 4). The power washer sprays a water -based disinfectant solution supplied from a 250-gallon plastic tote inside the trailer wash. Washout is primarily conducted under the canopy, which covers the rear, roll -up door of each trailer during cleaning. Residual materials are cleaned from the inside of the trailer in order to maintain a sanitary environment for the transportation of food -grade products. The majority of washout discharges to a grate under the canopy and to the oil/water separator. However, small quantities of washout and/or disinfectant may discharge to the pavement around the washout station during these operations. The grate is cleaned periodically, and any materials removed from the grate are disposed in the dumpster. The truck wash is a pull -through type with roll -up doors at the entrance and exits. Wash water discharges to a central floor trench and ultimately, to the oil/water separator. This area is not subject to exposure except during re -filling of cleaning products containers. UST and Fueling Islands The facility maintains one 20,000-gallon diesel underground ground storage tank (UST) and four dispensers on three fueling islands. The UST and fueling islands are located on the south side of the shop and truck wash (See Figure 2, Map ID No. 5). This commercial UST is subject to NCDENR UST Regulations under Permit Number 0-035443. An employee and the delivery truck driver are present to observe fuel transfer operations. The delivery truck comes equipped with a transfer hose that is connected to a fitting that services both tanks. Once the connections are made, the valves on the truck and to the tank(s) are opened. During fuel delivery, the truck driver monitors the level indicator on the truck. Once the transfer is completed, the valves on the tank and truck are closed, and the hose is removed. The hose is capped and placed back on the truck's rack. Product delivery is not accepted during rainfall events. Product delivery is strongly encouraged to be conducted during daylight hours only. Used Oil AST The facility maintains one 500-gallon used motor oil double -walled, above -ground storage tank (AST). This AST is stored inside the truck shop and is not subject to storm water exposure; however, the pump -out coupling for the AST is exposed to storm water. This coupling is located on the north exterior wall of the shop (See Figure 2, Map ID No. 6). This coupling is used by the used oil disposal contractor during pump -out of the tank. During oil extraction, the truck driver and a SYSCO employee monitor for leaks or drips. Any spill is promptly cleaned with absorbent materials. Used oil is not pumped out during rainfall events. 4.3 Sampling Data There is no sampling required as part of the General Permit; however, any storm water sampling data, voluntary or directed by a permitting or regulatory authority, is to be kept in on file with this plan. Records of storm water monitoring data are to be filed in Appendix G and maintained for minimum of three years. For sampling methods and procedures, refer to NPDES Storm Water Sampling Guidance Document, EPA 833-B-92-001. SWP3 Modification Date 4-3 SYSCO Charlotte TERRACON Project No. 73107008 4.4 Preventive Measures and Controls Table 3 summarizes the controls and best management practices (BMPs) applied to minimize exposure of storm water. Engineering controls are considered first, if practicable and reasonable. The site utilizes a combination of engineering, operational, and BMPs and procedures to minimize the potential for releases of materials. Operating procedures and best management practices such as inspection programs supplement physical controls, and are designed to prevent system upsets and spills. These measures include processes, procedures, schedules of activities, and other management practices to prevent or reduce water pollution. Plant security, including lighting, fencing and guard service, are also utilized at the site. The facility operates 24 hours per day; however, petroleum products are received during daylight hours, with few exceptions. SYSCO Charlotte promotes good housekeeping by routine and regular cleaning schedules. Good practices include material accountability, organized storage practices, and continuous inspection and maintenance of machinery. 5.2 Preventive Maintenance The preventive maintenance required by the permit involves, at a minimum, quarterly inspections, testing, and cleaning of storm water management controls. At the SYSCO Charlotte facility, this requires that any drip pans utilized be leak proof; regular inspections are performed; oil -filled equipment are maintained in good working condition; and all fueling equipment be in good working order. Outside bulk storage containers, hoses, connections, valves, heat tracing, and other equipment vital to preventing storm water exposure are to be regularly inspected to identify conditions that may cause breakdowns or failures, resulting in discharges of pollutants. These inspections are one of the duties of the Pollution Prevention Team. 5.3 Spill Prevention and Response Procedures Implementation of spill prevention and response procedures is an important factor to an effective SWP3. The facility needs to update the spill prevention and response plan and make necessary modifications if there have been any significant changes to the facility. SYSCO Charlotte maintains a separate Spill Prevention, Control, and Countermeasure (SPCC) plan on site in operations. The facility maintains spill kits, sand bags, sorbent booms, and other absorbent materials to prevent spill migration. Containment equipment such as absorbent pillows, drain covers, absorbent, and miscellaneous tools are stored in the center of the fuel island. A floating oil boom is stored at the storm water detention pond. Members of the Pollution Prevention Team should be familiar with the available spill mitigation equipment. Spills from areas listed in Table 2 will drain to the nearest storm drain inlet which consolidates runoff with the storm water from the balance of the site. The storm water discharges to the eastern storm water detention pond, where it will remain until a sufficient volume has collected within the pond to discharge through a culvert to the unnamed tributary of Irish Buffalo Creek. If spills and leaks can be diverted and controlled prior to storm water consolidation, cleanup costs and time spent will be reduced; thus, this is the preferred method. If the spill enters the storm sewer inlets at the site, the flow will eventually exit into the detention pond. A floating oil boom should be deployed around the riser in the storm water detention pond should a release flow into the pond. SWP3 Modification Date 5-1 SYSCO Charlotte Project No. 73107008 TERRACON Any storm water collected in containments, if contaminant -free (i.e. free of odors and/or sheen), could be pumped to the paved areas for release as storm water. Contaminated storm water should be removed by an approved contractor. Should a spill occur, the following simplified procedures should be followed. These procedures are very broad, and are not considered an adequate substitute for area -specific spill response procedures outlined in the facility's SPCC plan. Simplified Procedures 1. Stop the source of the spill if it can be done so safely. 2. Ensure the all valves are closed and pumps are shut down. 3. Ensure mats are on all affected storm water grates (see Figure 2, Appendix A). 4. Notify members of the Pollution Prevention Team. 5. Use the spill kit equipment or sandbags to divert spill to paved areas where possible. 6. Call for assistance if additional equipment will be needed to prevent an off - site release of oil or other hazardous substances. 7. Use skimmer pumps or a vacuum truck to collect liquid oil for disposal. 8. Scoop solid oil into appropriate containers and properly dispose of. 9. If there is potential for an off -site release, notify the Director of Warehouse in Operations. 10. If there is an off -site release of oil, notify the appropriate local, state, and federal agencies. Key Contacts In addition to facility contacts which are maintained on site, the following list provides a quick reference to other individuals and agencies to report discharge of any hazardous substance or oil in excess of the reportable quantity. Reportable quantity of oil is the quantity which causes a "film or sheen upon or discoloration of the surface of the water or adjoining shorelines or causes a sludge or emulsion to be deposited beneath the surface of the water upon adjoining shorelines." Quarterly inspection forms are located in Appendix B for the facility to utilize when performing the inspections. 5.5 Employee Training SYSCO Charlotte will develop and implement an employee training program to educate employees about the requirements of the SWP3. This training program will include background on the components and goals of the SWP3 and training in spill prevention and response, cleanup and proper disposal techniques, good housekeeping, proper material handling, disposal and control of waste, and inspection procedures. New employees will go through training programs as soon as practical, depending upon job responsibilities. Refresher training for employees should be established by the Pollution Prevention Team. Records of refresher and employee training courses will be maintained in Appendix E. 5.6 Record of Spills Significant spills at the facility need to be documented and reported to state and federal agencies. Documentation of past spills such as leaks, spills, and other discharges that had the potential to affect the quality and quantity of storm water discharges are maintained for three years. Appendix C contains a form that can be used. 5.7 Non -Storm Water Discharge NCDENR requires the facility to identify any non -storm water (dry weather) effluent directed to surface water or groundwater. If unauthorized discharges are observed, report to NCDENR immediately by telephone and in writing within five days. Appendix F contains a form to list any non -storm water discharges that may occur at the facility. 5.8 Sediment and Erosion Control SYSCO Charlotte has either paved or landscaped the property, with the exception of non - developed, naturally vegetated areas. 5.9 Management of Runoff SYSCO Charlotte has installed one storm water detention pond. This pond receives runoff prior to discharge off -site. The pond, if not at full capacity, loses water through infiltration and/or evaporation. When filled, the pond discharges through a concrete riser equipped with a metal trash rack. SWP3 5-3 Modification Date SYSCO Charlotte TERRACON Project No. 73/07008 6.0 SITE COMPLIANCE EVALUATION SYSCO Charlotte will perform a site compliance evaluation at least once a year, as required by NCDENR. A thorough site compliance evaluation will include visual site inspection, a summary report of the evaluation, and any actions taken concerning the SWP3. Appendix D contains a blank site comprehensive compliance evaluation form. A minimum of three year's worth of completed evaluations are to be kept in Appendix D. Appendix B contains the form to document the inspection. Three years of SWP3 inspection reports and required records will be available for review upon request. The following is a list of the required records to be maintained: • The Notice of Intent (NO]) authorized by NCDENR, and supporting documentations used to request authorization under the general permit; • A copy of the general permit; • The SWP3 for the site named in authorized NOI, and any amendments to the SWP3; • Inspection records; • Annual compliance evaluation; • Any correspondence, from NCDENR' will be maintained in the Appendix H; and • Notice of Termination (NOT)', if applicable. t The permit does not relieve the facility from compliance with Federal or State laws pertaining to threatened or endangered species or historical properties.
