Based on a site visit conducted on April 11, 2013, and supporting information received by this Office on May 28, 2013, we are hereby approving this request effective immediately. In accordance with 40 CFR §122.21(g)(7), you are authorized to sample outfall number No. 001 as a representative outfall. Sampling of outfall No. 001 should begin at your next representative sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be performed at all SDOs, regardless of representative status unless the outfall is not captured by the Phase I stormwater program. Please append this letter to your Stormwater Pollution Prevention Plan or permit to document that representative outfall status has been approved. If changes in drainage areas, structures, processes, storage practices, or other activities occur that significantly alter the basis of this approval, representative outfall status may no longer be valid. A list of all potential source materials along with their location, quantity, and storage method is included as Table 2. Copies of all Material Safety Data Sheets for potential source materials listed in Table 2 are kept in a binder at the service center and electronic copies are maintained on the R+L intranet. Source materials (freight) contained on the dock are covered at all times and specific unloading practices are in place to prevent the accidental release of these materials. If necessary, the storage of salt used for deicing is within the terminal and/or under cover to prevent exposure to precipitation. Drainage Area 1: Freight Dock, Maintenance Garage, Fueling Island, Yard, Tractor Parking, Trailer Parking Location on property: Western Industrialized Area of Property and southeastern corner of Property Activities: Covered Vehicle/Equipment Fueling, Outside Tractor Storage, Outside Trailer Storage, Fluid Changes and Vehicle/Equipment Repair inside Maintenance Garage, Petroleum Storage inside Maintenance Garage, Loading/Unloading of Freight at Dock, Outside Exterior Parking Surface: Asphalt Securi : Locked fence, lighting Potential Pollutants: Diesel Fuel, Oil and Grease, Total Suspended Solids (TSS), Volatile Organic Compounds (VOCs [e.g. Benzene, Toluene, Ethylbenzene, Xylenes]), and Chemical Oxygen Demand (COD). Drainage: TO OUTFALL 001: Sheetflow away from the dock and maintenance garage toward storm drain inlets which convey flows to the storm water detention pond in the southwestern portion of the SITE. Storm water discharged from the detention pond is piped south where it discharges to an unnamed tributary of Cold Water Creek. Outfall 001 is located at the southern property line. In addition, stormwater from the southeastern corner of the SITE is conveyed via a vegetated swale to Outfall 001. The storm water pond and vegetated swale treat the storm water leaving the industrialized area of the SITE prior to discharging via Outfall 001.
