The NPDES permitting program for stormwater discharges was established in 1990. Phase I focuses on site and operations planning to reduce pollutant sources. Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage under a general permit or an individual permit, depending upon the facilities SIC code and the industrial activity occurring at the facility. There are currently 19 active general stormwater permits in North Carolina. One condition that is applicable to both the general permits and individual stormwater permits is the requirement to develop and implement site -specific comprehensive Stormwater Pollution Prevention plans (SPPP). These plans are required to include a comprehensive evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge. Freight is picked up from various clients and brought back to the facility to be combined into a larger shipment where it is then shipped to the next terminal. The facility has 64 employees and operates 2417, five days a week. The facility engages in vehicle maintenance and fueling activities. The facility uses approximately 200 gallons of motor oil per month and has waste products hauled off by Safty-Kleen. A 10,000-gallon above ground diesel fuel tank with double wall secondary containment is located at the entrance of the facility. Vehicfe washing does not occur on site with the exception of windshield cleaning. The facility is surrounded by an electric fence and secured with a locked gate. Compliance History: The permittee/facility does not have any prior compliance issues with the NC Division of Water Quality or with Charlotte -Mecklenburg Storm Water Services (CMSWS). Industrial Operations/City of Charlotte Stormwater Ordinance Review: Truck Maintenance Building: A 250-gallon tote of used oil, a 250-gallon tote of new oil, and 55-gallon drums of antifreeze are located next to the garage bay door. No spills were observed in the area. Due to the proximity of the materials to the garage bay door it is recommend that totes and drums are stored on spill pallets or other containment devices to minimize the risk of a spill or leak from the containers reaching the outside environment. Dumpsters: The trash dumpster and scrap metal bin were not covered and were exposed to stormwater, Please contact the waste receptacle provider to obtain a lid for the trash dumpster. The scrap metal bin should be covered in a way to prevent contact with storm water. Diesel Fuel Storage Tank: The 10,000-gallon diesel fuel tank had significant staining around the pump area on the ground surface. A 55-gallon drum of diesel fuel additive and a large plastic tote of windshield washer fluid are stored in a small metal shed next to the diesel fuel tank. Significant staining and free product were observed on the floor of the shed. The spilled fuel should be cleaned up from the area immediately and contaminated soil removed until Oil & Grease levels are below 250 ppm measured from the bottom and sides of the excavated area and properly disposed of at an approved landfill. The permittee should implement Best Management Practices at the fueling area and educate drivers on proper fueling procedures to minimize spills to the environment. The containers stored under the metal shed should be placed on spill pallets to minimize a release of material to the environment and have the area underneath them cleaned This Inspection was conducted during dry weather conditions. The permittee should review material handling procedures as well as spill prevention and spill response procedures and ensure that all facility personnel are implementing these procedures.
