Application Form. The application must he completed and returned by March 4, 2002 in order to assure continued

This letter is to inform the Division that there has been a change impacting the industrial storm
water permit at the above -referenced FedEx Ground facility due to a recent fuel system upgrade.
Per Part 11, Section C of the General Permit No. NCG080000 (to discharge Storm Water), `FedEx
Ground was required to perform semi-annual sampling of the storm water flow due to an
oil/water separator installed on the storm water drainage line.
This separator has been removed as we have now tied the fuel island drains to the sanitary sewer
lines.
Therefore, by way of this correspondence, we are notifying the Division that FedEx Ground is no
longer subject to this section. We will continue with the semi-annual visual inspections, as per
Section D and have amended the Storm Water Pollution Prevention Plan.
The last SDO Qualitative Monitoring Report, dated 10/8/08, is enclosed.

We are in receipt of the Stormwater Discharge Monitoring Report with Supplement Stormwater
Monitoring Information for the FedEx Ground Package System Inc. facility located in 6604 CSX Way,
Charlotte, Mecklenburg County. The facility was inspected on September 8, 2016 and was found to be
in compliance with the tiered response actions and other conditions of the NCGO80000 General Permit.
As noted in the Engineering report conducted by ATC Group Services LLC, "The supplement
monitoring indicates that the stormwater influent into the FedEx Ground facility associated with IF-2, from
the Duke Energy property, exceeds the permit benchmark value for TSS due to influent concentrations
from the third party contributors (Duke Energy and CSX) originating from off -site. Based on the facility
inspection and the Engineering report by ATC Group Services LLC, the Division is granting regulatory
relief from the Tier responses. Upon receipt of this letter, the subject facility may resume the permit
specified semi-annual analytical monitoring for the remainder of the current permit term. Your current
permit is set to expire on 10/31/2017. This decision applies only to the TSS benchmarks. A benchmark
exceedance�of any other parameter listed in your permit will trigger the tiered response actions as
described in the general permit.
You must notify this office, in writing, within five business days if you become aware of any
other significant source of TSS at your facility that has the potential to be exposed to stormwater.
The relief granted in this letter is contingent upon the current industrial practices at FedEx Ground
Package System Inc. If industrial practices change and TSS does become a significant stormwater
exposure risk or significant TSS values have been recorded during regular sampling events,

FedEx Ground contracted ATC Group Services LLC (ATC) to perform a semi-annual stormwater monitoring event
and supplemental monitoring for the FedEx Ground East facility at 6660 CSX Way in Charlotte, North Carolina. The
stormwater sampling event included the collection of a stormwater sample and outfall observations for qualitative
parameters during a measurable storm event. The monitoring was conducted in general conformance with the
requirements of the State of North Carolina Department of Environmental Quality (NCDEQ), National Pollutant
Discharge Elimination System (NPDES), General Permit NCG080000, which is effective from December 1, 2012
through October 31, 2017.
On April 22, 2016, a stormwater sample was collected at the designated discharge point, Outfall #1 (OF-1), which
includes an oil/water separator discharge (stormwater sceptor), based on a storm event that meets the requirements
for monitoring. In addition to the standard stormwater sampling event, ATC conducted supplementary monitoring to
evaluate site conditions identified in a January 21, 2016, Tier 1 Stormwater Inspection.
The stormwater monitoring event in December 2015, at OF-1, identified oil and grease (0&G) and total suspended
solids (TSS) concentrations in exceedance of their respective benchmark values as outlined in Part 11, Section C of
the applicable NPDES General Permit. The sample contained 0&G at 57.0 milligrams per liter (mg/L), with a
benchmark value of 15 mg/L, and TSS of 145 mglL, with a benchmark value of 50 mg/L. In accordance with the
NPDES Permit, a Tier 1 facility stormwater inspection was initiated upon the finding of benchmark value
exceedances.
During the Tier I Stormwater Inspection, ATC noted that a significant quantity of water that flowed through the site
and discharged- at OF-1 originated north of the site. ATC observed two locations on the north side of the FedEx
property where surface water flowed into the property from the CSX rail line and Duke Energy properties. The water
entering the property was visually noted to contain suspended sediment. Additionally, limited exposed vehicle
maintenance activities were occurring on property grounds during the Tier I Stormwater Inspection.
To eliminate potential on -site sources, ATC recommended and FedEx Ground implemented a cessation of exterior
maintenance activities. As an addition evaluation to evaluate potential sources of the exceedances, FedEx Ground
authorized additional monitoring of stormwater at select locations. Thus, during the first semiannual monitoring event
of 2016 and in addition to the standard stormwater monitoring, stormwater flowing onto the property from two
locations off the north adjacent properties would be monitored (influent 1-1 and 1-2). An additional stormwater
drainage location from the fueling and maintenance areas of the property, prior to mixing with the main stormwater
drainage, would also be monitored (influent 1-3).

On April 22, 2016, a stormwater sample was collected at the designated discharge point, OF-1, based on a storm
event that met the requirements for monitoring. The sample was submitted to North Carolina -accredited Accutest
Laboratories in Orlando, Florida, for analysis of TSS by EPA Method SM254OD-11; Non -Polar 0&G/Total Petroleum
Hydrocarbons by EPA Method 1664A (SGT-HEM); and pH, which was field analyzed.
In addition to the designated discharge point, the three location indicated above (IF-1, IF-2, IF=3) were monitored.
Figure 1 provides a site map with the monitoring locations. The rain event discharge started at approximately 7:30
AM with a total precipitation of 0.38 inches of rain. The sample for OF-1 was collected within 30 minutes of the
beginning to the rain event discharge, and the supplemental samples IF-1 through IF-3 were collected within
approximately one hour of the beginning of rain event discharge. Each sample was collected using laboratory
provided sample containers and were analyzed for the permit specified parameters. The samples were entered into
formal chain -of -custody control; placed on ice; and shipped in a sealed cooler to a North Carolina -accredited
analytical laboratory.
Findings and Recommendations
Based on the specified monitoring parameters, as outlined in Part II, Section C of the NPDES General Permit
NCG080000, the laboratory results for OF-1 contained concentrations of O&G at <5.0 mg/L did not exceed the
discharge benchmark value of 15 mg/L. The laboratory results of the TSS contained 111 mg1L, which exceeded the
permit benchmark value of 50 mg/L. Field testing of pH indicated a level of 7.68, which is within the range of the
permit benchmark values. Evidence of erosion/deposition and high suspended solids were noted.
A total rainfall amount reading was collected from a nearby gauging location with reasonably obtainable data. Results
of visual observations, qualitative parameters, and the total rainfall reading are provided in the attached Stormwater
Discharge Outfall (SDO) Qualitative Monitoring Report and SDO Monitoring Report. Please note that the SDO
Monitoring Report requires certification by signature of permittee (FedEx employee) before submittal of the entire
report to the address on page one of the SDO Monitoring Report.
The supplemental monitoring at IF-1, IF-2, and IF-3 contained no detections for O&G above laboratory detection
limits. The standard and supplemental monitoring results indicate that the Tier 1 efforts to reduce on -site sources of
O&G were effective. Analytical results from off -site IF-1 indicate a concentration of TSS at 50 mg/L, Analytical results
from off -site IF-2 indicate a concentration of TSS at 196 mg/L. Analytical results from on -site IF-3 indicated no
detections for TSS above laboratory detection limits.
The supplemental monitoring indicates that the stormwater influent onto the FedEx facility associated with IF-2, from
the Duke Energy property, exceeds the permit benchmark value for TSS, and the influent from IF-1 associated with
the CSX right-of-way matches the permit benchmark value for TSS, while the on -site flow contribution that was
tested. IF-3, had no detectable TSS. The indications from the supplemental monitoring suggest that TSS exceedance
originates from upstream and off -site locations, over which Fed Ex Ground has no control,
In addition to routine data submittal to the North Carolina Department of Environmental Quality (NCDEQ) mail center
address in Raleigh, ATC recommends that the findings of the first semiannual monitoring and the supplemental
monitoring be provided to NCDEQ, Division of Water Quality, Mooresville Regional Office staff. ATC also
recommends contacting the Mooresville Regional Office staff to discuss the findings and potential regulatory
response. Specifically, ATC will request that activities be conducted by the NCDEQ to require reduction of TSS
influent concentrations from the third party contributors (Duke Energy and CSX) originating from off -site.
Furthermore, ATC will petition the NCDEQ to excuse FedEx Ground from the standard requirement of monthly Tier
2 monitoring and further site efforts to reduce TSS. We will base the requests on the supplemental monitoring findings
and a lack of control over off -site, apparent, stormwater contact conditions with exposed soil.

On March 23, 2010, Heather Sorensen from Charlotte -Mecklenburg Stormwater Services (CMSWS), conducted a
site inspection of the FedEx Ground facility located at 6604 CSX Way in Charlotte, Mecklenburg County, North
Carolina. The site drains to an unnamed tributary of Paw Creek, Class C waters located in the Catawba River
Basin. The site visit and file review revealed that the subject facility is covered by NPDES General Stormwater
Permit — NCG0080000.
A follow-up evaluation was conducted as part of a cooperative working agreement between Mecklenburg County
and the Division of Water Quality. A site visit was not needed to complete the follow-up evaluation as it was based
on your written response and supporting documents received on October 7, 2010. The follow-up compliance
evaluation found that FedEx Ground has implemented the corrective actions as noted in your written response.
Thank you for the assistance and cooperation during the follow-up evaluation. Overall, the facility's Stormwater
program was well developed and implemented and this Office commends the permittee's efforts to ensure
compliance with your NPDES permit,

ADDENDUM
The National Pollutant Discharge Elimination System (NPDES) program was established under the federal
Clean Water Act and then delegated to the Division of Water Quality for implementation in North Carolina. The
NPDES permitting program for stormwater discharges was established in 1990. Phase I focuses on site and
operations planning to reduce pollutant sources.
Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are
required to obtain permit coverage under a general permit or an individual permit, depending upon the
facilities SIC code and the industrial activity occurring at the facility: There are currently 19 active general
stormwater permits in North Carolina. One condition that is applicable to both the general permits and
individual stormwater permits is the requirement to develop and implement site -specific comprehensive
Stormwater Pollution Prevention plans (SPPP). These plans are required to include a comprehensive
evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge.

discharge monitoring forms, and a Notice of Intent [which is the application for coverage under a NPDES
General Stormwater Permit] can be found on this website.
The following items are a subset of permit requirements and are listed to assist you and help bring your
attention to certain permitting issues, process and condition requirements of your permit. Please see the
above mentioned website to obtain a copy of the permit so you may fully comply with all the conditions therein,
Failure to properly comply with conditions of the permit, like those bulleted below, is a violation(s) of
the' permit and subject to civil penalty assessment(s) of up to $25,000.00 per day.
• Industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage
under a general NPDES stormwater permit or an individual NPDES stormwater permit
• All persons desiring to have facilities covered by a General Permit must register with the Division of
Water Quality (DWQ) by filing of a. Notice of Intent (NOI) and Applicable Fees.
This Notice of Intent (NOI) must be submitted and a Certificate of Coverage issued prior to any
discharge of stormwater associated with the industrial activity, process wastewater, and/or mine

On March 23, 2010, Heather Sorensen from Charlotte -Mecklenburg Stormwater Services (CMSWS),
conducted a site inspection of the FedEx Ground facility located at 6604 CSX Way in Charlotte, Mecklenburg
County, North Carolina. The site drains to Paw Creek, Class C waters located in the Catawba River Basin.
The site visit and file review revealed that the subject facility is covered by NPDES General Stormwater Permit
— NCG080000.
This inspection was conducted as park of a cooperative working agreement between Mecklenburg County and
the Division of Water Quality. In addition, the inspection was conducted on behalf of the City of Charlotte in
compliance with the City's NPDES Permit, NCS000240, Part II Section H. The following observations were
noted during the Charlotte -Mecklenburg Stormwater Services inspection (please see the attached addendum
for information about your permit):

maintenance. However, the facility should reevaluate the average amount of new motor oil utilized over the
year. Sampling was not conducted during 2009 due to confusion with the routing of newly installed oil water
separator to the storm drain system.
4) Permit and Outfalls
The stormwater outfalls have not been evaluated for the presence of non-stormwater discharges. The are
around stormwater Outfall 002 needs to be stabilzed.
5) City of Charlotte stormwater Ordinance Review:
Two issues were noted in the attached report (Summary Section) regarding the trash compactor and the
vehicle washing area.
Thank you for the assistance and cooperation during the inspection. Overall, the facility's Stormwater program
was well developed and implemented and this Office commends the permittee's efforts to ensure compliance
with your NPDES permit.
However, as noted above and in the enclosed report, deficiencies were noted during the inspection and it is
requested that a written response be submitted to this Office by August 15, 2010, addressing these
deficiencies. In responding to the violations, please address your comments to the attention of Ms. Allocco at
the letterhead address.
The subject facility will have 90 days from the letterhead date to come into compliance with the noted issues.
A follow-up evaluation will be conducted by CMSWS after October 11, 2010, to ensure compliance with the
facility's Stormwater Permit and/or compliance with the City of Charlotte Stormwater Ordinance.

ADDENDUM
The National Pollutant Discharge Elimination System (NPDES) program was established under the federal
Clean Water Act and then delegated to the Division of Water Quality for implementation in North Carolina. The
NPDES permitting program for stormwater discharges was estab€ished in 1990. Phase I focuses on site and
operations planning to reduce pollutant sources.
Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are
required to obtain permit coverage under a general permit or an individual permit, depending upon the
facilities SIC code and the industrial activity occurring at the facility. There are currently 19 active general
stormwater permits in North Carolina. One condition that is applicable to both the general permits and
individual stormwater permits is the requirement to develop and implement site -specific comprehensive
Stormwater Pollution Prevention plans (SPPP). These plans are required to include a comprehensive
evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge.

above mentioned website to obtain a copy of the permit so you may fully comply with all the conditions therein.
Failure to properly comply with conditions of the permit, like those bulleted below, is a violation(s) of
the permit and subject to civil penalty assessment(s) of up to $25,000.00 per day.
• Industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage

' Inspection Summary:
Facility Description:
This facility with approximately 1,600 employees is the hub for business parcel national distribution and local distribution.
Inbound freight is received from all locations and then sorted to outbound trailers and trucks. Hazardous materials are
shipped through this facility. The facility is located within a secured fence with secured entries and exits. Vehicle
maintenance and vehicle washing is conducted on site. Trailers are maintained in a covered facility. Switchers are
maintained in the yard. Vehicles are washed by IPW, contractor, in the yard in a paved area exposed to stormwater.
Washwater is collected and disposed of into an on -site oil water separator that discharges to the local municipally owned
wastewater treatment facility. Parts washer fluid is collected and properly disposed by Safety Kleen. Waste oil is collected
and disposed of by Waste Oil Recovery. The facility has a covered fueling area that consists of seven pumps and two
30,000-gallon diesel underground storage tanks (USTs). Storm drains in this area discharge to an oil water separator that
discharges to the storm drain system.
Compliance History:
The permitteelfacility does not have any prior compliance issues with the NC Division of Water Quality or with
Charlotte -Mecklenburg Storm Water Services (CMSWS).
Industrial Operations/City of Charlotte Stormwater Ordinance Review:
This inspection was conducted during dry weather.
Trash Compactor— One compactor is located on the southeastern tip of the Distribution Buiiding. Stairing and solid
deposits from the compactor were observed on the pavement around the base of the equipment. The facility should
remove solid materials and take steps to prevent future discharges.
Vehicle Washing Area — Several 5-gallon buckets of detergent were observed on the pavement under a covered area.
The facility should store detergent buckets elevated off the ground in a covered area.

Addendum to the SWP3
In accordance to Part II, Section A, Paragraph 7, this Storm Water Pollution
Prevention Plan has been amended to include deficiencies notified by the
Director as a result of the 3/23/10 inspection.
Part 11, Section A, Paragraph 2 (a): Feasibility Study
Vehicle washing: The washing of the linehaul and P&D vans is conducted
outside and exposed to stormwater. It is not feasible to move this activity inside
due to the lack of space. Detergent is stored under a covered area and elevated
off the ground to protect the stormwater.
Wastewater and residual from these activities are collected and discharged into
the on -site sanitary sewer system.
All other industrial activities are conducted indoors or under a canopy.
Part 11, Section A, Paragraph 4: Preventative Maintenance and Good
Housekeeping
Company policy FAC-004 governs the facility maintenance procedures for the
Fed Ex Ground hub facilities, that ensures prompt and preventative measures are
followed for the entire facility including roofs, pavements, dock areas, offices,
landscaping and security features.
A work order program is utilized to generate tasks related to this policy. At a
minimum, the facility is evaluated annually to determine appropriate repairs that
were identified as a result of the work order program, were made in accordance
to the facility's lease or warranties.

This letter is to inform the Division that there has been a change impacting the industrial storm
water permit at the above -referenced FedEx Ground facility due to a recent fuel system upgrade.
Per Part I11. Section C of the General Permit No. NCGO80000 (to discharge Storm Water).'FedEx
Ground was required to perform semi-annual sampling of the storm water flow due to an
oil/water separator installed on the storm water drainage line_
This separator has been removed as we have now tied the fuel island drains to the sanitary sewer
lines.
Therefore, by way of this correspondence, we are notifying the Division that FedEx Ground is no
longer subject to this section. We will continue with the semi-annual visual inspections, as per
Section D and have amended the Storm Water Pollution Prevention Plan.
The last SDO Qualitative Monitoring Report, dated 10/8/08, is enclosed.

ATC Associates Inc. (ATC) was contracted to perform scheduled stormwater discharge sampling at
the FedEx Ground facility at 6660 CSX Way in Charlotte, North Carolina and submit the subsequent
stormwater discharge monitoring report. During ATC's involvement, the following was determined
regarding the usage of new motor oil at the referenced site.
According to Mr. Pat McMahon, the FedEx Ground Maintenance Manager, stated that as of February
2002, oil changes were no longer conducted at the facility. The last known volume of new motor oil
usage was approximately 36 gallons in 27 days as measured on January 15, 2002 during an oil/water
separator pump -out event on site. Presently, individual drivers are responsible for the regular
maintenance of their vehicles and motor oil changes are performed off -site at a various garages. One
waste oil aboveground storage tank (AST) and one oiltwater separator exist at the facility. Minor
vehicle maintenance, such as replacing tires, adding fluids, and changing spark plugs are conducted
on site. A small amount of motor oil may still be in use on site in the vehicle maintenance area;
however, 55-gallons or more of new motor oil usage per month is not generated at the facility.
According the Mr. McMahon, prior to new FedEx requirements, which came into place prior to
October 2002, the facility produced approximately 30-40 gallons of waste oil per month.

Sample collection date recorded on the chain of custody was incorrect. Via e-mail, the client stated that the correct sample collection date was
3/19108.
Matrix spike (MS) and matrix spike duplicate (MSD) samples are chosen and tested at random from an analytical batch of 'like" matrix to check for
possible matrix effect. The MS and MSD will provide site specific matrix data for those samples spiked by the laboratory and may be applicable to
other samples of similar matrix from the site. Since the MS and MSD are chosen at random from an analytical batch, the sample chosen for spike
purposes may or may not have been a sample submitted in this sample delivery group.
The validity of the analytical procedures for which data is reported in this analytical report is determined by the Laboratory Control Sample (LCS)
and the Method Blank (MB). The Laboratory Control Sample (LCS) and the Method Blank (MB) are processed with the samples and the MS/MSD

Inspection Summary:
Facility Description:
This facility with approximately 1,600 employees is the hub for business parcel national distribution and local distribution.
Inbound freight is received from all locations and then sorted to outbound trailers and trucks. Hazardous materials are
shipped through this facility. The facility is located within a secured fence with secured entries and exits. Vehicle
maintenance and vehicle washing is conducted on site- Trailers are maintained in a covered facility. Switchers are
maintained in the yard. Vehicles are washed by IPW, contractor, in the yard in a paved area exposed to stormwater.
Washwater is collected and disposed of into an on -site oil water separator that discharges to the local municipally owned
wastewater treatment facility. Parts washer fluid is collected and properly disposed by Safety Kleen. Waste oil is collected
and disposed of by Waste Oil Recovery. The facility has a covered fueling area that consists of seven pumps and two
30,000-gallon diesel underground storage tanks (USTs). Storm drains in this area discharge to an oil water separator that
discharges to the storm drain system.
Compliance History:
The permitteelfacility does not have any prior compliance issues with the NC Division of Water Quality or with
Charlotte -Mecklenburg Storm Water Services (CMSWS).
Industrial Operations/City of Charlotte Stormwater Ordinance Review:
This inspection was conducted during dry weather. -
Trash Compactor — One compactor is located on the southeastern tip of the Distribution Building. Staining and solid
deposits from the compactor were observed on the pavement around the base of the equipment. The facility should remove
solid materials and take steps to prevent future discharges.
Vehicle Washing Area — Several 5-gallon buckets of detergent were observed on the pavement under a covered area. The
facility should store detergent buckets elevated off the ground in a covered area.

Your facility is currently covered for stormwater discharge under General Permit NCG080000. This permit expires
on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal
Application Form. The application must be completed and returned by March 4.2002 in order to assure continued
coverage under the general permit.
Failure to request renewal within this time period may result in a civil assessment of at least $250.00. Larger
penalties may be assessed depending on the delinquency of the request. Discharge of Stormwater from your facility
without coverage under a valid Stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the I I categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure". i.e_ the facilty industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion_ For additional

If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed
