In 2006, National Gypsum Company acquired land bordering and to the south o 1
273 in Mt. Holly, NC, for the construction and operation of a new gypsum wallboard p Thi�
property also included a private road along the westerly boundary and intersecting with Highwa
273, known as "Wester Road". A map of the area is attached.
We are pleased to inform you that construction of the new wallboard plant is complete and it is
now in operation. Also, effective November 1, 2007, the private roadway formerly known as
Wester Road will have a new name: Drywall Drive.
The mailing and street address of our Mt. Holly Wallboard Plant, originally designated during the
construction process as 1725 Wester Road, will change on November 1, 2007 to:

A sign with the new road name will be posted at the intersection with Highway 273 on
November 1, 2007. Please note this change in your records. If you have any questions, or require

In accordance with your application for a discharge permit received on August 30, 2007, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state — NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other federal or local governmental permit that may be required.

to receiving -waters designated as Catawba River, a class C; Tr water in the Catawba River Basin,

forth in Parts I, II, III, IV, V, and VI of General Permit No. NCG070000 as attached.
This certificate of coverage shall become effective September 21, 2007.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

Please see permit application attached.
We have received an application for coverage of a new facility under NCG 07 from
New NGC Inc for their Mount Holly Plant. The facility drains to Catawba River
(class C; Tr) in Mount Holly (Gaston County). This site is a small quantity
generator with hazardous waste stored inside; and will have vehicle maintenance
performed inside. Does the Mooresville Regional Office have any concerns about
issuing this facility a COC for this general permit? This is a new facility and
are ready to start operations once they receive this permit.
