Monitoring Report for Flowers Baking Company of Newton LLC under General Permit Number
NCG060000, Certificate of Coverage NCG060298. This submission is for stormwater discharge
sampling performed during Year 6, Period 2, Sample Number 12, (July - December, 2018) as outlined
in Part 11, Section B of our stormwater discharge permit. We are pleased to report that all of the
analytical results are within benchmark values.

Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be
performed during a "representative storm event" or during a "measureable storm event." However,

A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall
and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than
0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no
precipitation.
A "measurable storm event" is a storm event that results in an actual discharge from the
permitted site outfall. The previous measurable storm event must have been at least 72 hours
prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter
interval is representative for local storm events during the sampling period, and the permittee
obtains approval from the local DWQ Regional Office.

We have completed the stormwater monitoring of your facility's industrial stormwater discharge
outfall locations for Year 6, Period 1, Sample 11 during the first half of 2018 and the Stormwater
Discharge Outfall Monitoring Report to satisfy the quantitative and qualitative sampling
requirements of your General Permit NCG060000, Certificate of Coverage NCG060298. We are

documentation must be kept on file at the permitted facility site location for at least 5 years from
the sampling date.
The next semiannual sampling event must occur be between June 1, 2018 and December 31,
2018, as outlined in your upcoming reissued permit. We are planning to perform the next
sampling at your facility sometime before December 31, 2018, during a qualified measurable
storm event upon your authorization to proceed.
