forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please note that the NCGO60000 General Permit will expire on October 31, 2018_ Typically all
permit COCs are renewed automatically once the General Permit itself is finalized, unless there are
outstanding annual fees. There is no need to reapply for a renewal unless the Division directs you
to do so. Be sure to check our program website for updates and public notice of proposed renewal
actions in 2018.
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral, and Land Resources. The Division of Energy, Mineral, and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Water Resources, the Coastal Area Management Act, or any other federal or local
government permit that may be required.

143-215.1, 40 CER 403 and other lawful standards and regulations promulgated and adopted by the North
Carolina Environmental Management Commission and the City of Charlotte, the following industry,
Independent Beverage Company, LLC.
Hereafter referred to by name or as the Permittee, is hereby authorized to_
1. Continue operation of the existing pretreatment facility, consisting of caustic _drip pH adiustmen_t
and alarm system located at 3936 Corporation Circle, Charlotte, North Carolina 28216; and
2. After receiving authorization to construct from the Control Authority, construct and operate
additional pretreatment units as needed to meet final effluent limitations, monitoring requirements
and all other conditions set forth in Parts I, II, and III hereof; and
3. Discharge wastewater from the pretreatment facility into the City of Charlotte's Irwin Creek
Wastewater Treatment Plant NPDES Number NC0024945, in accordance with effluent limitations,
monitoring requirements and all other conditions set forth in Parts I, II and III hereof.
This permit shall become effective October 1, 2016.
This permit was modified effective November 1, 2016.
This permit and the authorization to discharge shall expire on September 30, 2021.

Independent Beverage is in our region and I'm familiar with it. We have had previous issues with the facility during an
inspection this August and in July of 2016 but no current stormwater complaints/violations. Our office will be inspecting
this facility in the future. We recommend issuing the permit.
