assessment of best management practices for our Statesville Breeder Feed Mill, COC No. NCG060382. A
BMP assessment was submitted in October of 2017; however, the site was only in the permit for 4
months and an adequate BMP assessment was not able to be conducted. This submittal is a follow up to
the October 2017 assessment.

1. A narrative description of all the material handling activities that are outside: The Statesville
Feed Mill produces poultry feed. The materials that are stored outside are liquid and are stored
in tanks within a locked containment dike. Animal Fat, choline, lysine, and alimet are all stored
in this containment area. There is also a 12,000-gallon double walled diesel tank located on a
concrete pad towards the back of the facility outside.
2. A feasibility evaluation as to whether reduced exposure can be achieved at the site: Due to
the size and the number of storage tanks, and the need to have accessibility by tanker trucks,
this area must be outside_ However, exposure to rainfall is kept to a minimum through existing
Best Management Practices (BMP's). These bulk liquids are off loaded using a strict protocol.
Each fill line is kept locked when not in use. Catch pans are mounted beneath each fill line.
Buckets are used beneath the truck that is offloading to catch any drips from the hose. The
driver remains with the truck during offloading as a precaution.
The Statesville Feed Mill maintains and complies with a Spill Prevention Control &
Countermeasure Plan (SPCC) as well as a Storm Water Pollution Prevention Plan (SWP3). This
includes good housekeeping practices, preventative maintenance, monthly tank inspections,
semi-annual facility inspections, and annual training. These measures reduce the risk of spills
and in turn exposure to rainfall. Rainfall accumulated within the containment dike is inspected
for contamination prior to release.
3. An evaluation of the presence or absence of animals/wildlife on -site and whether fecal
coliform concentrations might be correlated to the presence or absence of those
animals/wildlife: A storm water sample was obtained in December of 2017 which showed a
fecal concentration of >6000. A sample for the first half of 2018 has not yet been taken due to
timing of rain events; however, one is scheduled to be taken before the end of June. As cited in
the previous submittal, there is not a major presence of wildlife; however, there are birds on
site whose refuse may contribute to elevated fecal results.
4. A corrective action measures plan with milestones and schedule for implementation: The
Statesville Feed Mill will continue to maintain and implement the SPCC and SWP3 plans. In
addition, the procedures in place for offloading liquid ingredients will continue. Statesville Feed
Mill completed a storm water upgrade at the end of last year which included installing concrete
drives as well as multiple catch basins and an oil and water separator leading to the outfall. To
alleviate the potential for elevated effluent results, the oil and water separator will now be
cleaned on a quarterly basis (previously it was semi-annual). The storm water plan has been
updated to reflect this increased BMP practice. Current BMP's will be reviewed upon analyzing
the next sample results.

In accordance to General Permit No. NCG060000 which is set to expire on October 31, 2017, 1 am
forwarding you Section E's requirement of an assessment of best management practices for our
Statesville Breeder Feed Mill, COC No, NCG060382. A discussion was held with the Raleigh Office in
regards to this expiring permit to which they suggested that the BMP Assessment be submitted now to
satisfy the requirement per the expiring permit.
Please take note that our facility received coverage under this permit on June 13, 2017; however, due to
a storm water construction project, a representative sample of facility conditions was not able to be
taken. We are anticipating to obtain a sample for the second half of 2017 as construction is near
completion and, as stated in the BMP assessment, we will be able to further evaluate our control
practices during that time.

continues inspections and can obtain a representative sample of actual facility conditions post
construction.
4. A corrective action measures plan with milestones and schedule for implementation: The
Statesville Feed Mill will continue to maintain and implement the SPCC and SWP3 plans. In
addition, the procedures in place for offloading liquid ingredients will continue. Statesville Feed

associated cleaning practices outlined in the SWP. Continued evaluation of current processes
will be conducted and, if a need for improvement is noticed, necessary actions will be taken.

This certificate of coverage shall become effective June 13, 2017.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

In accordance with your application for a discharge permit received on May 23, 2017, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral and Land Resources. The Division of Energy, Mineral and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Energy, Mineral and Land Resources, the Coastal Area Management Act, or any other
federal or local government permit that may be required.
Please note that the attached permit expires on October 31, 2017. Your COC will be automatically
renewed to cover the full 5 year term of the soon to be reissued permit. In the interim you must abide
by the terms of the expiring permit. You can review the proposed general permit changes once they

NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).

Division of Energy, Mineral and Land Resources. The Division of Energy, Mineral and Land
