Darling Ingredients Inc. (dba Bakery Feeds) is -providing the North Carolina Division
of Energy, Mineral and Land Resources (NCDEMLR), Division of Water Resources the
attached May 2017 Tier Two Report for Outfall 001 in accordance with the subject National
Pollutant Discharge Elimination System General Permit.
Outfall 001 entered Tier Two status for Chemical Oxygen Demand (COD) in
November 2015. Results from the analytical monitoring that took place on May 21, 2017, did
meet qualifying benchmark criteria for all pollutants and has been removed from Tier Two
status for COD. Effective June 1, 2017, Bakery Feeds will return to Semi -Annual monitoring.
I certify, under penalty of law, that this document and all attachments were prepared
under my direction or supervision in accordance with a system designed to assure that

Darling Ingredients Inc. (dba Bakery Feeds) is providing the North Carolina Division
of Energy, Mineral and Land Resources (NCDEMLR), Division of Water Resources the
attached Semi -Annual Storm Water Discharge Monitoring Report (DMR) for the period of
January 1, 2017, through June 30, 2017, and the April 2017 Tier Two Report for Outfall 001
in accordance with the subject National Pollutant Discharge Elimination System General
Permit.
Outfall 001 entered Tier Two status for Chemical Oxygen Demand in November 2015.
Results from the analytical monitoring that took place on April 22, 2017, did meet qualifying
benchmark criteria for all pollutants. Bakery Feeds will continue Tier Two monitoring Outfall
001 on a monthly basis until results from three consecutive samples are received where the
results are below the benchmark.

Darling Ingredients Inc. (dba Bakery Feeds) is providing the North Carolina Division
of Energy, Mineral and Land Resources (NCDEMLR), Division of Water Resources the
attached March 2017 Tier Two Report for Outfall 001 in accordance with the subject National
Pollutant Discharge Elimination System General Permit.
Outfall 001 entered Tier Two status for Chemical Oxygen Demand (COD) in
November 2015. Results from the analytical monitoring that took place on March 16, 2017,
did meet qualifying benchmark criteria for all pollutants. Bakery Feeds will continue Tier
Two monitoring Outfall 001 on a monthly basis until results from three consecutive samples
are received where the results are below the benchmark.

of Energy, Mineral and Land Resources (NCOEMLR), Division of Water Resources the
attached February 2017 Tier Two Report for Outfali 001 in accordance with the subject
National Pollutant Discharge Elimination System General Permit.
Outfall 001 entered Tier Two status for Chemical Oxygen Demand (COD) in
November 2015 and Total Suspended Solids (TSS) In February 2-017. Results from the
analytical monitoring that took place on February 15, 2017, did not meet qualifying
benchmark criteria for COD or TSS. Bakery Feeds will continue Tier Two monitoring Outfall
Oat on a monthly basis until results from three consecutive samples are received where the
results are below the benchmark.

and Land Resources (NCDEMLR), this letter is to advise the NCDEMLR that Bakery Feeds, the
named permittee, is wholly -owned by Darling Ingredients Inc. (no use of comma is intentional).
Moving forward, all environmental permitting endeavors with the NCDEMLR, including for the
General Permit To Discharge Stormwater finder the National Pollutant Discharge Elimination
System Permit, Coverage Number NCG060220, will reflect the permittee indication of Darling
Ingredients Inc. (dba Bakery Feeds). Accordingly, and per the NCDEMLR's request, the Permit
Name/Ownership Change Form, to reflect this name change for the subject permit, has been
enclosed. This notification is a matter of corporate housekeeping only and is not the result of, nor
did any change occur, in the ownership of this facility.

of Energy, Mineral and Land Resources (NCDEMLR), Division of Water Resources the
attached August 2016 Tier Two Report for Outfall 001 in accordance with the subject
National Pollutant Discharge Elimination System General Permit.
Outfall 001 entered Tier Two status for Chemical Oxygen Demand (COD) in
November 2015. Results from the analytical monitoring that took place on August 5, 2016,
did not meet qualifying benchmark criteria for COD. Bakery Feeds will continue Tier Two
monitoring Outfall 001 on a monthly basis until results from three consecutive samples are
received where the results are below the benchmark.
I certify, under penalty of law, that this document and all attachments were prepared

Resources (NCDEMLR), Division of Water Resources the attached April 2016 Tier Two Report
for Outfall 001 in accordance with the subject National Pollutant Discharge Elimination
System General Permit.
Outfall 001 entered Tier Two status for Chemical Oxygen Demand in November
2015. Outfall 001 entered Tier Two status for Total Suspended Solids In March 2016. Results
from the analytical monitoring that took place on April 1, 2016, met qualifying benchmark
Criteria for all target analytical parameters. Bakery Feeds will continue Tier Two monitoring
Outfall 001 on a monthly basis until results from three consecutive samples are received
where the results are below the benchmark.

Bakery Feeds is providing the North Carolina Division of Energy, Mineral and Land
Resources (NCDEMLR), Division of Water Resources the attached February 2016 Tier Two
Report for Outfall 001 in accordance with the subject National Pollutant Discharge
Elimination System General Permit. Outfall 001 entered Tier Two status for Chemical
Oxygen Demand (COD) in November 2015; however, analytical results from the January
2016 qualifying rain event met the COD benchmark criteria of 120 mg/E_ (64 mg/Q.
Outfall 001 analytical results from the February 22, 2016 qualifying rain event
exceeded benchmark criteria for COD and Total Suspended Solids (TSS), continuing Tier Two
status for COD. The results also place Outfall 001 in Tier One status for TSS.
Upon receipt of the February 22, 2016 analytical results, Bakery Feeds conducted
another detailed inspection and evaluation of the Outfall 001 drainage area and developed
corrective actions for improvement. Bakery Feeds will complete the corrective actions by
March 31, 2016. Please note, the forth coming analytical results for the March 2016
monitoring period will not reflect the completed corrective actions; however, results from the
corrective actions should be reflective in the analytical results beginning the April 2016
monitoring period. Bakery Feeds will continue Tier Two monitoring Outfali 001 on a monthly
basis until results from three consecutive samples are received where the results are below
the benchmark.

Outfall 001 analytical result from the March 13, 2016 monitored event for Total
Suspended Solids (TSS) was 110 mg/L which exceeded the T'SS benchmark criteriaaof 100
mg/L. The result placed Outfall 001 in Tier Two status for TSS.
As indicated in the February Tier Two Status Report submitted to the NCDEMLR
March 16, 2016, upon receipt of analytical results for the February 22, 2016 monitored
qualifying rain event, Bakery Feeds conducted a subsequent detailed inspection and
evaluation of the Outfall 001 drainage area and developed corrective actions targeting COD
and TSS improvement. Bakery Feeds completed the corrective actions March 31, 2016;
therefore, the analytical result for the March 13, 2016 event could not possibly reflect the
completed corrective actions. The analytical results for the subsequent April 1, 2016
monitored qualifying rain event do reflect significant improvement in COD and TSS quality as
a result of the completed corrective actions; both COD and TSS were below the respective
benchmarks for all pollutants. This data will be reported in the next Status Report for April
2016. Bakery Feeds will continue Tier Two monitoring Outfall 001 on a monthly basis until
results from three consecutive samples are received where the results are below the
benchmark.

Bakery Feeds is providing the North Carolina Division of Energy, Mineral and Land
Resources (NCDEMLR), Division of Water Resources the attached January 2016 Tier Two
Report for Outfall 001 in accordance with the subject National Pollutant Discharge
Elimination System General Permit. Outfall 001 entered Tier Two status for Chemical
Oxygen Demand (COD) in December 2015. As reported to the NCDEMLR on January 22,
2016, Bakery Feeds inadvertently failed to collect a December 2015 sample pursuant to Tier
Two requirements. The NCDEMLR, Mr. Zahid Khan, acknowledged the December 2015
sample omission on January 25, 2016 (email) with Indication Bakery Feeds continue
monitoring until Tier Two status has been removed.
Results from the January 22, 2016 qualifying rain event sampling met benchmark
criteria fvr all target analytical parameters. Bakery Feeds will continue monitoring Outfall
001 on a monthly basis until results from three consecutive samples are received where the
results are below the benchmark.

Bakery Feeds is providing the North Carolina Department of Environment and Natural Resources
(NCDENR) the attached Semi -Annual Stormwater DMR for the period January 1, 2014 throueh June 30, 2014 in
accordance with the above referenced stormwater general permit.
All results from the qualifying rain event for Outfall NJ were below their respective benchmark Values.
Therefore, Outfall i#1 is now removed from Tier Two status. Results for Outfall =? did meet benchmark criteria
for all pollutants except for COD. Outfall 92 is now in Tier One status for COD. All results for Owfali 73 met
the benchmark criteria and this outfall has therefore been removed from "Pier One status for COD and 'I -SS.
Bakery Feeds conducted an inspection after the February 4, 2014 results were received and determined no
additional Best Management Practices (BMPs) are needed. Bakery Feeds will continue to maintain B.MPs
previously established.

Outfall 91 in accordance with the above referenced stormwater general pen -nit.
Results from the January 2, 2014 qualifying rain event met benchmark criteria for all parameters.
Bakery Feeds recognizes that Outfall #1 remains in a ner Two status until three consecutive sampling
events meet the benchmark criteria for COD.
Bakery Feeds conducted an inspection after the January 2, 2014 results were received and
determined that additional Best Management Practices (BMPs) are not required. Bakery Feeds will
