Johnson Street Monroe, North Carolina 2811.0 Dear Mr. Khan: Per your letter dated March 9, 2018, on behalf of Goulston Technologies, Inc (Goulston), CP Engineering and Environmental Solutions (CPEES) is pleased to submit the attached responses to your comments and non-compliance issues with our stormwater. Goulston manufactures fiber lubricants at Monroe, North Carolina plant. The facility conducts their operations under a Standard Industrial Classification Code (SIC) 2992. The SWPPP is a requirement of NC DEQ-Land Quality General Stormwater Permit. it is covered under the NPDES General Permit No. NCG060000 for the point source discharges of stormwater runoff associated with the above -described industrial activities. A SWPP PP Plan (Rev #3) was completed and implemented at the subject facility on September 26, 2016. Goulston strives very hard to meet or exceed the requirements of Federal, State and Iocal regulation. The facility started their operations in 1969 and never had a major spill leaving the property in all these years. We have installed several BMPs to control and mitigate potential spills at the facility. Ms. Mary Hays of the NC Land Quality Section had inspected the site on Fcbruary28, 2018 and had identified three (3) deficiencies in her inspection. They aie: 1. Does the Plan include a list of significant spills occurred during the last 3 year; 2. Is the Plan reviewed and updated annually; and 3. Has the facility evaluated all illicit (non-stormwater) discharges? Goulston had rectified these deficiencies and will follow through these items going forward. Attached please see the rectifications to the above list. SDO 3 requested to be representative for Outfalls 1, 2, 3, 4, 5, and 6. 2, SDO 7 requested to be representative for Outfalls 7 and 8. 3. SDO 10 requested to be representative for Outfalls 9, 10, and 11. 4. SDO 12 requested to be representative for Outfalls 12 and 13. Based on the information and traps provided and the site visit performed on February 23, 2015, we are approving this request. In accordance with 40 CFR § 122.21(g)(7), you are authorized to sample outfall number 003, 007, 010, and 012 as a representative outfalls. This approval is effective with the next sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be performed at all SDOs, regardless of representative status. Please remember that any actions you initiate in response to benchmark exceedences as directed in the tiered response provisions of your permit must address all drainage areas represented by SDO 3, SDO 7, SDO 10, and SDO 12 where appropriate. The main facility was constructed in 1969 and met necessary sediment erosion control requirements that were present at that time. The site encompasses approximately 26+ acres located on North Johnson Street. Boral, Inc., bound the property on the north, CSX Railroad (Charlotte Line) on the northeast, Monroe Ice & Fuel Co., on the east and southeast, CSX Railroad (Waxhaw Line) on the south, and North Johnson Street on the west. The approximate location of the manufacturing facility on a US Geological Survey Map made from Monroe, North Carolina 7.5-minute series quadrangle is provided on Figure 1. The geographic site location can also be given as 340 59' 10" North latitude and 800 33' 29" East longitude. Bearskin Creek traverses the Goulston property from west to east, flowing from the North Johnson Street culvert to the CSX Charlotte Line trestle. Approximately 10 acres of the 26 acres owned by Goulston lie to the north of Bearskin Creek (North Facility). The property contains a warehouse facility and flammable storage building. The 16 acres south of the creek (South Facility) currently support the majority of the existing. Goulston facilities. These facilities include four manufacturing areas, five warehouse areas, laboratories, water and wastewater treatment areas, two tank farms, truck loading and unloading areas and office space. A railroad spur from the CSX Railroad Waxhaw line is located at the southern property boundary. A rail car unloading area with a secondary containment is located along the spur. The warehouse areas currently store raw materials and finished products. Raw materials are delivered to the facility both packaged and in bulk. Finished products are also stored both packaged and in bulk. The Warehouse 41 building is used for both storage and production. The Warehouse #2 building houses a small pilot plant & storage. Warehouse #4B contains a powder handling area and a phosphation process & storage. The two above ground tank farms (west and east) are located to the south of the manufacturing and Warehouse #1 buildings, respectively. Nine mineral oil tanks are located in the west tank farm. Five tanks storing mineral oil, one tank storing a flammable liquid, one tank storing diesel fuel and one tank storing liquid propane are located in the east tank farm. The SWPP Plan is current at the facility. Part of the NPDES Stormwater General Permit, Goulston was collecting stormwater samples from 13 outfall locations and analyzing them for the parameters listed in the permit. Only one location (Outfall #2) of the 13 outfalls had exceeded the benchmark values for oil, consecutively. Goulston had implemented several Best Management Practices (BMPs) to control and mitigate the stormwater contamination from the facility. The sampling results in 2014 from all 13 outfalls had indicated the concentration of parameters listed in the permit were below the benchmark values. In addition, the State inspection report indicates that Goulston had always met or exceeded the State inspector expectations. The secondary containment structure discharge pipes are valved and locked to protect waters of the US from potential leaks and spills reaching from these ASTs. Outfalls # 1, #2, #4 and #5 release stormwater from the valved and locked secondary containment of several ASTs. Outfall 46 discharges stormwater from the loading and unloading area of a nearby AST cluster. The drains (Outfalls 41, 92, #4 and #5) from these secondary containment structures are engineered to control oil leaks with the help of oil absorbing filters. In critical areas, two sets of filters, one inside the containment, near the discharge point, and another outside the containment are installed for emergency purposes. The facility had implemented several Best Management Practices (BMPs) throughout the facility to control potential leaks and spills from these areas. The BMPs at these outfalls include: 1) daily inspections, valved secondary containment dikes with oil absorbing filters, covered loading (into the tanks) pipes with a shelter, covered shed for the pumps to pump oil into the manufacturing area, and visual valve shut downtopen boards. Outfall #3 represent the activities (loading and unloading of oils stored in the ASTs, stormwater from the general traffic) of above mentioned outfalls (Outfalls #1, #2, #4, #5 and #6). In addition, Outfall #3 also carries stormwater from a nearby dumpster. Thus, Outfall #3 is chosen as a representative outfall for all the outfalls listed above.
