Follow-up Compliance Evaluation Inspection Snyder Production Center Stormwater Permit Number COC NCG060081 Mecklenburg County, NC Dear Mr. Fuentes: Enclosed is a copy of the Follow-up Compliance Evaluation Inspection (CEI) report for the inspection conducted at the subject facility on July 23, 2008, by Ms. Aliyah Turner of Charlotte -Mecklenburg Storm Water Services. This inspection was conducted as part of a cooperative working agreement between Mecklenburg County and the Division of Water Quality. In addition, the inspection was conducted on behalf of the City of Charlotte in compliance with the City's NPDES Permit, NCS000240, Part 11 Section H. Thank you for your assistance and cooperation during the follow-up inspection. The inspection found that the permittee has implemented the corrective actions as stated in the response letter dated June 20, 2008. The corrective actions include: • Replacement of the condensate pan for the facility's air compressor, • Draining of fluids from wrecked vehicles before storage on site, • Wrapping of premix canisters with stretch film, • Replacement of the vehicle parts dumpster, • Storage of empty drums in an area that is not exposed to stormwater, • Replacement of missing sewer access caps with cement, • Providing training to staff regarding the proper techniques for spill response and clean up, and • Scheduling annual updates to the Stormwater Pollution Prevention Plan in the permittee's Environmental and Safety Compliance Calendar. The facility receives and ships liquid and dry ingredients, packaging materials, corn syrup, and sanitizers at covered loading docks. To prevent stormwater contamination the facility has segregated piping with all drains located within chemical containment and process areas discharging to the facility's pretreatment plant. The facility maintains a CMUD pretreatment permit (#1007). Compliance History: The Snyder Production Center was inspected on April 22, 2008 by Ms. Aliyah Turner and Mr. Christopher Elmore of Charlotte -Mecklenburg Storm Water Services (CMSWS). A Notice of Deficiency was issued by the Division of Water Quality on May 20, 2008. Industrial Operations/City of Charlotte Stormwater Ordinance Review: The initial stormwater inspection conducted on April 22, 2008, found several deficiencies at the Snyder Production facility. Multiple prohibited discharges to the ground were observed during the inspection and included air compressor condensate, fluids from wrecked vehicles, oil from the facility's vehicle parts dumpster, and residual fluids from the empty drum containment area. The CMSWS inspectors advised facility personnel to explore options to prevent the above mentioned fluids from discharging onto the ground and possibly entering the storm sewer system. Other areas that had an increased potential for stormwater pollution were noted during the initial inspection. Fuel staining was observed on the ground near a storm drain at the diesel fuel pumping station/fueling area. At the diesel fuel aboveground storage tank fuel was observed in the pump loading containment area. Also, premix canisters were stored outside. The CMSWS inspectors suggested that the permittee provide Best Management Practices (BMPs) for these areas to prevent stormwater contamination. During the inspection, two broken sewer access caps were also observed. The follow-up stormwater inspection conducted on July 23, 2008, found that the permittee has ceased all prohibited discharges and addressed the areas that had increased potential to contaminate stormwater. The corrective actions included the replacement of the corroded air compressor condensate pan, the draining of fluids from the wrecked vehicles prior to being stored on site, and the replacement of the vehicle parts dumpster. Also, the permittee has minimized releases of oil to the ground by ensuring that empty drums are wiped down and do not contain residual fluids before being stored. The permittee has addressed the areas that had an increased potential of stormwater contamination by implementing BMPs including employee training and Standard Operating Procedures concerning the fuel storage/fuel pumping areas and the premix canister areas. The permittee has replaced the broken sewer access caps that were observed during the initial inspection. Compliance Histo The permittee/facility does not have any prior compliance issues with the NC Division of Water Quality and the following information was found in the Charlotte -Mecklenburg Storm Water Services (CMSWS) files. On October 8, 1999, a small spill of raw sewage containing high concentrations of cleaners and solvents occurred at the facility. The sewage entered a storm drain and a tributary to Stewart Creek. CMSWS personnel conducted an on - site investigation and observed no evidence that the Coca Cola plant had contributed to an overflow of raw sewage. All further information was discussed with CMUD System Protection. On June 6, 2000, a 500-gallon spill of off -spec product occurred at the facility. The Charlotte Fire Department flushed the product out of the storm drain and the productlwater was collected at the storm drain outfall by HEPACO. Approximately 2,500 gallons of water and product were collected and discharged to the facility wastewater treatment plant. An unknown amount reached a nearby storm drain and a tributary to Stewart Creek. On May 1, 2001, approximately 10 gallons of diesel fuel entered a storm drain at the facility. CMSWS records indicate that the diesel fuel did not reach surface waters and was cleaned up by HEPACO. Industrial OoerationslCitv of Charlotte Stormwater Ordinance Review: Air Compressor - Air compressor condensate is discharged into a pan to avoid contact with storm water. However, the pan is severely corroded and leaks air compressor condensate onto the ground surface. This is an illicit discharge and the facility should explore options to contain and properly dispose of air compressor condensate into the sanitary sewer. Wrecked Vehicles - The facility stores wrecked vehicles outdoors on site. All wrecked vehicles are covered with tarps. Oil staining was observed under the vehicles during the inspection. The facility should explore options to prevent the leaking of vehicle fluids onto the ground surface. Diesel Fueling Pumping Station - Fuel stains and absorbent material were observed in the fueling station area during the inspection. A grated storm drain is located within the diesel fuel pumping station area. The facility should explore Best Management Practices to ensure that fuel runoff is not discharged into the storm drain inlet. The tank has secondary containment in the form of double -walled construction. During the inspection, spilled fuel was observed in the pump loading containment area. The facility should ensure that the spillage of fuel in the loading containment area avoids contact with stormwater. Premix Canisters - The facility stores stainless steel premix canisters outdoors, which are exposed to stormwater. The facility should explore options to ensure that lids are properly installed on canisters to avoid contact with stormwater. The Euro Vac Station - The Euro Vac collects dust generated from paint shavings. Paint dust was observed on the ground surface at the base of the vacuum. The vacuum is located under a canopy to avoid contact with stormwater. The facility should continue to ensure that paint dust avoids contact with stormwater run off. Vehicle Parts Dumpster - A dumpster filled with vehicle parts was leaking oil onto the ground during the inspection. This is a prohibited discharge and should be discontinued immediately. The facility should explore options to ensure vehicle fluids are not exposed to stormwater. Sewer Clean Out Line - An uncapped sewer clean out pipe was observed during the inspection. The sewer clean out pipe should be capped immediately to prevent raw sewage from being discharged to the ground. Emply _Qrum Area - The facility stores empty drums outdoors. Residual fluids from empty drums leak onto the ground. This is considered an illicit discharge. The facility should explore options to store empty drums that contain residual fluids in an area that is not exposed to stormwater. Chemical Containment Areas - AII of the facility's chemical containment areas have secondary containment. All drains located within chemical containment areas discharge to the facility's Chesapeake wastewater pretreatment plant. The NPDES permitting program for stormwater discharges was established in 1990. Phase I focuses on site and operations planning to reduce pollutant sources. Through the NPDES permitting program industrial facilities that fall into one -of the subject ten categories'are required to obtain permit coverage under a general -permit or an individual permit, depending upon the facilities SIC code and the industrial activity occurring at the facility. There are currently 19 active general stormwater permits in North Carolina. One condition that is applicable to both the general permits and individual stormwater permits is the requirement to develop and implement site -specific comprehensive Stormwater Pollution Prevention plans (SPPP). These plans are required to include a comprehensive evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge.
