I met with Michael Wernsing, local corporate contact. Walking around the site, there were two outfall areas, each with a different type of discharge. On the south/southeast side of the site, there are 2 drop inlets and 2 curb inlets tied into the CiWs storm drain system, which collect the parking and loading areas where there is an open dumpster, dust collector and silos. According to the permit application, the north exterior of the building houses a pitched concrete pad and dust collector and condenser system. Additionally, there is also an empty drum containment area (where they store empty metal drums of gear oil and naptha). There is also 2 compressors (under cover). The north side of the site drains into a grass lined channel and discharges into a wooded area at the northwest corner of the site. I found out this was the old Indian Motorcycle Facility, so if there are any questions, that old permit and site info could be used. If you need anything further, please let me know. Looking at the USGS topo map, it looks to me like this site probably discharges stormwater to an unnamed tributary to Ponders Branch (not named in NCB and ultimately to a segment of Kings Creek in South Carolina. The segment of Kings Creek in NC is class C, so for RIMS, I've listed Kings Creek as the receiving water. But please let me know if you think the site drains to another stream, like Dixon Branch? The NOI is attached. Please let me know if the Mooresville Regional Office has any concerns about issuing this COC. Please also let me know of any potential impacts to wetlands. If we don't receive any objections, we'll issue the COC in 30 days. The project includes four to six new silos in 30- foot by 50-foot area at current grade. The silos will be less than 12 feet in diameter and loaded to a net bearing pressure of less than 2000 pounds per square foot. We evaluated the subsurface conditions by advancing' one .boring to approximately 19 feet below existing ground surface (see attached boring log) in the area where the new silos will be constructed. We encountered native residual soils until practical auger refusal at depth. The soils are medium dense to dense and should provide adequate support for the silos. We recommend proof -roiling subgrade soils to expose potentially soft or yielding areas before constructing the stab. Total differential settlement should be approximately one-half inch or less for each silo provided the slabs are properly reinforced and constructed. Please let us know if you have any questions.
