In accordance with your application for a discharge permit received on December 6, 2012,
we are forwarding herewith the subject certificate of coverage to discharge under the subject state
— NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the
US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage.
Per the requirements of the Catawba Riparian Buffer Rule, all stormwater drainage to
stream buffers, from portions of this site that have been constructed after June 30, 2001, must be
discharged through a correctly designed level spreader or another device that meets diffuse flow
requirements per 15A NCAC 2B .0243. Diffuse flow requirements are described in Chapter 8 of
the North Carolina Stormwater BMP Manual, available at:

This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Land Quality Section of the

I've tried contacting you by phone, but keep missing you. I wanted to let you know that we have received your
application for coverage under NCG05000 Stormwater General permit for the Wilbert Plastic Services facility in Belmont.
The NCG05 permit is set to expire May 31, 2013. Rather than issue you coverage under this expiring permit, I'd like to
hold off on issuing coverage for this facility until the permit renews effective June 1, 2013. Would that be okay with
you? If you'd rather be covered sooner rather than later, I can go ahead and issue it. It will renew automatically come
June 1' or so.
Please let me know if you prefer I go ahead and issue the permit now, or if it's okay to wait until the permit renews.

We've received NOls for two existing facilities in your region:
NCG03 — Enforge LLC in Stanly County. The site discharges stormwater to an unnamed tributary to Rock Creek (Class C).
The NOI is attached.
NCG05 — Wilbert Plastic Services in Gaston County. The site discharges stormwater at two points to an unnamed
tributary to South Fork Catawba River (Class WS-V). This section of South Fork Catawba River is impaired for aquatic life
and turbidity. The NOI is attached.

Please let me know if the Mooresville Regional Office has any concerns about issuing a COC for a general for either of
these facilities. Please also let me know of any potential impacts to wetlands. If we don't receive any objections, we'll
issue the COCs in 30 days.
