COC No. NCGO50343 Alexander County Dear Mr. Greenfield: In accordance with your application for a discharge permit received on October 10, 2005, we are forwarding herewith the subject certificate of coverage to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other federal or local governmental permit that may be required. Please note that stormwater from this site drains to waters classified as High Quality Waters (HQW) because of its Water Supply classification. Development activities that disturb an acre or more of land or otherwise require an Erosion and Sedimentation Control Plan have separate State Stormwater Program permitting requirements as a result of the Water Supply Watershed Protection Program, depending upon the density of built - upon area (BUA) at the site. If this was a newly constructed site, please ensure all State Stormwater requirements have been met. Georgoulias Summary This facility submitted a Notice of Intent to be covered under General Permit NCG050000 (Rubber & Miscellaneous Products). The stormwater discharge drains to a UT to Bull Branch Creek, a Class WS- 11, HQW (note State SI W Program requirements through the local government's Water Supply Watershed program may be triggered if this facility was a new development project) stream in the Yadkin -Pee Dee River Basin. This facility is located in Alexander County, handled by the Mooresville Regional Office. The Water Supply Protection Program is administered by Alexander County for the Town of Taylorsville. Yes. SIC: 3081 (Unsupported Plastics Film and Sheet). Facility manufactures elastic stretch film used to palletize loads for warehousing and transport. Company bought empty building and did do some construction; Mr. Price (who is in Oklahoma) said all construction permits should have been secured. They may be exempt (from SW permitting) since they moved into an existing building. I would also cc Alexander County with the cover letter so they can see what we're permtting. Feel free to issue the COC. A copy of the NOI is attached. This proposed facility will produce elastic film from polyethylene resin and is not a hazardous waste treatment, storage, or disposal facility. Discharge is to a UT to Bull Branch Creek, class WS-II, HQW waters. Since it was a new facility, I called one of the company contacts (Chad Price) to ask if there had been new construction at this site; it drains to WS-II waters, which are HQW and may trigger State Stormwater program requirements- Chad said the company bought an empty building and did do some construction, but he thought the contractor would have gotten all construction permits. (Chad's based in Oklahoma, though.) Alexander County administers the WS Protection Program for Taylorsville, so any state stormwater permits/reviews/etc. would have gone through them. Not sure if this project triggered it or not, but I plan to include language in the cover letter noting it.
