Residual sludge of the abrasive material was packaged in (2) 55 gallon steel drums and will be disposed of through our Transportation, Storage and Disposal facility. The dike area contained water from the Christmas snow event and was pressure washed with potable water obtained from our on -site county water supply, We have approximately 11,500 gallons of water currently being stored in a frac tank on -site that I would like to obtain permission to discharge to our retention pond. As you can see from the test results, the water was determined to be non -hazardous and the MSDS shows that the abrasive material is eco-friendly carbon which is also used in fish aquarium filters. The NPDES permitting program for stormwater discharges was established in 1990. Phase I focuses on site and operations planning to reduce pollutant sources. Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage under a general permit or an individual permit, depending upon the facilities SIC code and the industrial activity occurring at the facility. There are currently 19 active general stormwater permits in North Carolina. One condition that is applicable to both the general permits and individual stormwater permits is the requirement to develop and implement site -specific comprehensive stormwater pollution prevention plans (SPPP). These plans are required to include a comprehensive evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge in stormwater runoff, Copies of the genera! permits and accompanying documents can be accessed from the following webpage: http://portal.ncdenr.org/web/wq/ws/su/npdessw#General Permits NPDES Permit text, technical bulletins, discharge monitoring forms, a Notice of Intent [which is the application of for coverage under a NPDES General Stormwater Permit], and the Representative Outfall Status application can be found on this website. Stormwater Qutfalls (cont'd): Most of the stormwater at the site is discharged into the on -site pond- The pond also serves as a supply of fire suppression water. The pond does not appear to be dammed and flows over a riprap channel before entering an unnamed tributary (UT) to Caldwell Station Creek; a small tributary to McDowell Creek. The receiving stream (flowing water was noted) for the pond's discharge was heavily incised (deeply cut) and appeared to be working its way toward the pond. A call was made to Mecklenburg County personnel to determine if this stream segment was reviewed during the development of the stormwater management plan for McDowell Creek. The County shows the UT terminating before it reaches the Foamex Innovations (FXI) pond. Mr. David Kroening with Mecklenburg County ((704) 336-54481 stated that the County would conduct a stream assessment to determine if there is still active incision in the UT, which may pose a threat to the FXI pond. He stated Ms. Blake with FXI would be contacted and site access would be coordinated with Ms. Blake since part of the UT resides on FXI property. A copy of a 1970 USGS map has been included with this inspection report to show the link between the pond and surface waters. A second outfall was observed, which collect roof drain water from the foam storage building and directs it to a ditch along Bailey Road on the south side of the facility. There are no roof vents on the storage building so this water is not exposed to industrial activities and does not need to be added to the SPPP as an outfall. During the inspection a stormwater catch basin was discovered next to the maintenance building which does not appear on the SPPP site map. Stormwater flow from this catch basin appeared to be away from the main facility and not towards the stormwater pond. The permittee shall investigate to where this catch basin drains stormwater or FXI may choose to permanently sea] it since it does not appear to drain a large volume of water (permittee's choice).
