Overall, the permittee is doing an excellent job of controlling amd managing stormwater on site. Stormwater Pollution Prevention Plan (cunt.) BMPs - The permittee has implemented an extensive inspection program and associated checklist. The inspection includes the review of the roof area for stray paper products from the cyclone and also spills from the starch delivery line (original to facility). Alt outside dumpsters were covered and the wastewater sludge dumpster contained a plastic liner. Preventative Maintenance and Good Housekeeping - Any required housekeeping is completed as per the findings of the monthly inspection. Staining was observed below the hydraulic lines on the trash dumpster. Although there was no evidence of a discharge to the stormwater conveyance ditch on this portion of the facility the permittee should determine the source of the staining and implement any necessary BMPs. Employee training - Training is provided annually to all employees. The inspector reviewed documentation regarding the completed 2007 employee training. Responsible Parties - The EHS Manager is responsible for the implementation of the SPPP at the facility_ The EHS Manager in conjunction with the shift supervisors is responsible for spill response/oversight. Employees are trained to report any spills to these designated individuals and placards are provided for additional reference. Spills - There have not been any spills at the facility in the last three years. The SPPP did not contain an evaluation of feasible alternatives as required by Part Il, Section A, Item 2(a). Please review the requirements of this section of the permit and update the SPPP accordingly. There is one UST (oil) and one AST/silo (dry starch) on site. The oil UST has secondary containment around the fill port and there was no evidence of spills in the containment area. The starch tank/silo was recently installed and has a containment structure surrounding the discharge chute. Please see the Summary section for additional information regarding the SPPP. The oermittee should add the following indicators (color, odor, clarity, floating solids, and suspended solids) to its inspection form or use the Division of Water Quality supplied Qualitative Monitoring form to complete the required semi-annual monitoring. NOTE: The new permit requires that the qualitative monitoring be conducted during a representative stormwater event. Outfall 001 receives all stormwater runoff from the facility and discharges to an off -site pond and UT to Gregory creek. If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial materials and operations are not exposed to storrwater, you can apply for the no exposure exclusion.
