These sections include: Part I, Section A, No. 1(b): Need to provide more detail as to the narrative description of practices, especially dust or particulate generating or control processes and waste disposal practices. Part I, Section A, No. 1(d): Need to include in the SPPP a sheet where the person responsible for the SPPP indicates whether or not there have been any significant spills during the three previous years. This sheet can be updated at the time of the annual SPPP plan update. Part I; Section A, No. 2(a): The SPPP should include a section where the technical and economic feasibility of changing the methods of operation to eliminate or reduce exposure is evaluated. Part I, Section A, No. 3: The SPPP should list current members of the Spill Prevention and Response Plan (SPRP) and update this section as needed. Part I, Section A, No. 4: Documentation of inspections and maintenance activities of material handling areas and regular cleaning schedules of these areas should be included in the SPPP. Part I, Section A, No. 5: Employee training should be documented in the SPPP and the person responsible for conducting this training identified. Part I, Section A, No. 6: The person responsible for the implementation of the SPPP should be identified. Part I, Section A, No. 7: The SPPP should be updated annually and recertified that the stormwater outfalls do not contain any non-stormwater discharges. Although analytical monitoring is not required at this facility (no on -site vehicle maintenance), qualitative monitoring, as required by the SPPP should be conducted at all outfalls and this information included in the SPPP. Based on observations made during the site visit, it may be possible for this facility to obtain No -Exposure coverage, which would eliminate the need for a SW permit. Further evaluation and eventual removal of any areas of exposure may allow the Division to consider this facility as a No -exposure candidate. A regulatory definition of No -exposure can be found on the Division's web site. This permit expires on March 31, 2003. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal of your permit coverage. Discharge of stormwater from your facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-21.5.1 and could result in assessments of civil penalties of up to $10.000 per day. Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial Facilities in any of the I I categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel your facility can certify a condition of "no exposure". i.e. the facility industrial materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion.
