Some of the Newell Brands Inc. (formerly known as Newell Rubbermaid Inc.) corporate
subsidiaries recently underwent an internal reorganization. Specifically, as part of this
reorganization, Elmer's Products, Inc. ("Elmer's"), a Delaware corporation, sold all of its assets
and liabilities to Sanford, L.P. ("Sanford"), an Illinois limited partnership. Elmer's and Sanford
are corporate affiliates; both are subsidiaries of Newell Brands Inc. After the transfer of assets
and liabilities was completed, Elmer's Products, Inc. was formally dissolved, and the Elmer's
assets now reside with Sanford, L.P. The internal reorganization was final on December 31,
2016, at which time the permit responsibility, coverage and liability transferred from Elmer's
Products, Inc. (the current permittee) to Sanford, L.P. (the new permittee).
As part of this internal reorganization, by this letter and the accompanying Application for
an Ownership and Name Change form, we are requesting the transfer of NPDES Permit No
NCG050006 for Elmer's Products, Inc., Statesville, North Carolina, Iredeli County ("the
permit") from Elmer's Products, Inc. to Sanford, L.P_ There have been no changes in the
permitted facility since the permit was last issued. The new facility shall be known as Sanford
Statesville. This is an ownership and name change only and will not impact facility operations.

probably due to wrong contact information for the permit in the Division of Water Quality (DWQ) compliance database due
to the permit length (5 years). The permittee was put in contact with the Permitting Group and renewal will be requested
as soon as possible. In addition, the permittee will need to update the name of the corporation/facility during the renewal

Your facility is currently covered for Stormwater discharge under General Permit NCG050000, This permit expires
on March 31, 2003, The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit coverage will be expiring. Enclosed you will find a Permit Coverage Renewal
Application Form. The application must be completed and returned by October 2, 2002 in order to assure
continued coverage under the general permit. Due to staffand budget constraints, letters confirming our receipt of
the completed application will not be sent.
Failure to request renewal within the time period specified, may result in a civil assessment of at least $250.00.
Larger penalties may be assessed depending on the delinquency of the request. Discharge of slonnwater From your
facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215. #
and could result in assessments of civil penalties of up to S10,000 per day.
Please note that recent federal legislation has extended the "no exposure; exclusion" to all operators of industrial
facilities in any of the 11 categories of "storm water discharges associated with industrial activity." (except
construction activities). If you feet your facility can certify a condition of "no exposure", i.e. the facility industrial
materials and operations are not exposed to Stormwater, you can apply fir the no exposure exclusion- For additional

The following news release was issued Monday in Charlotte, N.C.
Plastic Container Plant to Close Mav 17
Charlotte, N.C., February 15, 1999 -- Owens -Brockway Plastic
Containers announced today that it intends to close its manufacturing
plant located at 5205 Hovis Road by May 17.
The plant currently has 88 hourly and eight salary employees. It
began operations in 1961. Currently, it manufactures blow -molded
plastic containers, primarily for consumer household and automotive
products.
Tim Fletcher, area manufacturing manager, said, "We sincerely regret
having to make this decision.- However, for a number of months we have
had a declining volume of business to the extent that it is now not
possible to operate the plant without a loss."
Operations at the plant will be phased out over the next 90 days as
the company consolidates production at other manufacturing facilities.
The company will work closely with customers now served by the plant to
ensure a smooth transition of all existing and new business. The
company also will work closely with employees with respect to
opportunities that may become available to transfer to other company
facilities.
Company officials announced the decision in meetings with employees,
including officials of the Glass, Molders, Pottery, Plastics, & Allied
Workers international Union, Local 146, the labor union representing
hourly employees. -
Owens -Brockway Plastic Containers is a unit of Owens-Illinois, Inc.,
a leading producer of glass and plastics packaging products.

Federal Water Pollution Control Act, as amended,

is hereby authorized to discharge stormwater from a facility located at
Hunt Manufacturing Company
2020 West Front Street
Statesville
Iredell County
to receiving waters designated as an unnamed tributary to Third Creek in the Yadkin Pee Dee River Basin
in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, H, III
and IV of General Permit No. NCGO50000 as attached
This certificate of coverage shall become effective April 9, 1993.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
