Inspection Summary:
This inspection was conducted as a routine inspection to assess the compliance of this facility with the NPDES General
Permit NCG030000. During this inspection I met with Alex Roberts to assess the SWPPP, analytical monitoring, qualitative
monitoring, and site BMPs and outfalls.
During this inspection I noticed few deficiencies including employee training, facility inspections, and record keeping. Please
ensure all records are maintained for at least 5 years including analytical monitoring, qualitative monitoring, facility
inspections, etc.

NPDES general permit This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Energy, Mineral and Land Resources (Division). The Division may require modification or
revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division or permits required by

forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state -
NPDES general permit This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Energy, Mineral and Land Resources (Division). The Division may require modification or
revocation and reissuance of the. Certificate of Coverage. This permit does not affect the legal

In talking with staff here, in general, Including the threshold hazardous question is really informational.
The Division of Waste Management would be the group that would inspect and enforce in this area.
if a facility indicates in their NOI that they are a large quantity generator, that might mean that we
should put them under an individual permit rather than a general permit and specifically tailor that
individual permit for what hazardous materials they are using that could be exposed to stormwater.
So bottomline, we would not inspect them to determine whether they are or are not a CESQS facility,
the Div of Waste Management would.

Thank you for the information. When we go out and perform inspections, we do not have a copy of the
application available to us. The language within the General Permits is pretty similar and does not spell
out any conditions relating to CESQG. When performing the inspections, how do we know if they are still
meeting the exemption qualifications if we don't know they are exempt in the first place? Is there a way
to have language inserted into the permit for applicants who claim this exemption so that we know and
look to see if they are meeting the exemption qualifications?

they don't need to send that information to us.
They must keep records onsite of how much they generate that we could review on a site visit.

recommendation to issue the permit. I recognize that you may not visit each new permittee during this
NOI review, but it affords you the opportunity to log the permit into your regional database and add the

forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state -
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Energy, Mineral and Land Resources (Division). The Division may require modification or
revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division or permits required by
the Division of Water Resources, Coastal Area Management Act or any other federal, state or local
governmental permit that may be required.
