Your coverage under the General Permit is transferable only through the specific action of DWQ.

I left you a voice mail this morning, returning your call from the last week of December. As you will see from the
attached email chain we spoke about this on April 24, 2012. My understanding is that our site status had been changed
to No Exposure, but I am not aware that we applied for this status change. When I requested a copy of the No exposure
document, Bridget Munger provided a screen shot of the classification, but no document. I have continued with the
semi-annual sampling requirements as covered in the permit.
I will tell you that a large portion of our manufacturing business did leave the site in 2009 and relocate to our Mocksville,
North Carolina facility. Of the five buildings on our campus, only a portion of two buildings still conduct manufacturing
type operations (the remainder is office space). We have R&D work on air compressors and pumps, and a re -
manufacturing operation for air compressors. We have three outside cooling towers (one has a containment structure)
and two outside diesel generators which have containment structures. We may be able to reclassify as No Exposure, but
again to my knowledge this has not been done for our location. Our warehouse facility in north Charlotte did apply for
No Exposure a couple years.a2,o, and 1 wonder if this somehow got mixed up with our location in Davidson. I look

Please see the attached renewal application and contact change letter. I will also mail out a copy of this information
today.
I just want to review our conversations about this matter. I called NCDENR DWQ on Tuesday April 24 inquiring about the
renewal application for stormwater permit COC NCG030036. I spoke with Bradley Bennett about the situation. He said
all renewal forms were mailed out in mid -March and he would check on our information. I spoke to you on April 25. You
said a review of our paper files was done and records indicated we were not an active permit, but classified as No
Exposure. I believe you stated this was dated in April 2009. 1 was not aware of this change and had continued following
the permit sampling protocol and requirements. After speaking with your supervisor, you emailed me a copy of the
Renewal Application Form. I am returning that form along with a contact change for future correspondence.
I would like to request a copy of the No Exposure information found in our file be emailed to me for my records. This will
help explain the actions I'm taking now when the subject is discussed in the future.

Your facility is currently covered for stormwater discharge under General Permit NCG030000. This permit expires
on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal
Application Form. The application must be completed and returned by March 4, 2002 in order to assure continued
coverage under the general permit.
Failure to request renewal within this time period may result in a civil assessment of at least $250.00. Larger
penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your facility
without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the I 1 categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facilty industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional

Permits Unit Web Site at http://h2o.enr.state.nc.us/su/storrnwater.htmi
If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed
Rescission Request Form. Mailing instructions are listed on the bottom of the form. You will be notified when the
rescission process has been completed.
