Dear Mr. Concepcion:
We are in receipt of your letter received in our office on June 21, 2017 regarding a representative outfall for the Scott Technologies Inc.
facility located at 4320 Goldmine Road Monroe, North Carolina. The proposed representative outfall would encompass stormwater
runoff from current outfall 3.
The Mooresville Regional Office staff inspected the subject facility on August 17, 2017 and met with Mr. Concepcion, Plant
Health and Safety Manager. During the site visit we discussed past analytical monitoring records, drainage areas to each outfall, and
changes on site. It was noted that outfalls number 3 previously showed analytical monitoring results in above the benchmark levels for
Copper, Lead, Zinc and TSS.
To fully prove outfall 3 impacts from offsite construction, please sample during the next rain event at the point where the
stormwater enters your site. Please analyze for all parameters and email the result to me when received to further evaluate upstream
impacts.
In light of the above, it was agreed that The Scott Technologies Inc is to test sample from all the outfalls during your second
semi-annual discharge monitoring. -

Inspection Summary:
Scott Safety a Tyco International Company is located on approximately 35 acres of property at 4320 Goldmine Road in
Monroe North Carolina. The Scott Safety was inspected on August 17, 2017 for a technical assistance inspection reagarding
an offsite TSS impact for the stormwater. At the time of inspection, the facility was found to be in compliance with the metal
fabrication stormwater discharge COC. Although it was noted analytical sampling result on June 8, 2D17 that SDO-3 reading
above the benchmark value due to construction next to the property. However it is recommended to sample a runoff from the
construction prior to getting to your outfall. It is recommended that the facility continue to perform the semi-annual sampling
for all the Outfall of the facility. SDO-4 was not accessible during the inspection. It is recommended to clear areas leading to
the Outfall for inspection and collection of sample purpose.

On Thursday 3/30117 you have advised Life Safety Products, Monroe Operations ("Scott Safety") to evaluate
"representative outfall status" due to potential TSS exceedence caused by a nearby construction. Only stormwater
discharge outfall #3 or SDO-3 seems to be affected by the ConMet Aluminum Castings Plant Expansion.
On Friday 4119/17, 1 notified "Scott Safety" Senior Leadership Team of our phone conversation in which you proposed a site
visit by Mrs. Holliday Keen, NCDEQ — Union County. As of Mon 6/19/17, we have no records to indicate that 1) Mrs. Keen
has completed the site inspection or 2) that an exemption to sample SDO-3 was granted.
Just to make sure we can quantify the potential risk for NC030000 permit exceedence(s), we sampled the referred outfall on
Tuesday 5/23117. "Scott Safety" received the lab results from Monark Industrial Services (aft. Mark Johnson) on 618117.
Copies have been provided through SPPP Analytical Sampling SDO 3-Application for representative outfall status 6-
8-lZpdf.
As you can see in the chart below, SDO-3 readings were above benchmark values and are at a historical peak:

our second semi-annual report in the next couple of months. Our concern is that "Scott Safety" has no ways to improve

manufacture use the definition as found in 40 CFR.469.12; for electronic,crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray
tube manufacture use the.definition found in 40 CFR 469.31).
