On 4/29/201 u, the Division of Water Quality received your request to rescind your coverage under
Certificate of Coverage Number NCG030561. In accordance with your request, Certificate of Coverage
Number NCC030561 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to
waters of the State without valid coverage under an NPDES permit will subject the responsible party to a
civil penalty of up to $25,000 per day. It is the intention of DWQ that enforcement proceedings will
occur for persons :liat have voluntarily relinquished permit coverage when, in fact, continuing permit
coverage was nteessary. If, in retrospect, you feel the site still requires permit coverage, you should
notify this offcc..4:nmediately. Furthermore, if in the future you wish to again discharge to the State's
surface waters, you must first apply for and receive a new NPDES permit.
If the facility is in the process of being sold, you will be performing a public service if you would inform
the new or prospective owners of their potential need for NPDES permit coverage.

Inspection Summary:
Based on a site review, it was recommended to the permittee by the inspector that this facility pursue a No -Exposure
Certification. There was no outside storage of raw, intermediate, or waste materials, and there were no industrial
activities taking place where exposure to SW would occur.
It should be noted that Kontane Logistics now leases the former ASL building and continues to maintain the original
manufacturing process. Current plans are for Alcoa to continue to maintain a presence there until such time as the
building's lease expires later this summer. At that time, it is anticipated that all manufacturing operations at this building
will cease and move to a new location. If the site is closed and all manufacturing operations ceased, the permittee should
seek to have the subject COC rescinded by submitting a written request to the Division.

Our records indicate that you have been issued the subject Certificate of Coverage (COC) under NPDES
General Permit (GP) No. NCG03000 from the North Carolina Division of Water Quality to discharge stormwater
associated with industrial activities performed at your facility. The purpose of this letter is to advise you that Mr.
Michael Parker with'the Division's Mooresville Regional Office will be conducting an inspection at your facility on
March 16, 2010 at 9:00 am to ascertain compliance with the subject COC. If this date and/or time are not
convenient for you or there is someone else with your company that will be available to accompany Mr. Parker

In accordance with your application for a discharge permit received on June 14, 2007 we
are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject
state — NPDES general permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the US Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, Coastal Area Management Act or any other
federal or local governmental permit that may be required.
Please note that the attached permit expires on August 31, 2007. Your COC will be
automatically renewed to cover the full 5 year term of the soon to be reissued permit. In the
interim you must abide by the terms of the expiring permit. You can review the proposed
