Re; Waiver of TTO report requirements
As per the requirements of on COC # NCG030544 we are hereby
submitting the enclosed information an our ques or a waiver of the reporting
requirements for Total Toxic Organics in our semi-annual reporting of storm water
discharge outfalls.
As per our SPCC requirements, we currently monitor the outfalls semi
annually on a qualitative report filed in our SPCC manual. This in turn, is then
backed up with an analytical report twice per year following the benchmark
standards set forth in our permit.
At the present time, we operate our solvent management plan as part of our
overall Environmental Management System. In 2009, our goal is a reduction of our
solvent usage by 20%. Since 2004, we have continued to reduce our usage of
solvents overall throughout the facility through changes in processes as well as in
products used for other processes. We continue to improve in our reduced solvent
improvement goals. Through our EMS, we have placed all recyclable as well as
stock material either in secondary containment, under cover, or in some cases, both.
We continue to make improvements where feasible and concentrate heavily on our
commitment to the environment.
Our primary focus continues to be on improvement. With the waiver of this
requirement, our focus will continue to improve the overall facility performance and

1 Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture electronic crystals, or
manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject
to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.1 I; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for
electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31).
Facilities that develop a solvent management plan to be incorporated into the Stormwater Pollution Prevention Plan may make a request to DWQ that monitoring of total toxic
organics be waived. The solvent management plan shall include a list of the total toxic organic compounds used; the method of disposal used instead of dumping, such as
reclamation, contract hauling, or incineration; and the procedures for assuring that toxic organics do not routinely spill or leak into the stormwater. For those facilities allowed such a
waiver, the discharger shall include the following signed certification statement on the discharge monitoring report:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I
certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater
runoff has occurred since filing the last discharge monitoring report. 1 further certify that this facility is implementing the solvent management plan included in the
Stormwater Pollution Prevention Plan."
