Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), l certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

Please verify whether Qualitative Monitoring must be performed during a "representative storm
event" or "measureable storm event" (requirements vary, depending on the permit).
Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be
performed during a "representative storm event" or during a "measureable storm event." However,
some permits do not have this requirement. Please refer to these definitions, if applicable.
A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall
and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than
0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no
precipitation.
A "measurable storm event" is a storm event that results in an actual discharge from the
permitted site outfall. The previous measurable storm event must have been at least 72 hours
prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter
interval is representative for local storm events during the sampling period, and the permittee
obtains approval from the local DWQ Regional Office.

may be wa;ved. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or

NPDES Stormwater Discharge Permit, NCG030520 Certificate of Coverage and for Stormwater
Fee Credit with the City of Fayetteville. This facility located at 610 S. King St, Fayetteville, North
Carolina drains into the Cape Fear River. A copy of the Compliance Inspection Report is

On July 22, 2015, a site inspection was conducted for the Union Corrugating Company facility located at 701
South King Street, Fayetteville, Cumberland County, North Carolina. A copy of the Compliance Inspection
Reportis enclosed for your review. Ms. Irene Boden, HRISafety Manager, and Mr. Tom Eckert, General
Manager, were also present during the inspection and their time and assistance is greatly appreciated. The
site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit
NCG030000, Certificate of Coverage NCG030520. Permit coverage authorizes the discharge of stormwater
from the facility to receiving waters designated as Cape Fear River, a Class WS-IV;CA waterbody in the
Cape Fear River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG030000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day, per violation. If you or your staff has any questions,

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:

Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be
performed during a "representative storm event" or during a "measureable storm event." However, i

A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall
and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than
0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no

A "measurable storm event" is a storm event that results in an actual discharge from the
permitted site outfall. The previous measurable storm event must have been at least 72 hours
prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter
interval is representative for local storm events during the sampling period, and the permittee
obtains approval from the local DWQ Regional Office.

My name is Irene Boden, I have been appointed by Union Corrugating as the Human
Resource/Safety Manager on June 16, 2014. My duties are to make assure Union
Corrugating is in compliance to any and all regulations set forth by the state and federal
laws.
Regarding the Stormwater testing done December 2013, water samples were taken and
report to Microbac for results. Based on found documents, results were received and in
order to avoid the situation, my predecessor sent in a DMR indicating a "No Flow". With
further investigation, I was able to obtain a copy of the results from Microbac. These
results indicated we were "OVER" the benchmark values for Copper, Lead, TSS, and
Zinc. We have set forth a revised protocol and management team to assure we stay in
compliance. Our corrective action plan is to conduct testing on October 15, 2014, and
monthly till we meet the requirements of Tier II. We understand and take responsibility
for the past actions and will do our best to gratify the future of Union Corrugating and the
City of Fayetteville.
