This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended). The following information is included with your permit package: • A new Certificate of Coverage (CDC) • A copy of General Permit NCG030000 • A copy of the Technical Bulletin for the General Permit • Two copies of the Discharge Monitoring Report (DMR) Form • Two copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the permit to update your current SPPP to reflect all new permit requirements. The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. The more significant changes in the General Permit since your last COC was issued are noted either in the Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wg/ws/su/current- notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are posted on the Stormwater Permitting Unit's website with the new General Permit. Both monitoring events in 2009 showed exceedance of TSS, however, based on lab reporting only one sample was tested even though two containers were sent. Samples were possibly mixed at the lab, plus samples have been collected at the wrong representative outfall. Personnel advised that if next sampling event showed exceedance then monthly monitoring should begin. After reading their request letter, I agree with you that it sounds like they qualify for representative outfall status for outfalls 1 and 2. 1 recommend proceeding with granting them representative outfall status. Be sure to include in the letter you send back to them that they maintain a copy of the letter on file at the facility. That way when an inspection is conducted they can provide it to the inspector. Otherwise they might get a Notice of Violation for not sampling all of their outfalls. Thanks for sending me a copy of their request letter and allowing me to review and comment on it. The property is located on Country Club Road and encompasses approximately 17 acres. The plant is bound on the northeast side by Country Club Road and on the southwest side by US Highway No. 52. The facility's address is 2020 Country Club Road, Wadesboro, North Carolina 28170. The facility's general location is shown on the attached Figure 1, Site Location Map. Plant production activities include the manufacture and assembly of manual, as well as, electrical hoists. Manufacturing processes at Coffing Hoists consists of sawing. stamping, machEnln0. washing, induction burdening, through hardening, assembly; cleaning, painting, packing and shipping. Site drainage is routed from the immediate area by shectllow and by way of stormwater drainage systems. Stormwater from the plant eventually discharges southwest of the plant and has been broken down into six (6) main drainage areas. A StorniNvater Discharge Outfall (SDO) has been assigned to the outlet of each of these drainage areas (Outfalls 1, 2, 3, 4, 5, and 6), which can be seen on attached figure 2. Outfall 6 is redundant in that it captures the same type of drainage as outfall 5 and any additional stormwater drainage from the grassy area of the property that outfall 5 did not capture, and thus, is also considered unwarranted. Based on the information provided above, outfalls 1 and 2 are representative of the site. S&ME, on behalf of Coffing Hoists, requests that the outfalls 3, 4, 5, and 6 be removed from the present sampling requirements in the facility's stormwater permit (NCG030000). CONCLUSIONS S,S-ME, on behalf of Cooing Hoists, requests the reduction fi-om six outfalls on the Cofting Hoists property, down to two pratfalls, namely Outfall I ant] Outfall 2, as these outfalls arc representative of other discharges from the site. Outfall I captLTres portions of the parking lot areas to the northeast, the used oil area (uploading and unloading areas) to the east and the roof storniNvater drainage from the north side of the facility, along with any lawn maintenance activity. Outfall 2 captures the shipping/receiving areas, and roof stormwater drainage from the south side of the facility along with any Iavvii maintenance operations. The remaining outfalls on the site are somewhat redunclant in their purpose of providing data regarding contaminated stormwater from the site. Outfall 3 and outfall 4 sit beside one another and provide drainage into an unnamed tributary from similar areas on the property and collect stormwater in the same location as outfall 1. Therefore, outfall 3 and outfall 4 should be considered unnecessary sample points. Outfall 5 collects stormwater from most of the grassy area of the property to the west of the facility in addition to the drainage from the staff parking lot on the northwest portion of the property. This area remains dry the majority of the time, even during rainfall events. Because Stormwater Permit NCG030000 S&ME Project No. 1354-05-845A Coffing Hoists, Wadesboro. NC September 28, 2006 outfall 5 catches parking area drainage similar to outfall 1, outfall 5 appears unwarranted. Outfall 6 is redundant in that it captures the same type of drainage as outfall 5 and any additional stormwater drainage from the grassy area ofthe property that outfall 5 did not capture, and thus, IS also considered unwarranted. Based on the information provided above, outfalls 1 and 2 are representative of the site.
