Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project is located on the Lake Lynn Greenway Trail within in the City of Raleigh's Lake Lynn Park. The area is comprised of the forested floodplain of an unnamed tributary to Hare Snipe Creek and the forested hillsides surrounding Lake Lynn. 4b. Explain the purpose of the proposed project:* The purpose of the project is to rehabilitate the existing asphalt greenway trail. Tree roots have damaged the greenway causing cracking and uplifting. The proposed project will repave a portion of the greenway, remove select trees that have caused the damage and replace several damaged culverts. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The existing asphalt greenway trail Will be removed, tree roots within the footprint will be grubbed, and trees causing the damage Will be removed. After preparation of the base new asphalt Will be installed. Several damaged culverts will also be replaced. The length of the culverts Will remain the same or decrease. A rip rap apron will be installed at the outlet of the culverts. All greenway work will be conducted within the footprint of the existing greenway trail. Sediment and erosion control devised will be installed prior to initiation of construction. See attached plan. Equipment used will consist of excavators, dump trucks, backhoes, cranes, etc. Equipment will be sized appropriately to fit in the narrow work corridor and minimize impacts to surrounding areas. 4j. Comments: All buffer impacts at area 1-3 and 5-9 are related to culvert replacement under the greenway and the placement of rip rap around the culverts. Culverts will be the same size and length. At area 4, fill will be placed in an eroded area. Several trees within the buffer will also be removed. The tree removal is located away from the culvert installation. The tree roots have damaged the greenway. The trees are being removed to reduce future damage to the rehabilitated greenway. Plans for the tree removal are attached. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: All work will take place within the existing maintained greenway corridor. Wetland areas were avoided. New culvert sizes and lengths will be the same as the existing. Rip rap pads at the culvert inlets and outlets was kept to a minimum. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: See attached erosion and sedimentation control plan. The limits of disturbance was kept to the minimum required to complete the work. Tree protection fencing will be installed to keep equipment out of sensitive areas.
