Sullins, Director Division of Water Quality By Authority of the Environmental Management Commission SECTION 5.0 SOLVENT MANAGEMENT PLAN A solvent Management Plan has been developed as part of the facility's waiver from monitoring [irr total toxic Organics (TTO). In accordance with the General Permit, the Solvent Management Nan shall include as a minimum: lists of the total toxic organic compounds used; the method of disposal used instead of dumping, such as reclamation, contract hauling, or incineration; and the procedures for assuring that toxic organics do not routinely spill or leak into the stormwater. In accordance with the permit, for the Dixon Quick Coupling facility, the definition of Total Toxic Organics is the definition contained in the EPA Effluent Guidelines and Standards for Metal Finishing (40 CFR 433.11). A copy of 40 CFR 433 is attached in Annex D. The following TTO compounds were identified at the Dixon Quick Coupling- Petroleum solvent naptha consisting of predominantly C9-C12 hydrocarbons. None of these compounds arc disposed into the storm or sanitary sewers. Table 5-1 provides a list of the TTO compounds used at the facility and the corresponding method of disposal. a Petroleum solvent naptha, medium aliphatic is a complex stream of predominantly-C9- C12 hydrocarbons. The solvents are removed and replaced by Crystal Clean. The metals primarily used are steel, stainless steel, brass, and aluminum. The Standard Industrial Classification (SIC) Code for this type of industry is 3498 — Fabricated Pipe and Pipe Fittings- For industries classified under major SIC Group 34 — Fabricated Metal Products, a stormwater permit is required if materials, material handling equipment or industrial machinery are exposed to stormwater. Since there is outdoor storage of material at the facility, Dixon Quick Coupling requires NPDES General Stormwater Permit No. NCG030000. Compliance History: The permitteelfacility does not have any prior compliance issues with the NC Division of Water Quality or with Charlotte -Mecklenburg Storm Water Services (CMSWS). Industrial Operations/City of Charlotte Stormwater Ordinance Review: Dixon Quick Coupling should implement pollutant source reduction measures to minimize the impacts of stormwater pollution at the site. Examples of source reduction measures include routine parking lot cleaning and covering outdoor scrap metal containers that are exposed to stormwater runoff. In addition, Charlotte -Mecklenburg Storm Water Services (CMSWS) recommends Dixon Quick Coupling to continue using straw bales and/or gravel to filter stormwater runoff at the site.
