I wanted to thank you for your assistance during the visit and for your actions to date to reduce the lead concentrations in the stormwater released from the Dixon Quick Coupling site. After reviewing your site it was agreed by all parties present that the following locations would be sampled for lead in an attempt to determine the source of the elevated lead in the stormwater on site. • Catch basin behind the warehouse (2 samples) — this catch basin appears to be at the head of the drainage line that runs through "brass alley". There were two pipes that discharge to this catch basin. One appears to be a roof drain line and the other pipe's source was not evident and could be adding stormwater flow from off -site. Both pipes should be sampled. Sampling of this catch basin would give a "background" concentration for lead before entering "brass alley". • Discharge pipe at the end of "brass alley" (1 sample) — this sample should show how much lead is added to stormwater from the brass stored in this area • Brass storage (1 sample) -- this sample is to be of water poured over the brass rods stored in brass alley" to ascertain how much lead might be shed from -the storage of this material outside and exposed to stormwater. • Current outfall (2 samples) — it was noted during the inspection that there are two pipes that contribute stormwater to the current "outfall" that is being sampled on site. One pipe comes from the parking lot and "brass alley" and the other collects stormwater from the drainage line that runs through the main Dixon manufacturing area. This sample should identify if one of these areas is contributing more lead than the other to stormwater discharges from the site During the site visit the compliance status of Atlantic Scrap and Processing facility on Atando Avenue (across the street) was raised. After some research it was determined that this facility is currently covered under Certificate of Coverage NCG200351, Wholesale Trade of Metal Waste and Scrap stormwater discharges. Our database indicates that the facility was inspected for compliance with their NPDES permit in early 2008 by Ms. Heather Sorensen and Ms. Erin Hall of the Charlotte -Mecklenburg Stormwater Services Group (Mr. Ron Eubanks's co-workers) and Atlantic Scrap and Processing was found to be compliant with this general permit at the time of the inspection. Please forward the stormwater samples results when you get them so we can discuss and determine any additional sampling/measurements at Dixon Quick Coupling. From the inspection, we did not identify any storm drain inlets other than the one large catch basin adjacent to the fence that is covered with vegetation and underbrush. There was an uncovered scrap metal dumpster on the property, but it was empty. There were no other obvious indicators of lead contamination observed on the property. As we discussed during the meeting, please plan to collect storm water samples for lead from the five (5) locations identified during the inspection meeting.. There was a concrete storm sewer pipe that drained storm water runoff from the scrap metal dumpster area at the site. The paved areas around the dumpsters were cleaned and a structural canopy was installed over the scrap metal dumpsters. To verify if the control measures were successful, clean water was discharged into the storm sewer at the site from a water truck to simulate a storm event. The sample collected from the water truck was non -detect for lead; however, the samples collected from the outfall were above the benchmark. In other words, clean water discharged into the storm sewer at the site was still above the benchmark for lead at the outfall. To address the possibility of residual lead contamination in the storm sewer at the site, the concrete pipe was replaced with HDPE pipe. Dixon Quick Coupling has not installed any structural BMPs to treat lead in the storm water runoff, but they have installed a structural canopy over the scrap metal dumpsters and they have replaced a section of the storm water concrete pipe near the outfall that was a possible source of the lead contamination. As you may be aware, Dixon Quick Coupling has exceeded their benchmark monitoring requirement for lead and they are currently preparing a Tier Two Response. From inspections at the site and meetings with Mr. Terry Carter, Dixon Quick Coupling has implemented both structural and nonstructural storm water control measures to address the elevated concentrations of lead in the storm water runoff from the site. So, presumably the source of the lead is not a mystery, right? Dixon knows that lead is on their site because it's in their manufacturing process somewhere, right? And presumably the control measures are primarily avoiding exposure, rather than treatment? From a recent storm water monitoring event, samples were collected at multiple locations on the property. There is some sheet flow from the adjacent property that drains onto the Dixon Quick Coupling property. Is there some suspicion that lead is coming onto the Dixon site from another source? If so, our general approach would be that Dixon is responsible for pollutants generated by them, or their predecessors, on their site: but they're not responsible for pollutants generated by other folks. The Mecklenburg County Water Quality Program will continue to work with NCDENR-Mooresville Regional Office to identify potential sources of lead at the Dixon Quick Coupling site and other properties in the surrounding watershed_ In the meantime, I would like to get some information from you or your staff on how similar facilities have addressed exceedences of their benchmark monitoring requirements. For Ter Two, facilities are required to shift into monthly sampling, and attempt again to evaluate the feasibility of some control response. We have limited data to date. None on lead, as far as I know (This Tiered approach is so new that we generally pay attention when someone actually installs a control measure in response to the analytical results, and I'm not aware of any on lead, yet.) But, again, it's usually cheaper for the permittee to control exposure, rather than install BMPs. If they continue on and accumulate four exceedences, then an individual permit is an option, but in the circumstances as I understand them at Dixon, what benefit would that be? Eubanks �MecklenbumCuntyNC.gov Tier One and Tier Two Response Permit NCG030000 The Right ConnectionTM Dixon Quick Coupling A Member of the Dixon Group DEC 19 2009 December 14, 2009 Terry Carter Facilities Engineer 1.0 Introduction Dixon Quick Coupling is a manufacturer of Quick Disconnect Couplings_ These couplings are made from a variety of materials including brass, steel and stainless steel. Dixon Quick Coupling is located at 332 Atando Avenue Charlotte North Carolina on approximately 4.2 Acres_ Dixon Quick Coupling's facility has approximately 77,835 square feet under roof. Beginning in February 2009, Dixon Quick Coupling began its storm water management practices depicted in General Permit NCG03000. It became apparent that we are exceeding our benchmark goal in total lead. Working together with Aware Environmental, located in Charlotte, we immediately began taking measures to correct this issue. Ron Eubanks with the Mecklenburg County Storm Water Quality Program came to our facility to conduct a storm water compliance evaluation. Dixon Quick Coupling passed this inspection knowing that we were expected to work towards meeting our total lead permit threshold. We worked closely with Ron, and at times ran split storm water samples that were tested by the City of Charlotte, producing results at or near the result levels analyzed by Pace Analytical. Pace Analytical is a local laboratory located in Huntersville, NC used by Dixon Quick Coupling in the testing of storm water. The following pages are details of measures taken to reduce total lead. 2.0 Testing and Control Measures • February 27, 2009 Ist qualifying storm event Samples were taken by Dixon Quick Coupling and tested by Pace Analytical for Ph, Total Lead, Total Suspended Solids, Oil and Grease • March 06, 2009 Received test results listed below for the storm event dated February 27, 2009 Table 1 Outfall Date Total Suspended Lead, Oil and No. Collected Solids pH Total Grease No. 2 1 Feb 27, 2009 108 m 7.9 .314 m /L 1 16.7 m /L Dixon Quick Coupling knowing that we were above our benchmarks on total lead took the following steps to correct the issue: March 16, 2009 • Dixon Quick Coupling excavated the area adjacent to the storm drain and added rock around the perimeter of the shipping area to alleviate the soil erosion in those areas. Bales of wheat straw were added to the entrance of the storm drain to catch any foreign debris before entering the storm drain. • March 21, 2009 Dixon Quick Coupling had the entire shipping area pressure washed, having all residue properly removed from the premises. • April 30, 2009 Dixon Quick Coupling purchased a building to cover and contain the scrap chip dumpsters stored in the shipping area. • July 28, 2009 1st qualifying storm event after improvement activities were complete. A water truck was hired to bring water to our facility to aid in determining the source of the lead causing us to exceed our total lead benchmark. The process for the aforementioned is as follows: l . The water truck would park within 20 feet from the entrance of the storm drain. 2. The driver of the water truck would start the water draining from his truck. 3 _ A sample was taken directly from the truck. 4. The water from the truck was allowed to follow the path of a normal rain event and another sample was taken from outfall No.2. 5. The sample taken directly from the truck as well as the sample taken from outfall No.2 was tested for total lead by Pace Analytical. Ron Eubanks with the Mecklenburg Division of Water Quality was present for this test and ran split samples that were tested by the City of Charlotte. General housekeeping along with other potential structural BMP's are being researched. One concern, as referenced in Table 7, refers to a total lead concentration of .0393mg/L which was taken from behind our warehouse of storm water coming from an adjacent property_ This sample also exceeds the current threshold prior to entering the Dixon Quick Coupling property. It appears that the failure to meet the total lead threshold could be complicated by the run off from adjacent properties. Please find enclosed all test reports, as well as before and after pictures of measures taken to become compliant in total lead. The samples analyzed were grab samples collected during the sampling investigation performed on November 10, 2009, by Andrew Martin of Charlotte -Mecklenburg Storm Water Services_ This sampling investigation was conducted as part of a cooperative working agreement between Mecklenburg County and the Division of Water Quality. The NPDES permitting program for stormwater discharges was established in 1990. Phase 1 focuses on site and operations planning to reduce pollutant sources. Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage under a general permit or an individual permit, depending upon the facilities SIC code and the industrial activity occurring at the facility. There are currently 19 active general stormwater permits in North Carolina. One condition that is applicable to both the general permits and individual stormwater permits is the requirement to develop and implement site -specific comprehensive Stormwater Pollution Prevention plans (SPPP). These plans are required to include a comprehensive evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge. Copies of the analytical monitoring results shall also be maintained on site. The Permittee shall retain records of all monitoring information, including all calibration and maintenance records and all original strip -chart recordings for continuous monitoring instrumentation, and copies of all reports required by this general permit for a period of at least 5 years from the date of the sample measurement, report, or application. o Expiration — The permittee is not authorized to discharge after the expiration date of the general permit.
