Stanley, NC 28164 800-438-6788 blum.com R eE!Ntb MAY 19 2017 CENTRAL FILES DWR SECTION Attached are a completed original and one (1) copy of Blum's Stormwater Discharge Outfall (SDO) Monitoring Report form from the stormwater sampling event conducted at our facility on April 3, 2017, The facility is currently under a Tier III status at one of the facility outfalls (SW003) for four (4) separate exceedances of Total Zinc. As per the stipulation of the General Permit, Blum has notified and had a site inspection conducted by Ms. Holliday Keen with the NCDEQ Mooresville Regional Office on May 11, 2017. As observed by Ms. Keen, the facility does not store, manufacture or process any raw, intermediate, or waste by-products outdoors with the exception of two (2) covered scrap metal dumpsters. Facility BMP's are in place to ensure that any scrap metal that may accidentally be dropped outside these dumpsters during transit are swept up using magnetic sweepers on an as needed and weekly basis. The facility has spent approximately $60,000 in capital and operating costs for BMP's and stormwater outfall rehabilitation in order to improve the quality of stormwater discharged from the site. Therefore, at this time, we are requesting that the facility be granted relief from the monthly monitoring and tiered status for all stormwater outfalls due to: • The exceedances for metals are slightly above current benchmarks and if potential revised benchmarks (likely applicable with General Permit renewal in October 2017) are applied, then the facility would not be in Tier III status. A summary table indicating the current and potential benchmarks that NCDEQ may adopt and the effect on the tiered status for the facility is provided as an attachment to this letter. • The potable water used for landscaping and irrigation which are allowable non-stormwater discharges contain elevated levels of Copper (72 ug/L) and Zinc (510 ug/L), and; 0 1S0 9001 Gerofied Ouality SyStem ibluiri • Per the recommendations of our environmental consultants and based on observations by NCDEQ personnel (Ms. Marcia Allocco in October 2012 and Ms. Holliday Keen in May 2017), the facility is a candidate for No Exposure status. We will be applying to obtain No Exposure for industrial activities exposed to stormwater, shortly. In the meantime, we respectfully request that NCDEQ grant us relief from monthly stormwater monitoring based on the factors listed above. The facility is currently under a Tier II status at two of the facility outfalls (SW003 & SW004) for exceedances of Total Copper and Zinc and has instituted monthly monitoring at these outfalls because of the metals exceedances. The facility has historically sampled for stormwater from Outfall SWOOiwhich drains Drainage Area I of the facility. However, during investigations of the facility outfall status, another outfall was discovered that drains Drainage Area 1. This outfall (Outfall SWO04) is considered more accessible with regards to obtaining stormwater samples due to engineering controls installed at Outfall SW001 to control the stormwater flow from the facility towards Old Plank Road. Therefore, since Outfalls SWOOI & SWO04 drain the same area within the facility, Outfall SWO04 is considered the representative outfall for Drainage Area I and all future samples will be collected from this Outfall. In addition, these sample results are being reported slightly over the thirty (30) day reporting period due to splitting the stormwater samples between two (2) certified third party laboratories to verify the stormwater sample results. While one of the certified laboratories was able to analyze and report the results within the stipulated time period, the other laboratory has had ongoing equipment issues with its Mass Spectrometer and therefore results from the 2" d laboratory is not available yet and if required will be reported when available. The facility is currently under a Tier 11 status at two of the facility outfalls (SW001 & SW003) for exceedances of Total Copper and Zinc and has instituted monthly monitoring at these outfalls because of the metals exceedances. The other remaining stormwater outfall is under Normal status. A historical summary of the stormwater analyses conducted at the facility is attached to this letter. Due to a rapid turnover in our EHS staff some stormwater analytical parameters were not analyzed during representative storm sampling events. In order to avoid such occurrences. the facility has recently hired an Environmental Consultant (Fiss Environmental Solutions) to provide guidance with the facility stormwater sampling program and to develop an updated comprehensive Stormwater Pollution Prevention Plan (SWP3) which has been initiated and developed as of December 2016. We are currently investigating the potential discovery of a 4" stormwater outfal1. Technical drawings have been requested from the engineering firm responsible for the work performed in that area of our facility. It will be integrated into our SWP3 if confirmed and added to the stormwater sampling protocol. Historically, the facility has not conducted any manufacturing operations outdoors. In addition, the facility has eliminated all outdoor storage of materials/products. The only outdoor storage consists of two (2) covered scrap metal dumpsters. Facility best management practices ensure that any necessary exposure during precipitation events is not significant. The areas around these dumpsters are inspected and swept on a regular basis. Magnetic sweeping is also conducted regularly on the main driveway around the facility. We are investigating the feasibility of installing a permanent cover over the 2 scrap metal dumpsters. Blum is dedicated to pollution control in all areas of production and will continue to emphasize pollution prevention in all aspects of its manufacturing and storage operations.
