C. Steele & Sons, Inc., facility in Statesville. For permit NCG030255 the Zinc levels in outfall 3 are above the benchmarks however; a letter of relief for Copper and Zinc was sent to us by Zahid S. Khan on January 7, 2015. The Non — Polar O & G at out -fall # 1 results were 20 mg/I compared to a benchmark of 15 mg/I. C. Steele & Sons, Inc., facility in Statesville. Previous testing for out -falls; #1 and #3 resulted in Tier Two monthly sampling. The results from this stormwater event will again put outfall #3 above the benchmark for copper and per the November results, zinc is also above the benchmark thus triggering Tier Three actions. The November results also put copper at the Tier Three level for the first time at outfall #1. As stated in our letter dated August 25, 2014; J. C. Steele & Sons, Inc. operates metal finishing processes at our location. The facility instituted Tier One and Tier Two actions as a result of previous benchmark exceedances. J. C. Steele & Sons, Inc. has implemented the following best management practices in an effort to reduce the metals discharged to the stormwater. • Implemented a stronger good housekeeping program including more frequent sweeping. • Changed several of our dust collector stacks from horizontal to vertical discharge and extended the height of the stacks. • Replaced broken asphalt and concrete so these areas can be better swept. • Had consultants on site to review and comment on our stormwater issues. • Cleaned around storm drains and installed filter barrier material in some areas. • installed curbs around stormwater drains to help settle the solids. • Curbing was installed at outfall #5 to redirect the water flow to a pit filled with rip -rap in an effort to slow down the water flow and help settle solids before reaching the outfall. This has resulted in No -Flows for each rain event. • After speaking with Mr. Michael Parker (NCDENR) the flow at outfall #4 was redirected to outfall #6. This was accomplished by installing a trench to redirect the water flow through a ditch filled with rip -rap material and then through a grassy area a before reaching outfall #6. • Before reaching.T'ier Three status a roof was installed over a dumpster and wash area. Also a trench was installed to redirect water flow to a ditch filled with rip -rap material in an effort to slow down water flow and help settle solids. The costs just for these two installations were over $42,000. • So far J. C. Steele has spent an additional $57,000 on the other improvements listed above. • J. C. Steele has also collected rain samples from the machine shop roof in May 2014. These samples were collected in the outfall #3 area before the water hit the ground. The copper level was 0.026 and the zinc level was 0.41 both of which exceed the benchmarks set forth in our permit. After notifying the Mr. Zahid Khad with the Regional Office back in August of this year, Mr. James Moore and Mr. Samar Bou-Ghazale with the regional office came by to see our site. Both Mr. Moore and Mr. Bou-Ghazale made suggestions for improvement which have been completed -by J. C. Steele. Our permit requires notification to the DWQ Regional Office Supervisor in writing when Tier Three status is reached. Mark Beaver with J. C.
