Steele & Sons, Inc. was unable to capture stormwater samples per our permit requirements for the period December 1, 2014 to December 31, 2014. This letter is for our Shop's Permit No. NCG030255. Steele & Sons Iredell County Statesville, NC We are in receipt of your December 16, 2014 letter documenting best management practices implemented at the Statesville facility and requesting relief from monthly monitoring. Based on the information provided and. a site inspection conducted September 19, 2014 the facility is in compliance with the tiered response actions and other conditions of the NCG030000 General Permit. Therefore, the Division is granting regulatory relief from the Tier responses. Upon receipt of this letter, the subject facility may resume the permit specified semi-annual analytical monitoring for the remainder of the current permit term which expires on October 31, 2017. This decision applies only to the copper and zinc benchmarks. A benchmark exceedance of any other parameter listed in your permit will trigger the tiered response actions as described in the general permit. You must notify this office, in writing, within five business days if you become aware of any significant source of copper or zinc at your facility that has the potential to be exposed to stormwater. The relief granted in this letter is contingent upon the current industrial practices at J.C. Steele & Sons. C. Steele & Sons, Inc., facility in Statesville. Previous testing for outfails #1 and #3 resulted in Tier Two monthly sampling. The results from this stormwater event will again put outfall #3 above the benchmark for copper and per the November results, zinc is also above the benchmark thus triggering Tier Three actions. The November results also put copper at the Tier Three level for the first time at outfall #1. As stated in our last letter dated August 25, 2014; J. C. Steele & Sons, Inc. operates metal finishing processes at our location. The facility instituted Tier One and Tier Two actions as a result of previous benchmark exceedances. J. C. Steele & Sons, Inc. has implemented the following best management practices in an effort to reduce the metals discharged to the stormwater. • Implemented a stronger good housekeeping program including more frequent sweeping. • Changed several of our dust collector stacks from horizontal to vertical discharge and extended the height of the stacks. • Replaced broken asphalt and concrete so these areas can be better swept. • Had consultants on site to review and comment on our stormwater issues. • Cleaned around storm drains and installed filter barrier material in some areas. Installed curbs around stormwater drains to help settle the solids. • Curbing was installed at outfall #5 to redirect the water flow to a pit filled with rip -rap in an effort to slow down the water flow and help settle solids before reaching the outfall. This has resulted in No -Flows for each rain event. • After speaking with Mr. Michael Parker (NCDENR) the flow at outfall #4 was redirected to outfall #6. This was accomplished by installing a trench to redirect the water flow through a ditch filled with rip -rap material and then through a grassy area before reaching outfall #G. • Before reaching Tier Three status a roof was installed over a dumpster and wash area. Also a trench was installed to redirect water flow to a ditch filled with rip -rap material in an effort to slow down water flow and help settle solids. The costs just for these two installations were over $42,000. • So far J. C. Steele has spent an additional $57,000 on the other improvements listed above. • J. C. Steele has also collected rain samples from the machine shop roof in May 2014. These samples were collected in the outfall #3 area before the water hit the ground. The copper level was 0.026 and the zinc level was 0.41 both of which exceed the benchmarks set forth in our permit. After sending you notification back in August of this year, James Moore and Samar Bou- Ghazale came by to see our site. During their visit Mr. Bou-Ghazale suggested we add mulch to a holding pit at outfall #1 to try and capture the copper and zinc in our stormwater. This project has been completed per his request. Mr. Moore suggested we move a hopper containing metal chips/shavings from our machine shop operation to a covered area and to contain the leaks coming from the hopper. This project too has been completed. Our permit requires notification to the Raleigh Office in writing when Ter Three status is reached. -This notification was forward to the Raleigh Office along with a statement telling of , riot ication. You will find a summaryof the lab analysis for outfall #1 and outfall #3 for the 1;rn h of November. Having put in place all the best management practices shown above; J. C. This has resulted in No -Flows for each rain event. • After speaking with Mr. Michael Parker (NCDENR) the flow at outfall #4 was redirected to outfall #6. This was accomplished by installing a trench to redirect the water flow through a ditch filled with rip -rap material and then through a grassy area before reaching outfall N. • Before reaching Tier Three status a roof was installed over a dumpster and wash area. Also a trench was installed to redirect water flow to a ditch filled with rip -rap material in an effort to slow down water flow and help settle solids. The costs just for these two installations were over $42,000. • So far J. C. Steele has spent an additional $57,000 on the other improvements listed above. • J. C. Steele has also collected rain samples from the machine shop roof in May 2014. These samples were collected in the outfall #3 area before the water hit the ground. This facility has three outfalls that discharge stormwater runoff from industrial activity areas. We are requesting representative status for SDO-001 (see enclosed Map 2) for the following reasons: 1 Most of the SDO-001 drainage area encompasses industrial activity areas. 2. Most of the industrial activity occurring at this facility occurs within the SDO-001 drainage area. 3. The drainage area has high imperviousness. 4. The drainage area is the largest of the three. Outfall SDO-002 carries runoff from a shipping/ receiving access road and a gravel trailer parking lot. Outfall SDO-003 carries runoff from a shipping/ receiving access road and from a paved areas where the dumpster and some scrap debris is located. This permit expires on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible for continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in advance that your permit will he expiring. Enclosed you will find a General Permit Coverage Renewal Application Form. The application must be completed and returned by March 4, 2002 in order to assure continued coverage under the general permit. Failure to request renewal within this time period may result in a civil assessment of at least $250.00. Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and could result in assessments of civil penalties of up to $10,.000 per day.
