Subject: Rescission of NPDES Stormwater Permit
Certificate of Coverage Number NCG030181

On Rescission requested, the Division of Water Quality received your request to rescind your coverage
under Certificate of Coverage Number NCG030181. In accordance with your request, Certificate of
Coverage Number NCG030181 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to
waters of the State without valid coverage under an NPDES permit will subject the responsible party to a
civil penalty of up to $25,000 per day. It is the intention of DWQ that enforcement proceedings will
occur for persons that have voluntarily relinquished permit coverage when, in fact, continuing permit
coverage was necessary. If, in retrospect, you feel the site still requires permit coverage, you should
notify this office immediately. Furthermore, if in the future you wish to again discharge to the State's
surface waters, you must first apply for and receive a new NPDES permit.
If the facility is in the process of being sold, you will be performing a public service if you would inform
the new or prospective owners of their potential need for NPDES permit coverage.

t1.0 EXECUTIVE SUMMARY
' Southern Steel Company, LLC's Sam Neely Road, Charlotte, North Carolina facility is operating
under Storm Water General Permit Number NCG030000, Certificate of Coverage Number
' NCG030181. Southern Steel Company, LLC is requesting that:
• Outfall 001 be found representative of Outfall 004, and
t• Outfall 002 be found representative of Outfall 003
based on the reasons outlined in this report.
' 2.0 REQUEST THAT OUTFALL 001 BE CONSIDERED REPRESENTATIVE OF
OUTFALL 004
' Outfall 001 and Outfall 004 include drainage from the west part of the Sam Neely Road facility.
Outfall 001 was installed when Southern Steel Company, LLC began initial site work in 2002.
' As shown on the Storm Water Site Plan, provided as Appendix A., Outfall 001 and Outfall 004
are connected just south of the Drill Line Pad. Outfall 001 includes drainage from m the majority
of the Drill Line Pad including the most active processing areas.
1 In this joined basin, the primary industrial activities are:
' * Structural steel storage,
• Shot blast dust collector operations, and
• Drill Line / Cutting Line operations.
' Prior to this request, Southern Steel Company, LLC was sampling the convergence of Outfalls
001 and 004 after the pipes exit. In follow up to an inspection by Mecklenburg County Storm
' Water Services, Outfall 004 was established.
3.0 REQUEST THAT OUTFALL 002 BE CONSIDERED REPRESENTATIVE OF
' OUTFALL 003
' Outfall 002 and Outfall 003 include drainage from the east part of the Sam Neely Road facility.
Outfall 003 is a grass swale located on the far east property line. Outfall 003 is an intermittent
discharger and may not discharge for extended periods. As shown on the Storm Water Site Plan,
' provided as Appendix A., Outfall 002 and Outfall 003 includes drainage from east part of the
property.
In these basins, the primary industrial activity is:
• Structural steel storage.
' Outfall 002 also includes plasma dust collector operations and covers the more active areas of
the basins.

Prior to this request, Southern Steel Company, LLC was not sampling Outfall 003 due to limited
industrial activity and the intermittent nature of the discharge. Since the development of the
original Stormwater Pollution Prevention Plan, the employee parking area draining to Outfall
003 was converted to steel storage.
