The company markets, designs, and manufactures industrial electric motors and mechanical power transmission products. Holliday Keen performed a previous routine site inspection on June 16, 2016. The site was observed to be in compliance with the NCG030091 Permit; however, additional information will likely be required for the revision of the sampling location based on the operations observed on the property. As discussed during the inspection the facility will submit a representative outfall status for outfall #3, #4, and #5 after consulting with an engineer. The record for the qualitative monitoring were not found during inspection. The analytical monitoring records is not complete. Test result conducted at outfall #1 and #2 were above the benchmark value for copper and zinc as noted on the previous inspection. VAN DER VAART Secretary TRACY DAVIS Director Subject: Baldor Electric Company NPDES Stormwater Permit Stormwater Permit Certificate of Coverage No. NCG030091 Representative Outfall Status Request Dear Mr. Hamrick: We are in receipt of your letter received in our office on May 24, 2015 regarding a representative outfall for the Baldor Electric Company facility located at 101 Reliance Road in Kings Mountain, North Carolina. The proposed representative outfall would encompass stormwater runoff from current outfalls 2-7 at a convergent location. The Mooresville Regional Office staff inspected the subject facility on June 16, 2016 and met with Mr. Sam Hamrick, Plant Engineer and Environmental Manager. During the site visit we discussed past analytical monitoring records, drainage areas to each outfall, and changes -on site. It was noted that outfalls 1, 6, and 7 previously showed analytical monitoring results in exceedance of benchmark levels for Copper and Zinc. We also viewed each outfall and the respective drainage area on site during the inspection. It was confirmed that outfall 7 has been filled in and the stormwater has been redirected to outfall 6 via the installation of curbing. I was also able to confirm that outfalls 3, 4, and 5 collect stormwater runoff from the parking areas only and all stormwater reflecting plant activity is directed to outfalls 1, 2, and 6. Lastly, we viewed the proposed representative outfall located approximately 1000 feet east of the plant parking lots, near Potts Creels. We observed running water in the proposed outfall area as viewed in Figure 1 below. Upon further investigation using Cleveland County GIS programs, we found that the proposed outfall is lying within a creek which is an unnamed tributary to Potts Creek as seen in Figure 2 below. Alternatively, we suggest analytical monitoring continue at outfalls 1, 2, 3, 4, 5 and 6. You can also request outfall 3, 4, and 5 to represent the parking lot areas. The sample to represent the parking lot areas should be taken from one of the three outfall pipes and not at a convergent location to avoid diluting the sample by collecting water from a stream channel. I'm requesting representative outfall status for three of our seven outfall locations shown on the site map. Outfalls one, two, and seven channel storm water from the parking lots. I would like to exempt these from the sampling requirements. Representative Outfalls Outfalls three, and four channel storm water from our outside parts storage area and the area surrounding our chemical storage building and our hazardous waste storage building. Outfalls five and six are join together to form one outlet that carries storm water from the rooftop of the building. I would like to request permission to classify outfalls three, four and the combination rive and six to be our representative outfalls for sampling activity.
