You have our approval to place till material in 0.06 acres of wc--ands or waters for the purpose of`
constructing a sewer line at US 23 and NC 107, as you described in ..,wr application dated 22 April
1996. After re\iewiug your application, we have decided that this fi.- is covered by General Water
Quality Certification Number 3022. "Phis certification allows you to -,se Nationwide Permit Number
12 when it is issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you cescribed in your application. If
you change your project, you must notify us and you may be require:.: to send us a new application.
For this approval to be valid, you must follow the conditions listed i_?. the attached certification. In
addition, you should get any other federal, state or local permits beft- e you go ahead with your
project.
If you do not accept any of the conditions of this certification. -,)u may ask for an adjudicatory
liearing. You must act within 60 days of the date that you receive the letter. To ask for a hearing.
send a written petition which conforms to Chapter 150B of the Nora Carolina General Statutes to the

and containing 3 to 7 percent entrained air. The maximum grouting
pressure shall be 30 psi. The grouting shall start at the bottom of the
tunnel liner plates and proceed progressively and simultaneously on both
sides of the tunnel. The period between installation of tunnel liner plate
and the placing of grout shall not exceed seven (7) hours, without approval
of the Engineer.
4. The steel liner plates shall be installed immediately after the excavated
material has been removed and the material shall not be removed more than
24 inches ahead of the installed liner plates.
5. After installation of all the tunnel liner plates, the Contractor shall pour a
concrete pavement on the bottom quadrant (invert) of the tunnel, the
surface of the pavement being parallel to the inner plate, with screed rails
embedded in it, on line and grade for the installation of pipe in the tunnel.
6. After installation of the casing pipe or the tunnel liner, the carrier pipe shall
be installed. Each joint of the carrier pipe shall be supported at two points
by steel saddles or by pressure treated wood skids, strapped to the carrier
pipe with steel straps. The carrier pipe shall be blocked, in place, to
prevent flotation.
7. The open ends of the casing pipe or the tunnel shall be closed off by an
eight inch grout or masonry block wall prior to backfilling. A steel drain
line to a one cubic yard french drain shall be provided.
8. All operations of the Contractor shall be subordinate to the free and
unobstructed use of the Railroad's right of way for passage of traffic
without delay or danger to life, equipment or property. The Contractor
shall provide all necessary bracing, bulkheads, and shields to ensure
complete safety to all traffic at all times. The Contractor shall furnish
insurance as specified in the Supplementary Conditions. The Contractor
shall arrange for and pay for all flagmen, signs and other measures required
by the Railroad.
9. The interior of the storm drain casing pipe, if steel is used, shall be painted
with shop primer and Pennoxy II-31-B-20 by Pennsbury, Koppers 300M,
or equal, in accordance with the manufacturers instructions, after
installation of the pipe.
3.12 RIVER CROSSING
A. The Contractor shall construct the River crossing in the "dry" by providing a
temporary cofferdam or bulkhead of non-erodible material (see Detail MCM-11).
The cofferdam shall not obstruct more than one-half of the water surface at any

time and shall not extend more than three (3) feet above the normal water surface.
The Contractor shall not be allowed to operate construction equipment on the
native stream bottom, except during removal of the cofferdam. The Contractor
shall be advised that the level in the River fluctuates rapidly.
B. Non-erodible material shall be defined as burlap sand filled bags. Lose Earth
material for the cofferdam may not be used.
C. A bulkhead may be constructed in lieu of the cofferdam. The bulkhead shall be
made of wood, steel or some like material suitable to withstand the hydraulic
forces to permit construction in a dry trench.
D. The Contractor shall construct the crossings as indicated and shall then remove the
cofferdam, bulkhead, or whatever equipment or material that was used to construct
the crossing. The bottom of the river in the construction area shall be restored to
its original cross section. All disturbed areas on the banks of the river shall be
seeded and mulched in accordance with Section "02931. "
E. The Contractor shall comply with all terms and conditions of all permits issued by
the Corps of Engineers and the North Carolina Department of Environmental
Health and Natural Resources for this work.
F. The pipe and joints of the sanitary sewer entering or crossing streams shall be
tested in place and shall exhibit zero infiltration. This testing shall be done prior
to concrete encasement.
