Pumps are scheduled to be overhauled in order to restore design capacity. The proposed Brookside development has not yet started construction. Houses are not expected to be built until late 2020 or later. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system.
