PROJECT SUMMARY: The applicant proposes to remove an existing 30' x 16' culvert and replacl' it with a 40' x 25' culvert. The applicant proposes to fill approximately 550 square feet of Public Trust Waters to construct a concrete retaining wall and backfill to stabilize the roadbed. Town of Southern Shores Bio Report Page Two Site Description The Town of Southern Shores, Dare County proposes to replace a culvert located under Dogwood Trail in the Duck Woods section. The culvert is located in a man-made canal known as Pelican Canal which connects the approximately six miles of man-made waterways in Duck Woods with the community yacht club on Martin's Point Creek. The existing culvert is approximately 16 feet wide and 30 feet long with a concrete headwall protecting each portal. It carries Dogwood Trail, which is a paved road and is the major thoroughfare for the Duck Woods Community. The elevation of Dogwood Trail at the apex of the culvert is 9 feet above normal water level. Adjacent properties are developed and undeveloped lots. Pelican Canal is approximately 54 feet wide and 6 feet deep at the crossing site. Martin's Point Creek, which is classified as SC by DEM, is designated a primary nursery area by the WRC. No wetlands are present at the work site. Proiect Description The applicant proposes to remove an existing 30' long x 16' wide x 51/2' height clearance at NWL culvert and replace it with a 40' long x 25' wide X 7' height culvert. The new culvert will be a precast concrete type; however, the applicant notes that ribbed aluminum may be substituted. Existing concrete headwalls are to be removed and replaced with new concrete head walls and wing walls to stabilize the embankment. Anticipated Impacts In order to remove the existing culvert, approximately 1,000 square feet of existing highground will have to be excavated. Placement of the new culvert will require 600 square feet of fill in the roadway area. An additional 550 square feet of fill will be placed in Public Trust Waters during the construction and backfilling of the proposed headwall and wing walls. Boat traffic and water exchange capacity will increase. Water turbidity will increase temporarily during construction. CAMA Review The proposed project involves the Public Trust Waters Area of Environmental Concern. The proposed project will result in .01 acres of Public Trust Waters being lost. Total disturbance in the AEC will be .05 acres. No historical/archeological significance is associated with this lot. No endangered or threatened species of plants or animals have been identified in the project area. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3025. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. The applicant proposes to fill approximately 550 square feet of Public Trust Waters to construct a concrete retaining wall and backfill to stabilize the roadbed. ~ Town of Southern Shores Bio Report Page Two Site Description , The Town of Southern Shores, Dare County proposes to replace a culvert located under Dogwood Trail in the Duck Woods section. The culvert is located in a man-made canal known as Pelican Canal which connects the approximately six miles of man-made waterways in Duck Woods with the community yacht club on Martin's Point Creek. The existing culvert is approximately 16 feet wide and 30 feet long with a concrete headwall protecting each portal. It carries Dogwood Trail, which is a paved road and is the major thoroughfare for the Duck Woods Community. The elevation of Dogwood Trail at the apex of the culvert is 9 feet above normal water level. Adjacent properties are developed and undeveloped lots. Pelican Canal is approximately 54 feet wide and 6 feet deep at the crossing site. Martin's Point Creek, which is classified as SC by DEM, is designated a primary nursery area by the WRC. No wetlands are present at the work site. Proiect Description The applicant proposes to remove an existing 30' long x 16' wide x 51/2' height clearance at NWL culvert and replace it with a 40' long x 25' wide X 7' height culvert. The new culvert will be a precast concrete type; however, the applicant notes that ribbed aluminum may be substituted. Existing concrete headwalls are to be removed and replaced with new concrete head walls and wing walls to stabilize the embankment. Anticipated Impacts In order to remove the existing culvert, approximately 1,000 square feet of existing highground will have to be excavated. Placement of the new culvert will require 600 square feet of fill in the roadway area. An additional 550 square feet of fill will be placed in Public Trust Waters during the construction and backfilling of the proposed headwall and wing walls. Boat traffic and water exchange capacity will increase. Water turbidity will increase temporarily during construction. CAMA Review The proposed project involves the Public Trust Waters Area of Environmental Concern. The proposed project will result in .01 acres of Public Trust Waters being lost. Total disturbance in the AEC will be .05 acres. No historical/archeological significance is associated with this lot. No endangered or threatened species of plants or animals have been identified in the project area. ,.
