Michael,
I've reviewed your application for a 401 Water Quality Certification for the replacement of Bridge No. 159 over Pungo
Creek on Jones Bridge Rd in Beaufort County. I will need the following information before I can finish processing your
request:
The plans call for a ditch being cut through the buffer to the stream in the northeast quadrant. Currently there
is no ditch outlet to the stream in this quadrant and it appears that the water actually flows away from the
stream (south to north) and drains to a low point approximately 100' away from the bridge. This is in agreement
with narrative in the SMP which states: "The ditch in the northeast quadrant will flow from south to north to
match existing drainage patterns." DWR prefers that no new ditch be cut in this quadrant as that could
destabilize the stream bank and increase the potential for sediment deposition in the stream. Please let me
know if the proposed ditch can be eliminated in this quadrant.
The proposed ditch in the NE quadrant at the bridge has been eliminated, The existing drainage pattern will be
maintained flowing line ahead form the bridge to the low point.
• It appears that the existing ditch in the northwest quadrant may meet grass swale criteria with 3:1 or flatter
front and back slopes. If this is the case, it can be used for treatment and included in the SMP.
A portion of the proposed ditch in the NW corner will qualify as a swale from Station 22+00 to 24+00 (LT side)
with a 3:1 front slope and 4:1 back slope has been included in the SMP.
• Agent information was not included in the ePCN that was submitted for review in Section B. 1e. Please provide
this information.
Robert has provided the information in an email on 5/20/2019.
Accordingly the application will be placed on hold pending resolution of the above items. Please let me know if you
